Another typical example of waste mentioned by the General Secretary is the case of two hospitals that have been invested by the State for decades but have not been put into use, while if they were private, they would have recovered their capital. The story of having money but not being able to spend it was also pointed out by the General Secretary. Faced with the reality that the disbursement of public investment capital in 9 months has not reached 50% while there are only a few months left until the end of the year, he raised the question "can it all be spent?". With the national target program having been decided but problems arising, the General Secretary raised the question: "Whose fault is it? It's only because of us, why do we keep making it difficult for ourselves when we see problems? Solve them one by one, look at each problem and solve them. If even the State cannot do the regulations, how can businesses do it?", said the General Secretary. He also pointed out the reality of hundreds and thousands of local projects that were granted to businesses but were stuck in implementation, so they "waited for each other". Regarding this issue, according to the General Secretary, we must coordinate to resolve and implement, we cannot blame each other or wait for each other. Affirming that the country's resources are not small, the General Secretary said that domestic production is not commensurate and has not been promoted. "The potential must create material wealth. I am very impatient, I cannot wait because I miss the opportunity," General Secretary To Lam shared. Acknowledging that the country has achieved many great achievements in the past, but looking at the world, the General Secretary said he "feels impatient" because they develop very quickly. Therefore, we need to look at those examples to strive. Manylocalities will be "in trouble" if they withdraw large projects . The growth results, foreign exchange reserves and recent figures are good, but if all resources are used better, the results will be even higher, according to the General Secretary. The General Secretary acknowledged the implementation of electronic health books to collect specific numbers, for example, how many people in an area have what disease, from which to calculate how many doctors, hospitals, investment resources, medicine reserves, etc. are needed, as a basis for adjusting related policies. Or in education, it is determined that if secondary and high school levels are universalized, children of school age must be able to go to school, and there must be enough schools and teachers. According to the General Secretary, population data statistics help to proactively calculate this. But more importantly, General Secretary To Lam emphasized that there must be attention right from the grassroots. That task belongs to local Party committees and authorities, not just the education or health sectors. "If a commune sees that there are still 50 children of school age who have not yet gone to school, it must be petitioned to the district or education department to resolve the issue. This cannot be said to be a matter of the education sector. If officials are indifferent, the people will suffer," said General Secretary To Lam.
