1,415 billion VND boulevard project finishes early
On the evening of August 28, speaking with Giao thong Newspaper reporters, Mr. Hoang Quoc Khanh - Director of Nghe An Traffic Project Management Board (Nghe An Department of Transport) said: On August 29, the Department of Transport presided over and organized the temporary opening of the Vinh - Cua Lo Road project (phase 2).
Thus, the travel time from Vinh City to Cua Lo Beach Square is reduced by only half compared to before.

According to the plan, the contract was expected to expire in July 2025, but up to now, all items on the main route have been completed and are eligible for operation.
Currently, the sidewalks are being completed at the crossroads connecting residential areas to the service roads.
It is known that the Vinh - Cua Lo traffic road project (phase 2) has a total length of 10.832 km (passing through Vinh city 3.4 km, Nghi Loc district 4.8 km and Cua Lo town 2.63 km).
The project started construction in July 2022, with a total investment of VND 1,415 billion, using the medium-term public investment capital of Nghe An province for the period 2021 - 2025.
The project is invested by the Department of Transport as the representative investor. Construction unit: Joint venture of Tan Nam Construction Joint Stock Company - Hoa Hiep Company Limited and Tan Hung Company Limited.
The design consultant is Vinaco Construction Consulting Joint Stock Company. The supervision consultant is Transport Engineering Design Corporation (TEDI).
The route is designed for a speed of 80km/h with a main road system (8 lanes) and service roads (2 lanes on each side).
In which, phase 1 has completed the construction of the service road system and a short section towards Cua Lo town. The road has a complete system of median strips, sidewalks, trees, and lighting.
For Nghe An, the project is of utmost importance in forming an architectural space axis, expanding urban planning, completing the transportation network, and creating a basis for attracting investment.
The putting into operation of the Vinh - Cua Lo Road project (phase 2) will create a traffic axis quickly connecting two urban areas: Vinh city and Cua Lo tourist town.
This is of great significance in forming the architectural space axis, expanding urban planning, perfecting the transport network, creating a basis for attracting construction investment, promoting socio-economic development of the whole region; contributing significantly to the implementation and completion of the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region.
In addition, the project will overcome traffic congestion on National Highway 46, the feeder road (phase 1 of the project has been invested in), especially during the peak tourist season in Cua Lo.
“During the construction process, many difficulties were encountered such as: The project involved many construction items, large construction volume, many items had to adjust technical design solutions to ensure construction quality, aesthetics and suitability with the actual site.
At the same time, there are many large-scale projects being implemented in the area, especially the North-South expressway through Nghe An: Fuel and construction material prices in early 2022 fluctuated greatly, with many times when construction materials were scarce.
“With the close direction of the provincial leaders, the support and close coordination of the Departments, Boards, sectors, Vinh city, Nghi Loc district, Cua Lo town, the Provincial People's Committee has organized many meetings and issued many documents to remove difficulties and obstacles affecting the construction progress.
With the strong determination of relevant units, the project has opened the main route according to the plan," Mr. Khanh shared.

What should drivers pay attention to when driving on a new road?
According to Nghe An province's plan, immediately after the road opens to traffic, authorities will organize traffic guidance and diversion to serve people's travel needs.
When traveling on the road, traffic participants need to pay attention, observe, monitor and strictly comply with all instructions, directions and regulations of the authorities to ensure safe traffic and avoid traffic jams on the route.
During this time, vehicles are allowed to travel on the route at a maximum speed of 50km/h and travel on the following lanes:
For the section from Km0+00 – Km9+680 (section with two-way access roads): Main route, 4 lanes on each side, for cars only; Two-way access roads for mixed traffic.
For the section from Km9+680 – Km10+832 (no service roads on both sides): Mixed traffic is allowed in the 2 lanes close to the sidewalk; the 2 inner lanes (near the median strip) only allow cars to circulate.
Upon completion of the project, expected on October 30, the Department of Transport will re-establish traffic speeds on the route according to regulations and approved design speeds.
