Through the training, trainees who are key officials at the commune, village, and hamlet levels, and household representatives are informed by the district's legal reporters on topics such as the Law on Marriage and Family; the Law on Prevention of Domestic Violence, the issue of early marriage and consanguineous marriage; the Law on Gender Equality; the Law on Mediation; the guidelines, policies, and laws of the Party and State on ethnic affairs that are being implemented in the district...
At the training course, the trainees also actively exchanged information, reflected the legitimate thoughts and aspirations of the people; hoped that the Party Committees and authorities at all levels would pay more attention to poverty reduction and new rural construction in ethnic minority areas, contributing to improving people's lives...
In addition, Ba Che district also actively promotes the role of the team of Party cell secretaries, village chiefs, and prestigious people among ethnic minorities in propagating and mobilizing people to well implement the Party and State's guidelines, policies, and laws. The district regularly organizes training and fostering knowledge on the Party's guidelines, policies, and laws of the State; programs, projects, and ethnic policies being implemented in the district; fostering skills, improving the capacity to organize and implement policies and laws for this team.
Thereby, the team of Party cell secretaries, village chiefs, and prestigious people among ethnic minorities have promoted an active role in propaganda work, mobilizing people to eliminate bad customs, mobilizing people to participate in cleaning village roads, hamlets, barns, building new rural areas, and eliminating social evils. Many prestigious people such as Party cell secretaries, village chiefs, heads of front work committees, and heads of women's associations participating in reconciliation teams and self-management teams have propagated to people to continue to effectively implement the movements "All people participate in preventing, detecting, and denouncing crimes and social evils", "Managing,educating , and reforming criminals in families and communities", "Managing and educating backward youth, mobilizing criminals to surrender", "Obeying traffic laws", "People's self-management groups on security and order" in villages, hamlets, and neighborhoods.
Party cell secretary, head of Khe Tam village (Nam Son commune) Ly Manh Thuong shared: To bring legal knowledge closer to the people, especially people in remote villages and hamlets, the Party cell always emphasizes the exemplary leading role of each Party member, researches and selects concise, practical, easy-to-understand propaganda content suitable for mountainous areas and ethnic minorities. In addition, promoting the spirit of closeness and attachment of each Party member to act as a propagandist in the community so that the contents, regulations of the law, guidelines and policies of the country and the province are closest to the people.
In addition, the work of propaganda and legal dissemination in schools and specific target groups has been focused on by the Department of Justice, agencies and units of the district in many forms, such as: Direct legal consultation and dissemination; provision of legal documents; educational activities through teaching and learning in schools, activities of Farmers' Clubs with the Law, Women's Clubs with the Law, Youth Crime Prevention... Communes, towns, agencies, units, schools, depending on specific conditions, have strengthened legal dissemination on mass media, grassroots loudspeaker systems, electronic information portals of the district; propaganda through applications on mobile devices, social networks; online legal competitions; policy dialogues; direct legal consultation and dissemination; conferences, professional activities suitable to practical conditions. Among them, many units have creative ways of doing things, bringing practical results, contributing to raising people's understanding and awareness of law compliance.
The district also strengthens state management of legal dissemination and education; builds communes that meet standards for legal access and mediation at the grassroots level; directs communes and towns to regularly review, consolidate, and improve grassroots mediation teams and mediators according to the Law on Mediation at the Grassroots Level. The district currently has 73 mediation teams, with more than 400 mediators. Since the beginning of the year, the mediation teams have successfully mediated many cases arising from the grassroots level.
The synchronous models and methods have contributed significantly to improving the quality of PBGDPL activities in Ba Che district, creating a spreading effect among all classes of people on proactive learning, voluntary compliance and law observance.
