Ha Long City: Focus on renovating and building old apartment buildings

Based on objective and comprehensive analysis and assessment of the results of task implementation in 2024,   The Ha Long City Party Executive Committee has issued Resolution No. 88-NQ/TU on the direction and tasks for 2025, in which the theme of the year is determined to be "Breakthrough in economic development, creating momentum for the new term; building a model Ha Long City, rich, beautiful, civilized, and affectionate". To complete the target, Ha Long City has focused on many solutions, including paying attention to resolving people's recommendations related to the construction and renovation of old apartment buildings.

On the first day of 2025, Ha Long City held a launching ceremony for the Project to renovate and rebuild the old apartment building lots 6, 7, 8, Tran Hung Dao Ward. The apartment building has a prime location with a modern design and the most amenities in the city. The goal of the project is to rebuild the old apartment building lots 6, 7, 8, Tran Hung Dao Ward on the old apartment building land combined with on-site resettlement; upgrade the social infrastructure system, technical infrastructure, contribute to urban beautification, develop a model, rich, beautiful, civilized, and affectionate Ha Long City.

According to the design, the apartment building has 3 towers, meeting the housing needs of about 1,800 people along with modern facilities with a total project investment of over 1,783 billion VND. The project investor is the joint venture of IGGHALONG Joint Stock Company and Global Financial Investment Consulting Joint Stock Company, which has planned to complete the foundation by the third quarter of 2025 at the latest, then carry out the construction of the body from the fourth quarter of 2025 to the second quarter of 2026. The finishing part is expected to be implemented from the third quarter of 2026 and handed over for use in the second quarter of 2027. The handover time of resettlement houses is expected in the third and fourth quarters of 2027.

Perspective of adjusting the 1/500 detailed planning of the project to renovate and rebuild old apartment buildings in lots 6, 7, 8, Tran Hung Dao ward (Ha Long city).

Ms. Tran Thi Bau (Tran Hung Dao Ward) shared: The project was supposed to be implemented in 2016. However, due to problems in site clearance, resettlement plans and investment procedures, it has been delayed for many years, significantly affecting the lives of displaced households like us. The city's decisive intervention, overcoming difficulties with the investor so that the project could start and be built, has brought great joy to hundreds of households, helping people to settle down soon. This activity also affirms that the city's care and improvement of the quality of life for the people is becoming more and more substantial and effective.

Along with monitoring and urging contractors to speed up the project's construction progress, Ha Long City has been working closely with relevant departments and agencies to find ways to resolve difficulties related to 6 level D apartment buildings in the area. These include: 2-storey Ha Tu coal mine building (Ha Tu ward); 4-storey apartment building behind Hon Gai High School (Hong Hai ward); 5-storey Bach Long apartment building; 5-storey Lan Be apartment building; Lot A and Lot C of the Provincial General Hospital housing complex (Bach Dang ward). These apartment buildings were all built in the 1970-1980 period and are currently in serious disrepair. The Department of Construction has issued a notice of conclusion of the quality inspection of the above 6 works, all of which are at level D danger (the bearing capacity of the structure does not meet the conditions of use, the building is in a state of overall danger).

The 4-storey apartment building behind Hon Gai High School (Hong Hai ward) is one of 6 grade D apartment buildings in Ha Long city.

In September 2024, before Typhoon Yagi made landfall, Ha Long City decided to urgently evacuate households living in all 6 apartment buildings mentioned above to ensure their safety. After the households were evacuated, the city reviewed all apartment buildings, held meetings to collect opinions from households, announced the inspection results of the Department of Construction, and announced the planning research orientation and treatment plan for each apartment building.

According to the approved zoning plan, for the group of 3 apartment buildings (5 floors in Bach Long, 4 floors behind Hon Gai High School and 2 floors in Ha Tu coal mine), the City People's Committee plans not to rebuild the apartment buildings to serve the community's interests (parking lot, playground). For the group of apartment buildings to be rebuilt (5 floors in Lan Be, lots A and C of the Provincial General Hospital's dormitory), the City People's Committee proposes a plan to create a clean land fund, organize an auction to refund the State budget for advance payment for site clearance work.

The City People's Committee has reported to the Provincial People's Committee for consideration and approval of the above handling options and organized the preparation of detailed planning for apartment land plots that do not rebuild apartment buildings, compensation, site clearance, and resettlement according to the provisions of the law on land and implementation of public investment projects to invest in the construction of public works serving the interests of the community. At the same time, the Provincial People's Committee has reported to consider, approve the policy and direct functional units to guide and advance the budget source to implement site clearance for the 5-storey Lan Be apartment building, the land of Quang Ninh Pharmaceutical - Medical Supplies Joint Stock Company, interspersed households, the plan to handle public assets with the headquarters of some agencies and units, lots A and lot C of the Provincial General Hospital collective housing area and the Cultural House of Zone 5B (Bach Dang Ward) to create a clean land fund, organize auctions for investors interested in implementing the project according to the planning orientation of Zone 1, and refund the money advanced to the State budget.
