On the morning of August 1, the National Assembly Supervision Delegation on thematic supervision of "Implementation of the National Assembly's Resolutions on National Target Programs on new rural construction in the 2021-2025 period, sustainable poverty reduction in the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period" worked with Nghe An province.
The Supervisory Delegation is headed by Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly. Comrade Nguyen Thuy Anh - Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Social Committee is the Deputy Delegation and leads a number of National Assembly committees, ministries, branches and National Assembly delegations of several provinces.
Working with the delegation on the side of Nghe An province were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Chairman of the Vietnam Fatherland Front Committee of Nghe An province; members of the Provincial Party Executive Committee: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; and leaders of departments, branches and localities.
CARING ABOUT SUSTAINABILITY, REALITY
In general, the implementation of national target programs in Nghe An province has been promptly organized and directed by Nghe An province, creating consistency in leadership and implementation from the provincial to district and commune levels.
Up to now, the province has basically completed the promulgation of legal documents to implement national target programs according to regulations.
The total development investment capital plan from the central budget for the 2021-2025 period of the 3 national target programs assigned by the Prime Minister to Nghe An province is 5,344,388 billion VND.
To date, the People's Council of Nghe An province has allocated VND 4,931.108 billion for implementation in the 2021-2025 period. Specifically, the National Target Program on New Rural Development is VND 1,379.680 billion, implemented in 411 communes; the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas is VND 2,632.56 billion, implementing 9 component projects. The National Target Program on Sustainable Poverty Reduction is VND 918.868 billion, implementing 2 component projects.
Of which, the total plan for development investment capital from the central budget in 2022 and 2023 of the 3 national target programs assigned by the Prime Minister is 2,476,294 billion VND. As of July 20, 2023, the cumulative disbursement was 883,438 billion VND, reaching 35.68% of the plan. The total plan for career capital in 2022 and 2023 of the 3 assigned national target programs is 1,715,077 billion VND. As of July 20, 2023, the cumulative disbursement was 187,519 billion VND, reaching 10.93% of the plan.
At the meeting, members of the Supervisory Delegation discussed and requested the province to clarify further the practicality and sustainability of implementing the National Target Programs; the work of issuing documents, directing, operating, planning and the ability to complete the plans.
The Supervisory Delegation also raised opinions related to the development and implementation of goals and targets; integration of programs; capital disbursement; the relationship between plan implementation and achievement of set targets; implementation of some projects and sub-projects; inspection and supervision; statistics and data.
The monitoring delegation also requested to inform about the province's solutions, results, and experiences in mobilizing resources to integrate the implementation of programs, including the role of enterprises, cooperatives, cooperative groups, political organizations, and people participating in contributions.
Leaders of relevant departments, branches and the People's Committee of Nghe An province explained and clarified the contents raised by the Supervisory Delegation. Chairman of the People's Committee of Nghe An province Nguyen Duc Trung further analyzed the subjective and objective causes in the existing limitations in the implementation of the 3 national target programs in Nghe An related to the groups of issues pointed out by the Supervisory Delegation.
Particularly regarding the assessment of the practicality and sustainability of the implementation, the Chairman of the People's Committee of Nghe An province analyzed: The national target programs on new rural construction; sustainable poverty reduction have been implemented since the previous period, and the 2021 - 2025 period will continue to be implemented. Through practice, the effectiveness, practicality, and sustainability have been proven, especially the National Target Program on new rural construction has brought many changes to rural areas nationwide, including rural areas of Nghe An; as for the National Target Program on socio-economic development of ethnic minority and mountainous areas in the 2021-2030 period, the purpose, meaning, and objectives when issued were very clear, but because it was the first time it was implemented, it takes time to be able to evaluate.
To further accelerate the disbursement rate of capital from the 3 national target programs, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that Nghe An has given very strong direction. The Provincial Party Secretary has directed that there must be participation from Party leaders; every 10 days, a report on the disbursement of public investment capital in general, including capital from the 3 national target programs, must be sent to Party leaders to participate in leadership and direction.
