The road is wide with many lanes, and the signs, traffic lights and road markings are all new and bright, so vehicles can travel safely and conveniently.

However, according to road signs, vehicles are only allowed to travel at a maximum speed of 50km/h.

This makes many drivers participating in traffic confused.

Ms. Nguyen Thi Anh (in Cua Lo town) said: Before phase 2 was built, I often traveled this route to Vinh, but now I rarely do it.

The newly expanded road, the main route alone, has 4 car lanes on each side, but the maximum speed allowed is only 50km/h, which is confusing.

“The road is wide and straight, but the speed limit is only 50km/h, which is very annoying. If you intentionally exceed the speed limit and encounter a traffic police check, you will get fined easily,” Ms. Anh shared.

According to the investigation, many drivers speeding on this route were detected by the traffic police and issued administrative violation tickets.

Accordingly, immediately after being put into temporary operation (August 29, 2024), the Traffic Police of Vinh City Police coordinated with the Nghe An Department of Transport to organize propaganda, distribute leaflets, and remind people that the new road only allows a speed of 50 km/h on this route.

However, in just the first month, more than 150 speeding drivers were fined.

This is a key project, a traffic axis quickly connecting two urban areas, Vinh city and Cua Lo town, which is extremely important in forming an architectural space axis, creating a basis for attracting investment, promoting economic and social development of the whole region...

Will complete and speed up in November

Faced with this reality, a leader of Nghe An Department of Transport said: On August 29, the department organized the temporary opening of the Vinh - Cua Lo Road Project (phase 2).

The new route has helped shorten the travel time from Vinh City to Cua Lo Beach Square by half compared to before.

During the temporary operation period, vehicles are only allowed to travel at a maximum speed of 50km/h.

“According to the original plan, the items on the route will be completed by October 31. At that time, the department will re-set the traffic speed on the route according to regulations and approved design speed.

However, in reality, in October, the weather was unfavorable, with heavy rain, affecting the progress of completing the remaining sub-items on the route," said the leader of Nghe An Department of Transport, adding: Currently, the department is instructing contractors to focus on vehicles and human resources to complete the items.

The project is expected to be completed by November, after which the speed limit on the route can be adjusted to comply with regulations. For now, vehicles will continue to travel at a maximum speed of 50km/h until further notice.

“There are still some sub-items at the two intersections, but due to the heavy rain in October, they cannot be completed. The Department has continuously directed contractors to focus on completing them by mid-November 2024,” said the leader of Nghe An Department of Transport.

The Vinh - Cua Lo Road Project (phase 2) has a total length of 10.832km (passing through Vinh city 3.4km, Nghi Loc district 4.8km and Cua Lo town 2.63km).

The project started construction in July 2022, with a total investment of VND 1,415 billion, using Nghe An province's medium-term public investment capital for the 2021-2025 period.

The project is invested by the Department of Transport as the representative investor. Construction unit: Joint venture of Tan Nam Construction Joint Stock Company - Hoa Hiep Company Limited and Tan Hung Company Limited.

The design consultant is Vinaco Construction and Traffic Engineering Consulting Joint Stock Company. The supervision consultant is Transport Engineering Design Corporation (TEDI).

The route is designed for a speed of 80km/h with a main road system (8 lanes) and service roads (2 lanes on each side).
