Today, the National Assembly begins to implement the personnel work process.
According to the meeting agenda, this morning (November 27), the National Assembly will vote to pass the Law on People's Air Defense and vote to pass the Law on Trade Unions (amended).
Along with that, vote to pass the National Assembly's resolution on investment policy for the national target program on cultural development for the 2025 - 2035 period.
The National Assembly will then discuss in the hall the Employment Law (amended).
GOLD PRICE UPDATE
In the afternoon, the National Assembly will vote to pass the Law amending and supplementing a number of articles of the Law on Health Insurance. Vote to pass a resolution on investment policy for the national target program on drug prevention and control until 2030.
The National Assembly will also discuss in the hall the draft Law on Special Consumption Tax (amended).
Notably, at the group discussion session, many delegates expressed disagreement with the proposal to impose a 10% special consumption tax on air conditioners of 90,000 BTU or less because they considered it inappropriate. Along with that, they suggested considering applying the lowest special consumption tax rate on gasoline.
Besides, many opinions agree to increase special consumption tax on alcohol, but suggest that the roadmap should be considered.
Some opinions suggested that delaying the start of the tax increase on beer until 2027 would be more appropriate in the current situation. The issue of considering imposing special consumption tax on sugary drinks also received many opinions.
Also from 4:45 p.m. the same day, the National Assembly will hold a separate meeting on personnel work. The content related to the personnel process will continue to be considered and decided by the National Assembly on November 28.
Proposal to design Vietlott's profit target lower than that of Southern lottery companies
News from the Ministry of Finance, this ministry has just sent comments to the Ministry of Labor - Invalids and Social Affairs on the decree on labor management, wages, remuneration and bonuses in state-owned enterprises.

Specifically, the Ministry of Finance emphasized the principle that enterprises are allowed to pay salaries, wages, and remuneration to employees based on production and business efficiency and results.
Regarding the lottery business sector, the ministry believes that in reality, Northern and Central lottery companies have very small capital, revenue and profits compared to Southern lottery companies, but they receive salaries equivalent to those of Southern lottery companies.
The division into two groups: enterprises operating nationwide/Southern region and enterprises operating in the Northern and Central regions is not appropriate.
The Ministry of Finance said that Vietnam Computerized Lottery Company (Vietlott) has a unique business model that is different from other Southern lottery companies because of its business cooperation model with foreign partners.
Foreign partners invest capital in the technical infrastructure of the computerized lottery business. Every year, Vietlott pays a fee to the partner during the implementation of the business cooperation project.
Therefore, Vietlott's profit is lower than that of other southern lottery companies with the same revenue scale of about 500 billion VND. "Vietlott cannot achieve the profit target to be ranked at a higher basic salary level," the ministry said.

For the above reasons, the Ministry of Finance proposed that the drafting agency design a separate profit target for Vietlott, about 500 billion VND lower than the profit target of Southern lottery companies.
BIM Group has a new chairman
In the announcement on November 26, Mr. Doan Quoc Huy - son of the late BIM Group chairman Doan Quoc Viet - will hold the role of chairman of the board of directors and general director of this real estate company.
Mr. Doan Quoc Huy was born in 1984 in Hanoi.
Prior to joining the group, Mr. Huy completed his Master of Business Administration (MBA) program at Stanford University.
Mr. Huy has been directly involved in the orientation and management of BIM Group's core areas, including real estate, renewable energy, agriculture, and commercial services.
Previously, the late Chairman of the Board of Directors of BIM Group, Doan Quoc Viet, passed away on November 7.
Vinhomes reveals the price of the largest deal in the history of Vietnam's securities market
Vinhomes Joint Stock Company (VHM) has just sent a report to the Securities Commission on the results of the stock repurchase transaction.
Accordingly, the total number of shares registered for repurchase was 370 million, but the actual implementation result was nearly 247 million units, equivalent to 67%.

The above historical securities transaction took place between October 23 and November 21, with an average purchase price of VND42,444.36 per share.
Thus, in total, Vinhomes spent nearly VND 10,500 billion to buy back 247 million shares.
Previously, Vinhomes said this was to protect shareholders' interests because the current stock price is lower than its actual value.
The company also confirmed that the share buyback plan will be funded by cash on hand and operating cash flow, thanks to revenue from the sale of certain projects.
A securities company was heavily fined.
The State Securities Commission has just issued Decision No. 1304 on administrative sanctions against SmartInvest Securities Joint Stock Company.
Accordingly, this enterprise was fined for a series of administrative violations with a total amount of more than 1.3 billion VND.

In particular, SmartInvest was fined for failing to manage customer assets separately from the securities company's assets.
The securities company was also fined for violating regulations on opening margin trading accounts. At some point, the company opened margin trading accounts for some entities that were not allowed to open margin trading accounts.
In addition, this company also violated regulations on restricting margin trading or providing securities services or other services that must be reported to the Securities Commission before implementation but have not reported...
SmartInvest's acts of not keeping complete records, data, documents, and certificates related to the securities company's operations, not ensuring the personnel structure in the internal control and internal audit departments, or not ensuring the personnel structure meets the conditions... are also clearly stated in the penalty decision.
Khang Dien House 'erases' 1 subsidiary
Khang Dien House Investment and Trading Joint Stock Company (KDH) has just announced Resolution No. 32 on the policy of accepting the transfer of all shares accounting for 99.96% of charter capital at Thuy Sinh Real Estate Joint Stock Company from Vi La Joint Stock Company.

At the same time, Khang Dien House Board of Directors decided to dissolve Villa Joint Stock Company.
The total value of the shares in the above transfer is nearly 600 billion VND. According to KDH's financial report for the third quarter of 2024, as of the end of September this year, Vi La Joint Stock Company is a subsidiary 99.47% owned by Khang Dien.
Khang Dien House Board of Directors authorizes Khang Dien General Director to sign documents, papers and certificates related to the transfer.
