On the afternoon of August 17, Comrade To Lam, General Secretary and President, worked with the Ho Chi Minh City Party Committee on the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 11th Ho Chi Minh City Party Congress since the beginning of the term; the dissemination and implementation of Directive 35-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Party Congress.
Our entire Party, people and army always respect, trust and work hard to build the city.
In his speech, General Secretary and President To Lam emphasized that the Ho Chi Minh City Party Committee is a large and very important Party Committee and is the locality that specifically implements the Party and State's guidelines, policies and strategies to the people. The Ho Chi Minh City Party Committee has characteristics that many Party Committees in other localities do not have.
"Saigon - Ho Chi Minh City has always been closely linked to the history and destiny of the country... The Party Central Committee, the National Assembly, the Government, the entire Party, the entire people and the entire army always respect, trust and work hard to build the city," General Secretary and President To Lam emphasized.
Over the past 40 years, since the beginning of the renovation process, Ho Chi Minh City has always been a major contributor to the country in terms of gross domestic product (GDP), budget revenue, labor productivity, new mechanisms, policies, and new business models. Many creative, innovative ideas, new technologies, and new ways of doing things are often implemented in Ho Chi Minh City and then replicated nationwide.
Reviewing the outstanding achievements that Ho Chi Minh City has achieved in recent times, General Secretary and President To Lam emphasized that these results show that Ho Chi Minh City continues to demonstrate its position as an economic locomotive for Vietnam and this reality once again shows that in difficult times, Ho Chi Minh City shows its strong will to rise up.
On behalf of the Party and State leaders, the General Secretary and President warmly welcomed, congratulated and commended the efforts, strivings and results and achievements that the Party Committee, government, army and people of Ho Chi Minh City have achieved in recent times, making important contributions to the common successes of the whole country.
In addition to the achievements and results, the General Secretary and President noted the need to frankly acknowledge the remaining shortcomings and limitations of Ho Chi Minh City. In particular, Ho Chi Minh City's economic growth is not commensurate with the city's position, role, potential and advantages; infrastructure is still weak, increasingly overloaded and inadequate, hindering the implementation of economic growth targets and improving people's lives; results of Party building and political system building in some aspects are still limited.
More dynamic and creative
Regarding the tasks of Ho Chi Minh City in the coming time, General Secretary and President To Lam suggested that the Ho Chi Minh City Party Committee and the entire political system need to have a deeper awareness of the position and role of Ho Chi Minh City in order to create greater solidarity and unity, stronger political determination, and greater dynamism and creativity.
At the same time, proactively seize opportunities, overcome challenges, maintain political and social stability, build and develop Ho Chi Minh City quickly and sustainably with quality and speed higher than the national average, build a healthy cultural environment; constantly improve the material and spiritual life of the people, ensure security and national defense.
According to the General Secretary and President, Ho Chi Minh City needs to be shaped into a global city with smart, modern, dynamic and integrated development; green, inclusive and sustainable growth; a cohesive, open and civilized society, crystallizing advanced values of Asia and the world.
Along with that, Ho Chi Minh City needs to make the best use of its potential and advantages, develop the economy quickly and sustainably, associated with innovation of the growth model and restructuring, improving quality, efficiency and competitiveness; strongly improving the investment environment to attract domestic and foreign investment; focusing on building and creating a breakthrough in the urban infrastructure system.
At the same time, Ho Chi Minh City needs to supplement mechanisms and policies to strongly encourage economic sectors to participate in investment, encourage increased spending on research and development, promote inventions, protect property rights, and create an attractive creative and entrepreneurial environment that not only has initiatives for Vietnam but also for the region and the world.
The General Secretary and President suggested turning the political determination of the entire Ho Chi Minh City Party Committee on building a "Civilized, modern, humane, dynamic and creative city" as set out in the spirit of Resolution No. 31 of the Politburo into practical actions and achievements, building Ho Chi Minh City into a truly civilized city, where people have a prosperous and happy life.
The General Secretary and President also said that Ho Chi Minh City needs to continue investing in innovation, comprehensively improving the quality of education and training, developing human resources, especially high-quality human resources; strongly developing science and technology associated with the development of knowledge economy, digital technology, digital society as a foundation to promote Ho Chi Minh City's rapid and sustainable development; continue to consolidate and perfect the healthcare network from the city to the grassroots level; improve the quality of district and county hospital operations...
The General Secretary and President requested that Ho Chi Minh City focus on developing, improving the quality and well managing cultural and social activities in a civilized direction, preserving and promoting the national cultural identity and spiritual values that are characteristic of the city.
At the same time, gradually reduce the gap in cultural enjoyment between urban and rural areas; build a civilized and cultural urban lifestyle. Resolutely fight against social evils and crimes; reduce traffic accidents; ensure order and safety for the people.
The General Secretary and President also noted that it is necessary to pay special attention to building and consolidating national defense, ensuring security and order, building a safe Ho Chi Minh City, maintaining political and social stability in all situations; effectively deploying the fight against sabotage activities of hostile forces; promptly and effectively handling complicated issues that arise, avoiding unexpected incidents.
Regarding preparations for the 14th National Party Congress and the 12th National Party Congress of Ho Chi Minh City, the General Secretary and President requested the Ho Chi Minh City Party Committee to proactively and urgently continue to implement Directive No. 35 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress.
In particular, in terms of personnel work, it is necessary to ensure absolute and comprehensive leadership of the Party and Party committee members at all levels, ensure succession and innovation; promote and attach importance to quality, and have reasonable quantity and structure.
The selected personnel must be truly exemplary party members, with capacity, political ethics, vision, daring to think, daring to do, daring to take responsibility, and having high prestige in the organization and among the people.
The General Secretary and President emphasized the need to constantly innovate, improve the leadership capacity and fighting strength of the Ho Chi Minh City Party Committee, build a truly clean and strong political system; improve the effectiveness and efficiency of State management of all levels of government associated with building a model of urban government that is truly of the people, by the people, and for the people.
The General Secretary and President emphasized that building Ho Chi Minh City to develop so that every citizen of the city has the right to be proud and has the responsibility to contribute to building Ho Chi Minh City into a rich city, rich not only in money and material things but also rich in history, culture, humanity, opportunities, and aspirations to rise up.
The Party, the State and the people of the whole country are always proud of Ho Chi Minh City with the excitement and high political determination, the spirit of effort, dynamism and creativity of the Party Committee, the government and the people of Ho Chi Minh City; the General Secretary and President firmly believes that in the coming time, Ho Chi Minh City will have strong and steady development steps, truly becoming a civilized and modern socialist city.
Ho Chi Minh City will be a major center in many aspects of the country, contributing with the people of the whole country to successfully carry out the cause of industrialization and modernization of the country, successfully build and firmly protect the socialist Fatherland of Vietnam, forever worthy of being the city named after beloved Uncle Ho, the Heroic City, the Bronze Citadel of the Fatherland.
Sharing the very specific, accurate and practical recommendations of the leaders of Ho Chi Minh City, General Secretary and President To Lam suggested that the Government, the National Assembly, relevant ministries and branches, according to their functions, authority and tasks, promptly study, consider and work directly with the city to specifically resolve the proposals and recommendations in the spirit of creating the best possible conditions for Ho Chi Minh City to develop more strongly and sustainably.
