On the afternoon of November 13, information from the Nghe An Department of Transport said: The unit has sent a document to Vinh City, Nghi Loc District and Cua Lo Town, including the content of adjusting the maximum speed on the traffic route connecting Vinh - Cua Lo (also known as the Vinh - Cua Lo connecting boulevard).
From November 15, 2024, for the section from Km0+00 – Km9+680, the maximum speed on the feeder road is 60 km/h; the maximum speed on the main road is 80 km/h.
Accordingly, it is expected that from November 15, 2024, Nghe An Department of Transport will operate the main route with a maximum speed of 80km/h and the feeder route with a maximum speed of 60km/h.
Specifically, for the section from Km0+00 – Km9+680, the service road is 9m wide on each side, including 2 mixed lanes (motor vehicles, non-motor vehicles, specialized motorbikes, etc.), with a maximum speed of 60 km/h. The main road is 16m wide on each side, including 4 car lanes, with a maximum speed of 80 km/h.
For the section from Km9+680 – Km10+832 (the section adjacent to Binh Minh Street, Cua Lo Town, previously invested and constructed), vehicles are allowed to travel at a maximum speed of 60 km/h.
The Vinh - Cua Lo Road Project (phase 2) has a total length of 10.832km (passing through Vinh city 3.4km, Nghi Loc district 4.8km and Cua Lo town 2.63km).
The project started construction in July 2022, with a total investment of VND 1,415 billion, using the medium-term public investment capital of Nghe An province for the period 2021 - 2025.
The project is invested by the Department of Transport as the representative investor. Construction unit: Joint venture of Tan Nam Construction Joint Stock Company - Hoa Hiep Company Limited and Tan Hung Company Limited.
The design consultant is Vinaco Construction and Traffic Consulting Joint Stock Company. The supervision consultant is Transport Engineering Design Corporation (TEDI).
For the section from Km9+680 – Km10+832, the maximum speed is 60 km/h.
The route is designed for a speed of 80km/h with a main road system (8 lanes) and service roads (2 lanes on each side).
On August 29, 2024, Nghe An Department of Transport organized the temporary opening of the Vinh - Cua Lo Road Project (phase 2).
The operation of the Vinh - Cua Lo Road Project (Phase 2) is of great significance in forming an architectural space axis, expanding urban planning, completing the traffic network, creating a basis for attracting construction investment, promoting socio-economic development of the whole region; contributing significantly to the implementation and completion of the Project to develop Vinh City, Nghe An Province into an economic and cultural center of the North Central region.
Strengthening traffic safety
In a document sent to the People's Committee of Vinh City, Nghi Loc District and Cua Lo Town, the Nghe An Department of Transport emphasized: "During the project implementation, with the attention, direction and coordination of localities in site clearance and handling of problems during the implementation process, the traffic route connecting Vinh - Cua Lo (phase 2) has been completed according to the schedule directed by the Provincial People's Committee.
In order to meet the travel needs of people from Vinh City to Cua Lo beach tourist area, on August 29, 2024, the Department of Transport directed the Traffic Construction Project Management Board to complete the procedures for temporary traffic operation at a speed of 50km/h.
However, during the exploitation process, there were quite a lot of people driving in the opposite direction; grazing buffalo and cows on the median strip was quite common; garbage collection on both sides of the sidewalk still occurred; some households built structures, billboards, corrugated iron roofs, planted perennial trees to re-encroach on the sidewalk; building platforms and platforms to make sidewalks and walkways occurred widely... leading to traffic insecurity, impaired road drainage and loss of road aesthetics.
Nghe An Department of Transport requested Vinh City, Nghi Loc District and Cua Lo Town to strengthen traffic safety on the Vinh - Cua Lo connecting road, especially after increasing the maximum speed on the route.
To ensure the safety of people participating in traffic and minimize the risk of traffic insecurity, Nghe An Department of Transport requests the People's Committees of Vinh City, Nghi Loc District and Cua Lo Town to direct related wards and communes to notify people to dismantle constructions, billboards, corrugated iron roofs, perennial trees, platforms, pedestals to make sidewalks... before November 20, 2024.
Closely manage the construction of works along both sides of the project scope, promptly detect and apply measures to prevent, handle and suspend acts of encroachment on the project's sidewalk scope.
Propaganda and mobilize people to comply with traffic organization plans, principles of safe traffic participation and not to graze buffaloes and cows on the route.
Direct the Vinh City Police, Nghi Loc District and Cua Lo Town to patrol, control and handle violations of traffic order and safety, and guide people to comply with the plan to organize safe traffic.
