Hai Ha is one of the localities that disbursed the loan package to support production to the people very early, thereby promoting this loan package to the maximum. According to Ms. Vu Kim Thanh, Director of the Transaction Office of the Bank for Social Policies in Hai Ha district, up to this point, Hai Ha has disbursed loans to nearly 700 households with a total outstanding loan balance of 56 billion VND.
Ms. Vu Hong Anh, village 10 (Quang Chinh commune, Hai Ha district) is one of the households that received a loan from the production support package from the first phase, October 2024. From the amount of 100 million VND, she bought more seedlings and invested in pond nets to expand her garden, pond, and cage production model. Currently, she has a flock of chickens, a flock of crayfish reaching adulthood, a fish pond with an estimated 2 tons of finished fish, a kumquat garden, and a bonsai garden that are being nurtured and cared for to serve in the coming spring.
In Hai Ha district, tea has become a key crop for many years, contributing to improving the lives of thousands of households in the area. Sticking to tea, many Hai Ha households have boldly invested in equipment to dry finished tea products, boldly converted farming techniques from conventional to organic, and converted processing methods from traditional to modern. And the preferential policy loan package to support production has become a "lifesaver", adding strength to farmers who are passionate about tea here.
Ms. Dao Thi Binh's household in village 5 (Quang Thinh commune, Hai Ha district) is the representative of an organic tea cooperative with 21 members. Determined to pursue the direction of growing and processing organic tea products, Ms. Binh boldly borrowed 100 million VND to invest in a factory and processing technology for black tea products. This is the raw material to create milk tea products that are popular in the market. Ms. Binh shared, since investing in black tea, my products have received more orders from customers, and have been considered by the functional unit to be included in the proposed product list as a 4-star OCOP product.
For Van Don district, storm No. 3 made landfall in early September 2024, almost wiping out the aquaculture area at sea. Determined not to abandon the sea, Van Don people mobilized many resources to rebuild production, including receiving loans to develop production. With a loan of 100 million VND/worker, Van Don aquaculture workers reinvested in rafts, net cages, and breeds... with the goal of resuming the crop as quickly as possible to harvest the first batches of aquatic products after the fierce storm. Up to now, Van Don district has the highest disbursement rate in the province with 61.1 billion VND for 645 households to borrow capital for production. Borrowed households have effectively used the loan capital, adding more resources to rebuild production. Ms. Nguyen Thi Thu Hang, Director of the Transaction Office of the Bank for Social Policies in Van Don district, said: The total capital and disbursement rate of the loan package to support production in Van Don for the aquaculture sector is nearly 30 billion VND, contributing to the rapid recovery of the district's aquaculture area, bringing aquaculture back to its previous level and better than before.
In addition to Hai Ha and Van Don, the production support loan package entrusted by the Provincial People's Committee through the Provincial Social Policy Bank Branch has been disbursed in 7 localities in ethnic minority, mountainous, border, island and rural areas across the province. Up to now, with a total capital of VND 287.9 billion granted by the Provincial People's Committee in 2024, the Social Policy Bank Branch has supported 3,291 households to borrow capital, with a disbursement rate of 100%.
From the beginning of January 2025, the Provincial People's Committee continued to provide the Provincial Branch of the Bank for Social Policies with a capital package of VND 208 billion to support people in developing production, opening up opportunities to boost production, improve living standards and ensure social security for people in the whole province. Currently, the disbursement progress of this loan package is meeting the set plan.
Mr. Nguyen Dang Kiem, Deputy Director of the Provincial Social Policy Bank Branch, affirmed: The capital that the province entrusted to the bank to lend to people for production development has been deployed to the right subjects, used for the right purposes, promoting efficiency, creating clear changes in each village, commune of ethnic minorities, mountainous areas, border areas, islands and rural areas in the province. Preferential loans have accompanied people to realize their dreams of developing production, increasing income, and getting rich legitimately.
