Regulations on the Party's organizational system
Notably, Regulation No. 232 of the Central Executive Committee has provisions on the Party's organizational system.
In which, the Party's organizational system is established in correspondence with the State's administrative organizational system.
General Secretary To Lam.
The Party's organizational system is organized according to administrative units at the commune, ward, and town levels; district, county, town, and provincial and centrally run city levels; provincial and centrally run city levels and central levels.
This is the basic organizational system of the Party with comprehensive leadership functions at each level and of the entire Party.
Party organizations in the Vietnam People's Army and the Vietnam People's Public Security according to regulations of the Politburo.
Party organizations in places with special characteristics are party organizations that are not at the district, county, town, or city level of a province or centrally run city.
Party organizations in places with specific characteristics are established by the immediate superior Party Committees of these organizations (specifically provincial Party Committees, municipal Party Committees, Party Committees directly under the Central Committee and the Central Committee) and their functions and tasks are determined; the Party Committee is the leading body between two Party Congresses.
Regarding the establishment of party organizations in state agencies, the Fatherland Front and socio-political organizations, at the central level, the National Assembly Party Committee; the Government Party Committee; the Fatherland Front Party Committee of central organizations will be established directly under the Party Central Executive Committee.
The Politburo decides on the establishment and decides on the functions, tasks, and organizational structure of the National Assembly Party Committee; the Government Party Committee; the Fatherland Front Party Committee, and central mass organizations directly under the Central Committee.
The Central Organizing Committee assists the Politburo and the Secretariat in managing the activities, providing guidance on the organization and staffing of specialized agencies to advise and assist the Party Committees directly under the Central Committee.
The Party Committee directly under the Central Committee decides to establish Party Committees (Party cells): Ministries, state management agencies, State Audit, Vietnam Fatherland Front, and socio-political organizations.
Mass organizations are assigned tasks by the Party and the State after the Central Organizing Committee has agreed in writing; Party committee (party cell) personnel are decided by competent authorities according to the decentralization of cadre management.
The Standing Committee of the National Assembly Party Committee decides to establish, determine functions and tasks, and directly leads and directs the activities of party cells in the National Assembly delegation (operating at National Assembly sessions).
In provinces and cities, the regulations state that the Party Committee of the Provincial and Municipal People's Committee will be established directly under the Executive Committee of the Provincial and Municipal Party Committee.
The Standing Committee of the Provincial Party Committee and the City Party Committee decides on the establishment and decides on the functions, tasks, and organizational structure of the Party Committee of the Provincial and City People's Committees directly under the Provincial and City Party Committees according to the regulations of the Secretariat.
Regarding the establishment of Party committees of Party agencies, according to regulations, at the Central level, Party committees of Central Party agencies will be established directly under the Central Executive Committee of the Party.

Decentralization of introducing cadres for election and appointment
Regulation 232 also mentions the decentralization of the introduction of cadres for election or appointment to State agencies, the Fatherland Front and socio-political organizations.
Accordingly, the Party Central Committee introduced three positions of President, National Assembly Chairman, and Prime Minister for the National Assembly to elect.
Giving opinions on the personnel of the Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Chairman of the Council of Nationalities, Secretary General of the National Assembly, Chairmen of National Assembly Committees, State Auditor General and members of the Government.
The Politburo introduces positions under the management of the Politburo for the Government to submit to the National Assembly for election or approval, and for the Fatherland Front and socio-political organizations to elect.
The Secretariat introduces positions under the Secretariat's management for appointment by the President and Prime Minister; approval by the National Assembly Standing Committee; and election by the Fatherland Front and socio-political organizations.
At the local level, the Party Executive Committee at all levels introduces the positions of Chairman of the People's Council and Chairman of the People's Committee for the People's Council to elect (or for the competent authority to decide).
Provide opinions on personnel for the Vice Chairman of the People's Council and Vice Chairman of the People's Committee before the Standing Committee of the Party Committee decides to introduce them for the People's Council to elect (or the competent authority decides).
The Standing Committees of Party Committees at all levels introduce positions under the management of the Standing Committees for consideration and appointment by People's Committees at all levels; and are elected by People's Councils, the Fatherland Front and socio-political organizations.
