Training and propaganda activities aim to help union officials and businesses in Quang Ninh better understand the new points in the Trade Union Law and the Social Insurance Law in 2024, thereby improving the effectiveness of protecting workers' rights. The revised Trade Union Law (effective from July 1, 2025) has added many important contents to enhance workers' rights and expand the scope of trade union activities.
One of the notable new points is the expansion of the right to join trade unions for workers without formal employment relationships. Accordingly, not only workers in enterprises with formal employment relationships can join trade unions, but also freelance workers, seasonal workers or workers in informal organizations can join and enjoy legal benefits from trade unions. This helps trade unions to have an increasingly strong influence and create a larger workforce, contributing to promoting movements to protect workers' rights.
In addition, the amended law also enhances the supervisory role of trade unions, especially in the enforcement of workers' rights at the workplace. Trade unions are not only responsible for protecting the rights of union members but also proactively inspect and supervise the implementation of legal regulations related to labor, social insurance, and protection of a safe and healthy working environment.
Another important point is that the regulations on trade union finance have been adjusted to be more transparent. Trade unions will have measures to manage and use finance effectively, publicly and ensure that trade union financial resources actually serve the activities of protecting workers' rights and supporting union members in case of difficulties.
Regarding the amended Law on Social Insurance, important changes in the pension, unemployment insurance and social allowance regimes will bring many benefits to employees. One of the main goals of the amended law is to expand social insurance coverage, especially for groups of workers who have not participated in social insurance such as freelancers and informal workers. This will help protect the long-term rights of employees, especially when they are no longer able to work.
Mr. Pham Van Hiet, Deputy Director, Chairman of the Trade Union of Quang Ninh Cement Joint Stock Company, shared: After the training and propaganda conference, trade union officials and enterprises in Quang Ninh have a clearer view of the changes in the Trade Union Law and the Social Insurance Law. Timely grasping of new regulations will help trade unions and enterprises more effectively implement policies to protect workers' rights.
At grassroots trade unions, especially in large enterprises such as coal, cement, and electricity, union members have held meetings to disseminate the content of the law to employees. At Quang Ninh Cement Joint Stock Company, after understanding the changes in the Social Insurance Law, the union has coordinated with the enterprise to organize consultation sessions on retirement insurance for employees. Long-term employees in the company, especially those who are preparing to retire, have been provided with detailed information about the new retirement regime and how to effectively participate in social insurance.
The implementation of new regulations in the Trade Union Law and the Social Insurance Law in Quang Ninh has brought about positive changes in the protection of workers' rights. The new points in these two laws not only help trade unions expand their scope and enhance their supervisory role, but also create opportunities for workers, especially informal workers, to participate in the social protection system more fully and effectively. Through training conferences and propaganda programs, grassroots trade unions in Quang Ninh have demonstrated an important role in bringing legal regulations into life, protecting the legitimate rights of workers and contributing to creating a fair and safe working environment.
