Ha Long City: Strengthening management of resources and minerals

Ha Long City is one of the localities with quite rich and diverse mineral resources , requiring management work to always be strengthened and focused.

Ha Long always identifies the task of managing coal and mineral resources as one of the key, long-term political tasks, so the city has developed resolutions and plans for leadership, direction and implementation. In particular, clearly defining the responsibilities of the heads of Party committees, authorities, police chiefs, secretaries, heads of villages and areas, if illegal coal and mineral mining occurs in the area.

Thoroughly grasp, propagate, strictly implement the direction of the province, the City Party Committee, the City People's Committee to regularly inspect, monitor, and grasp information related to the activities of mining, transportation, gathering, trading of coal, minerals (sand, stone, gravel, clay, leveling soil), land exploitation and leveling activities in the area. Promote the implementation of solutions to improve the effectiveness of management and protection of coal and mineral resources.

Accordingly, the city has worked with coal industry units and a number of enterprises to develop plans and roadmaps to gradually reduce open-pit mining activities, moving towards completely ending the exploitation of certain types of minerals that have negative impacts on the environment, especially in some areas with advantages in developing key economic sectors such as tourism, industry, clean agriculture and high-quality agriculture... Linking mineral exploitation with environmental and landscape protection for sustainable development; gradually transforming occupations, ensuring jobs and livelihoods for workers and laborers.

Strengthening land and construction management related to coal mining, processing and trading; handling coal exposure at projects.   Coal industry units have proactively organized protection measures and coordinated with localities to protect, inspect, and prevent illegal coal mining activities, ensuring security and order in mine boundaries and management areas.   About   Implementing the roadmap to end open-pit coal mining in the area, up to now, coal mining projects are being implemented according to the planning roadmap and direction of the Government (expected to end 1 project by the end of 2023 and end 1 project by the end of 2025).

Other minerals are also strictly managed. The city regularly coordinates with relevant departments and branches to develop plans for mineral mines for construction materials; investment projects, exploration, and exploitation of minerals for construction materials in the area according to regulations. The issuance, extension of mineral exploitation licenses, and closure of mineral mines are in accordance with the content of the province's mineral planning and legal regulations. The process of document appraisal is always checked and carefully considered for issues related to prohibited areas, restricted mineral activities, issues related to the environment, infrastructure, and local people's lives.

With the drastic and active participation, up to now, the city has no complicated points of illegal coal and mineral mining; the management, protection, exploitation, transportation, processing and consumption of coal and minerals have been comprehensively controlled; order in the exploitation, transportation, processing and trading of coal and minerals has been maintained; creating conditions for enterprises and the coal industry to stabilize production and development.

However, according to local authorities, the management of coal and mineral resources in the area still faces many potential difficulties.   In 2022, through inspection and control in the area, although there was no illegal coal mining, there were still activities of transporting, buying, selling, and gathering coal of illegal origin (the city's functional forces inspected and arrested a total of 35 cases, imposing administrative fines of 497 million VND).

For other minerals, through inspection, violations were detected such as mineral exploitation in areas without construction designs; violations of not implementing or not fully implementing the supplementation and completion of the dossier requesting the closure of the mine exploiting stone for common construction materials; violations of not making a mine closure plan for cases prescribed by law; violations of not installing weighing stations to control the output of stone exploitation for construction materials...   In addition, the city also inspected, detected and handled 7 cases related to the land sector (land leveling, surface destruction, and terrain deformation). In early 2023, the city inspected and completed the handling file for 1 violation case in the field of mine closure.

Therefore, to   Improve efficiency and effectiveness in the management of coal and mineral resources in Ha Long area.   requires determination of the entire political system from city to grassroots level, more efforts and determination in implementing the proposed tasks and solutions.
