At 10:30 a.m. on November 23, the second victim of the garbage truck accident that plunged from a bridge into a river in Thua Thien - Hue was found by authorities. The location where the second victim was found was in the river section between Huu Trach Bridge and Binh Dien Suspension Bridge (where the accident occurred), which also crosses Huu Trach River (a tributary of the Huong River).
Earlier that morning, authorities also found the body of the first victim in the Huu Trach bridge area, about 6.3km from the accident site. The body was wearing the uniform of the Hue Urban Environment and Construction Joint Stock Company.
After expanding the search area, authorities found the bodies of two victims.
Authorities have recovered both bodies and conducted autopsies before taking the next steps.
At around 7:15 a.m. on November 21, Mr. Ton That T. (born in 1997, residing in Thuy Van Ward, Hue City) drove a garbage truck with license plate 75C - 044.83 carrying Mr. Nguyen Dang Th. (born in 1966, residing in Phuong Duc Ward, Hue City) along Provincial Road 12D from National Highway 49 - Binh Thanh Commune People's Committee. When reaching the Binh Thanh suspension bridge area, the car suddenly hit the bridge railing, fell into the river, and 2 people in the car went missing.
After receiving the information, local authorities, traffic inspectors and Thua Thien - Hue Provincial Police mobilized many people to the scene to assist in the search.
Two bodies were brought ashore for autopsy.
The Fire Prevention and Rescue Police Department of Thua Thien - Hue Province mobilized dozens of officers and soldiers along with three canoes to patrol the water from the Huong River to Binh Dien Hydropower Plant to search for the two missing victims. In addition, local forces were also mobilized to the maximum to participate in the search for the victims.
Previously, Binh Dien Hydropower Plant (Huong Tra town) operated to regulate water through the spillway and turbine with a discharge of 330 m3/s to reduce flooding in the downstream area during the rainy season. Therefore, the water level in the Huong River system (Ta Trach and Huu Trach streams) rose high and flowed rapidly, making the work of salvaging the garbage truck that had an accident and the two missing people very difficult.
After receiving a request from the authorities, Binh Dien Hydropower Plant had to temporarily reduce the flow of water discharged through the spillway, lowering the river water level to serve search and rescue operations.
