Speaking at the meeting, General Secretary To Lam said that despite many difficulties, Ha Giang has made quite comprehensive progress in socio-economic development, ensuring national defense and security, especially in efforts to improve the lives of ethnic minorities in remote, isolated and disadvantaged areas.
The General Secretary pointed out the development potentials of the locality that need to be focused on exploiting, such as: unique and valuable natural resources for developing some endemic agricultural products. Ha Giang has special microclimates and soils, which can develop highland crops and livestock with unique characteristics, and highland agricultural specialties.
The temperate climate of the highlands, cool all year round, brings advantages to the development of many precious medicinal herbs that can be developed on an industrial scale in many sub-regions. The rich flora of Ha Giang's primeval forests has many precious natural medicinal herbs.
Combining sustainable exploitation of forest resources with biodiversity conservation is an opportunity to develop the green medicinal industry of the province. Regarding key tasks and solutions in the coming time, the General Secretary emphasized that the province needs to continue the work of building and rectifying the Party and the political system to be clean and strong in all aspects; promoting the strength of culture, people, and the great national unity bloc.
At the same time, the province is required to continue to prepare good conditions to successfully organize Party Congresses at all levels.
The General Secretary pointed out that Ha Giang has great potential in three key areas: Tourism; border trade economy; agriculture, forestry and high-quality medicinal herbs.
From natural and social advantages, to realize the potential into great achievements in development, it requires the Party Committee, government and political system of Ha Giang to be highly determined, make great efforts, be dynamic, creative, innovate themselves, dare to think, dare to do, strongly improve administrative procedures and the business investment environment, proactively find solutions and not just rely on the support of the Central Government.
The General Secretary noted that it is necessary to promote the development of commodity production according to market mechanisms, replace the self-sufficient, fragmented, and small-scale economic mindset, and strengthen models of association and production cooperation in agriculture, trade, and services to overcome the limitations of fragmentation, small-scaleness, and separation.

Ha Giang needs to focus on investing in transport infrastructure, border gate infrastructure, developing logistics services, healthcare infrastructure, education and smart infrastructure. Developing the digital economy and e-commerce is even more important for remote localities like Ha Giang. Focus on managing and developing forests and water resources, these are two valuable resources that have a great impact on the future sustainable development of Ha Giang.