Affirming the province's viewpoint of focusing on increasing the disbursement rate of public investment capital, the head of Nghe An Provincial People's Committee said that this August, the province will hold a meeting on disbursement of public investment capital in general, including capital from 3 national target programs, to have specific instructions.
CLEARLY IDENTIFY FOCUS, KEY POINTS, AND BREAKTHROUGH POINTS
Concluding the meeting, Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, Head of the monitoring delegation acknowledged the results achieved by Nghe An, especially the drastic participation, with high political determination, great efforts, drastic actions, and many innovations in organizing the implementation of 3 national target programs, so the results were quite good, especially the National Target Program on new rural construction.
The Supervisory Delegation also shared the difficulties and obstacles of Nghe An, especially the natural, economic and social conditions; the shortcomings from the large number of documents guiding the implementation of the program; the slow allocation of capital from the Central Government;...
In the coming time, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the province continue to research and review the actual results of the implementation of the three national target programs to date, especially focusing on clarifying subjective and objective causes, forecasting the implementation capacity by 2025 to propose appropriate policies and solutions for the coming time.
Senior Lieutenant General Tran Quang Phuong also highlighted the need to "stick to the top, close to the bottom", to be proactive, to prepare for implementation "early, from afar" in the implementation process; clearly identify the focus, key points, and breakthroughs to focus on implementation to act as a catalyst to promote other areas, for example, identifying the focus, key points of infrastructure construction in 4 poor districts of the province on the list of 74 poor households nationwide; housing, livelihoods associated with increasing income for people;...
The Vice Chairman of the National Assembly also suggested that for issues that are different from the law and instructions from superiors but are suitable for practice or have immature or unclear content, the province should boldly direct the implementation of a pilot within the province's authority, thereby drawing experience and expanding.
Nghe An also needs to establish provincial and district-level working groups with the spirit of "the province is ready to do things for the district, the district is ready to do things for the commune, holding hands and showing how to do things, thereby training cadres"; at the same time, strengthen inspection, supervision and overcome the mentality of fear of making mistakes, avoidance, not daring to do things, not daring to take responsibility during the implementation process.
“In that spirit, I believe that the Party Committee, government and people of Nghe An province will continue to promote the revolutionary historical tradition, unite, proactively and creatively implement the Resolution of the 19th Provincial Party Congress, term 2020 - 2025, contributing to the effective implementation of Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; thereby making important contributions to socio-economic development, ensuring national defense and security of the province, the North Central region and the whole country”, Senior Lieutenant General Tran Quang Phuong emphasized.
Speaking at the meeting, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy, based on further analysis of the province's geographical, economic and social characteristics, affirmed: Nghe An determined that implementing 3 national target programs in the new phase is extremely important for socio-economic development, ensuring social security, sustainable poverty reduction, maintaining national defense and security in the province; this is one of the top and important political tasks.
Through the delegation's supervision, the province will more clearly identify the shortcomings and limitations. After the meeting, the province will direct specialized sectors to review and re-evaluate the true and objective effectiveness and initial results of the implementation of the three national target programs.
At the same time, Nghe An fully accepts the opinions of the members of the Supervisory Delegation, especially the opinion of the Head of the Supervisory Delegation, to complete the entire content of the report to the delegation; as well as hopes that the Supervisory Delegation will pay attention to giving opinions to relevant agencies to help remove obstacles and difficulties in the implementation process under the authority of the provincial level, including Nghe An.
Secretary of Nghe An Provincial Party Committee Thai Thanh Quy also affirmed: The province will direct all levels, sectors and localities to overcome difficulties and obstacles in the implementation process under the province's authority with the motto "greater efforts, higher determination, more drastic actions; closely following and focusing on the grassroots level to guide and help the grassroots level implement the 3 national target programs; striving to ensure the set progress and effectively complete the goals.
