National Assembly listens to report on state budget implementation in 2024 and estimate for 2025
According to the working program, this morning (October 22), the National Assembly will listen to Deputy Prime Minister and Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, report on the implementation of the state budget in 2024, the state budget estimate, and the central budget allocation plan for 2025.
Along with that is the 3-year state financial and budget plan 2025-2027.

Later in the morning, the National Assembly will discuss in the hall a number of contents with different opinions of the draft Law amending and supplementing a number of articles of the Law on Pharmacy.
In the afternoon, Minister of Public Security – General Luong Tam Quang, authorized by the Prime Minister, will present a report on the Data Law. The Chairman of the National Assembly's Defense and Security Committee will present a report on the review of this bill.
Next, the National Assembly will discuss in the hall a number of contents with different opinions in the draft Law on Prevention and Combat of Human Trafficking (amended).

News from Aviation Insurance Corporation (AIC) said that this unit has just sent a document explaining to the Securities Commission about the difference in business results in the third quarter of 2024 compared to the same period.

Accordingly, the recently announced financial report for the third quarter of 2024 recorded a loss after tax of more than 39 billion VND in this period, while in the same period, there was still a profit.
AIC leaders said the reason for the loss in the third quarter was due to the impact of typhoon Yagi, the total compensation cost increased sharply, affecting the company's profits.
The report shows that AIC's total compensation expenses in the last quarter were more than VND227 billion. The total cost of insurance business operations was VND493 billion.
According to information released by the Insurance Supervision and Management Department (Ministry of Finance) as of September 12, insurance companies have received 9,000 cases of property and motor vehicle damage with a total compensation claim of VND7,000 billion.
Collecting unpaid social insurance payments from tens of thousands of people
According to a report by the Vietnam Social Security, in the first 9 months of 2024, the entire industry requested to collect about 25 billion VND in contributions from more than 5,700 employees participating in social insurance, health insurance, and unemployment insurance.
The industry also collected 59 billion VND in unpaid time from more than 21,000 workers.

The total amount of late payment by the inspected units up to the end of September 2024 is over 991 billion VND. The amount of administrative fines for violations of social insurance, health insurance, and unemployment insurance paid to the budget is over 15 billion VND.
Previously, on March 1, the Vietnam Social Security Inspection Agency was established. Thereby, the industry proactively detects and prevents violations early, combines traditional inspection and applies information technology, increases efficiency, reduces human resources as well as implementation time.
For example, Social Insurance conducts special and surprise inspections of medical facilities with high and unreasonably increasing health insurance expenditure rates.
In addition, the number of people participating in social insurance (over 19 million people), health insurance (about 93.4 million people), and unemployment insurance (about 15.3 million people) increased compared to the same period in 2023.
Nationwide, there are about 621,000 organizations and businesses transacting with social insurance agencies through public service portals.
About 13,000 medical facilities are directly connected and linked to the industry's health insurance appraisal information system to pay health insurance medical examination and treatment costs for about 170 million people/year.

Apartment prices in Vung Tau do not increase but decrease
According to a report by Batdongsan.com.vn, prices of all types of real estate in Vung Tau city have increased in the past year, except for apartments.

Specifically, if comparing the period of Q3-2024 with Q1-2023, land is the leading type in terms of price increase with an increase of 25% (from 57 million VND/ m2 to 71 million VND/ m2 ).
Condotel and villa prices also increased significantly, up 11% (from VND50 million/ m2 to VND55 million/ m2 ) and 10% (from VND70 million/ m2 to VND77 million/ m2 ) respectively.
Meanwhile, housing prices increased slightly by 4% (from 112 million VND/ m2 to 116 million VND/ m2 ). Apartment prices alone decreased slightly by 3% (from 42 million VND/ m2 to 41 million VND/ m2 ).
The level of interest in Ba Ria - Vung Tau real estate in all segments in September 2024 is also on the path to recovery compared to January 2024.
In particular, the condotel type had a strong increase of 64%. Other types increased slightly, land increased by 16%, apartments increased by 13%, private houses increased by 6% and only the villa type decreased slightly by 3%.
