Calculating the "underground" option on the 1,000 billion VND/1.5km road section

According to information from the People's Committee of Thanh Hoa province, the province is assigning functional units to consider changing technical design standards (towards higher standards or underground) when relocating technical infrastructure works affected by the Le Loi Avenue Expansion project from Phu Son intersection to Dong bridge, Thanh Hoa city.

Accordingly, Mr. Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee, directed the Department of Construction to preside over and coordinate with relevant functional units to study the above content. And report the results and issues beyond the authority to the Chairman of the Provincial People's Committee before September 30, 2024.

Previously, on September 9, the People's Committee of Thanh Hoa province received Official Dispatch No. 6109/UBND-BDA from the People's Committee of Thanh Hoa city regarding the request for approval to change the technical design standards to relocate technical infrastructure works at the Le Loi Avenue expansion project towards higher standards or underground as mentioned above.

According to Nguoi Dua Tin 's investigation, the project to expand Le Loi Avenue, from Phu Son intersection to Dong bridge, Thanh Hoa city, was approved by Thanh Hoa Provincial People's Committee and assigned to the Thanh Hoa City Construction Investment Project Management Board (PLMB) to implement.

The Le Loi Avenue expansion project is about 1.5 km long, with a total investment of more than 1,000 billion VND. Of which, the provincial budget allocates 450 billion VND, the remaining capital from Thanh Hoa City budget and other legally mobilized sources is 558 billion VND. At the same time, of the more than 1,000 billion VND to implement the project, the cost for site clearance, resettlement support... is about 800 billion VND and the construction cost is about 200 billion VND. The project has a construction period of 15 months, with an expected completion date of September 2025.

According to the design documents, the project has its starting point at Km 0+00 intersecting with National Highway 47 at Km 20+050 (Phu Son intersection) in Phu Son ward, Thanh Hoa city. The end point is at Km 1+500 connecting to the intersection area of ​​the project road from the center of Thanh Hoa city connecting with the traffic route from Tho Xuan airport to Nghi Son economic zone in An Hung ward, Thanh Hoa city.

The project aims to gradually improve the regional transport network, connect important transport routes of the province, serve people's travel needs, contribute to promoting socio-economic development, and ensure national security and defense.

In addition, the project aims to enhance connectivity and facilitate traffic between regions in the area with Tho Xuan Airport, reduce traffic congestion on the main road of Thanh Hoa City and create an urban landscape axis.

Notably, on May 19, the Le Loi Avenue Expansion Project, from Phu Son intersection to Dong bridge, began construction. This is one of four projects that began construction under Resolution No. 303/NQ-HDND of the Provincial People's Council on a number of specific mechanisms and policies for the development of Thanh Hoa City.

In a quick exchange with Nguoi Dua Tin, Mr. Ngo Duc Nam, Director of the Thanh Hoa City Construction Investment Project Management Board, said that the adjustment, if approved, will not change or incur additional investment costs. This is simply a change in the current status from above-ground technical infrastructure such as electricity, cables, etc. to underground to ensure aesthetics. According to regulations, this change must be reported to the Provincial People's Committee for approval.
