On the morning of October 12, General Secretary and President To Lam attended the opening ceremony of the new school year at the Vietnam National Academy of Agriculture. Speaking at the ceremony, General Secretary and President To Lam said that the Vietnam National Academy of Agriculture is one of the country's key universities, training more than 120,000 university-level scientific and technical staff and agricultural economic management staff, over 15,000 masters and more than 700 doctors. The General Secretary and President assessed that the staff trained by the Academy is a very important human resource, leading and initiating, contributing to the outstanding achievements of the country's agriculture and rural areas. The Vietnam National Academy of Agriculture is one of the first 6 universities trusted by the Government to pilot autonomy according to the Government's resolution on piloting innovation of the operating mechanism for public higher education institutions. The Academy is also considered one of the universities that most effectively and successfully implements the Government's decree on the autonomy mechanism of public service units. "Before coming here, I visited the products of the school's students and was very excited because now the school can be autonomous and self-supporting. Research projects with high production efficiency have been brought to localities and transferred to businesses. Scientific research has been applied, products from the laboratory have been brought into real life. I think this model is very creative and has been successful for many years," the General Secretary and President commented.

In training, according to the General Secretary and President, the school is always at the forefront of innovating training programs, combining dialectics between training and scientific research, between the school and production, arousing the spirit of entrepreneurship, self-reliance, and creative innovation for students. They have opened up new visions and ideas of scientific and technological thinking for the country. "I am very happy that 97% of the school's students have jobs after about a year of graduation. Students have been proactive and confident in production and business, which requires the quality of training to meet the development of the agricultural sector," he said. The General Secretary and President said that the Party has repeatedly emphasized that education and training are the top national policies, science and technology are key to the prosperity of the country. Universities must be an important entity in the national innovation system, meeting the requirements of the knowledge economy, circular economy and digital transformation. Therefore, the General Secretary and President requested that the Vietnam National Academy of Agriculture strive to not only become the country's leading training and research center, but also a prestigious higher education institution in the region and the world, a center of innovation, a trusted address for national startups. According to General Secretary and President To Lam, the Academy needs to develop a comprehensive development project with a suitable roadmap to become a multidisciplinary, multi-field, multi-branch research university following the model of advanced research universities in the world. Therefore, universities must actively improve the quality of training, training programs must ensure compatibility, integration, and internationalization according to advanced standards as soon as possible; continue to innovate training content and methods in accordance with the era of the 4th industrial revolution and national digital transformation. Higher education institutions, including the Vietnam National University of Agriculture, must continue to implement university autonomy more substantially and at a new level, according to the criteria and practices of higher education in developed countries; ensuring more comprehensive integration in higher education, but still imbued with Vietnamese culture, Vietnamese soul, originating from the realities of the country and people of Vietnam. He suggested that the Ministry of Education and Training and relevant ministries continue to research and promulgate policies for universities to fully and synchronously implement university autonomy, so that we can soon have a higher education system that can "stand shoulder to shoulder with the world powers". University autonomy does not mean that the State does not invest, but invests according to the 'output results' that educational institutions commit to the State; especially prioritizing orders and assigning tasks to professions that are difficult to socialize, less attractive to learners, but the country really needs and is our strength such as agriculture, forestry and fishery.
