The role of People's Public Security Sports in developing key national sports

People's Public Security Sports contributes greatly to the Golden List of achievements of Vietnam Television.

High-performance sports in the People's Public Security Forces not only contribute to improving the cultural and spiritual life of officers, soldiers and people, but also contribute to the activities of expanding international cooperation of the Party, State and the Ministry of Public Security in economics, culture, education, national defense and security to develop the country and society.

Over the past years, the Public Security Forces have been planned by the Government as one of the key sectors for selecting and training talents for key sports; at the same time, the Public Security Sports Training and Competition Center is one of the key units for discovering, selecting, and training talented sportsmen with national achievements. Therefore, the Central Public Security Party Committee and the leaders of the Ministry of Public Security have always paid attention to leading and directing all aspects of sports work in general and high-performance sports in particular. Many documents have been issued, specifically: Plan No. 101/KH-BCA-X11 dated April 11, 2012 on organizing the implementation of Resolution No. 08-NQ/TW of the Politburo (11th tenure) on "Strengthening the leadership of the Party, creating a strong development step in sports until 2020" and "Vietnam Sports Development Strategy until 2020" in the Public Security Forces; Decision No. 6306/QD-BCA-X03 dated August 4, 2021 of the Minister of Public Security on the Master Plan on investment and development of high-performance sports of the People's Public Security for the period 2021 - 2025, with a vision to 2030; Directive 02/CT-BCA dated February 13, 2020 of the Minister on physical training and sports of the People's Public Security force in the coming time; Joint Program No. 09/CTr-BCA-BVHTTDL dated May 26, 2021 of the Ministry of Public Security and the Ministry of Culture, Sports and Tourism on management, direction and organization of physical training and sports activities in the People's Public Security force for the period 2021 - 2026; Resolution No. 24 - NQ/DUCA dated January 2, 2025 of the Central Party Committee of the Public Security on physical training and sports of the People's Public Security force in the new period...

Based on the policy of the Party Committee of the People's Public Security, the Ministry of Public Security, relevant functional units, units participating in training and coaching, with the focus on the Sports Training and Competition Center of the People's Public Security, organize and implement programs and plans on high-performance sports. Along with the efforts of coaches and athletes; the solidarity, unity and high sense of responsibility of the leadership team, cadres, and contract workers working in the People's Public Security Sports, have contributed to bringing the People's Public Security's high-performance sports to quickly catch up with the general trend of Vietnamese sports and achieve encouraging achievements in domestic and international competitions: People's Public Security Sports is always in the top 10 leading units at the National Sports Festivals; Regularly making significant contributions to Vietnamese sports in regional and world arenas.

At the 30th SEA Games, athletes won 07 medals (02 gold, 02 silver, 03 bronze); SEA Games 31 won 11 medals (01 gold, 05 silver, 05 bronze); SEA Games 32 won 14 medals (04 gold, 04 silver and 06 bronze). At the ASIAD: ASIAD 18, the CAND sports contributed 02 athletes, winning 01 gold (Silat) and 01 silver (Weightlifting); ASIAD 19, the CAND sports contributed 05 athletes, winning 02 gold (Karate and Sepak Takraw), 01 silver (Sunshine). At the 2024 Paris Olympics, the CAND sports had shooter Trinh Thu Vinh who excellently won 4th place in the 10m air pistol event and 7th place in the sports pistol event.

With the goal of creating a strong and comprehensive change in the physical education and sports work of the People's Public Security, improving the health, physical strength, cultural life and spirit of officers and soldiers, ensuring the good implementation of assigned political tasks; contributing to raising the position and achievements of the People's Public Security sports domestically and reaching the continental and world levels; regarding the high-performance sports of the People's Public Security force, the Party Committee of the Central Police and the leaders of the Ministry thoroughly grasp and direct: each year, train and coach 25 or more sports, with over 1,000 athletes; compete in over 100 national and international sports tournaments, achieving over 400 medals of all kinds. Strive to rank the entire delegation in the top 6 units at the National Sports Festival.

Regarding professional sports development: By 2030, strive to have at least 03 football clubs of the People's Public Security participating in the national championship and first division football tournament; have at least 05 volleyball and basketball clubs... operating under the socialized model participating in the national professional sports system. Regarding facilities serving high-performance sports training and competition: By 2030, the People's Public Security Sports Training and Competition Center and the PVF Youth Football Training Center will be upgraded and gradually modernized; complete the construction of the People's Public Security Sports Training and Competition Center in the Central and Southern regions. By 2045, strive to have all 3 standard sports facilities (stadium, gymnasium, swimming pool) of the Ministry-level sports facilities meeting the conditions for hosting national and international sports competitions.

To ensure favorable conditions for the development of high-performance sports in the country in general and sports of the Public Security Force in particular, the Public Security Sports Training and Competition Center has made a number of proposals and recommendations. Specifically, it is proposed that the Vietnam Sports Department advise the Ministry of Culture, Sports and Tourism to report to the Government to amend and supplement Decree 152/2018/ND-CP stipulating a number of regimes for sports coaches and athletes during the period of concentrated training and competition; ensuring that the salary regime for coaches and athletes is equal to or higher than the regional minimum wage according to Decree 74/ND-CP of the Government stipulating the minimum wage for employees working under contracts.

At the same time, raise the bonus level for coaches and athletes with excellent achievements in national and international competitions to encourage the training and competition spirit of coaches and athletes in general and People's Public Security sports in particular.
