The difference of the 2025 high school graduation exam is that there are two groups of candidates taking the exam, taking the test according to two types of exam questions. First, the group is grade 12 students in the 2024-2025 school year, taking the high school graduation exam according to the 2018 General Education Program. Second, the group is independent candidates, who have not graduated from high school from 2024 or earlier, taking the test according to the 2006 General Education Program.

According to the regulations of the Ministry of Education and Training, to participate in the exam, candidates need to register for the high school graduation exam within the prescribed time. Candidates currently studying in grade 12 register for the exam online on the system of the Ministry of Education and Training. Accordingly, as every year, independent candidates register for the exam directly at the exam registration reception points prescribed by the Department of Education and Training. However, with the promotion of information technology application and digital transformation, this year, the Ministry of Education and Training has created regulations that independent candidates can also register for the high school graduation exam online. In addition to registering with an account granted on the system of the Ministry of Education and Training like students studying in grade 12, independent candidates can use their VNeID account to log in to the National Public Service Portal and register for the exam to increase convenience and safety for candidates.

In Ha Giang, high schools in the province have been promoting the dissemination of new points of the exam to students; at the same time, they have developed review plans for 12th grade students to ensure that students study all subjects correctly and in accordance with Circular 29 on additional teaching and learning of the Ministry of Education and Training.
