Industrial promotion accompanies and effectively supports cooperative development

In the period of 2020-2024, the Provincial Center for Industrial Promotion and Industrial Development Consulting has supported 56 national and local industrial promotion projects in the province with a total budget of nearly 12 billion VND. The support contents are focused on key points such as: Support for building demonstration models of new product production techniques, applying new technologies; support for applying advanced equipment in production; support for designing labels and product packaging models; carry out information and propaganda work; organize voting for typical rural industrial products; organize conferences to train professional skills in industrial promotion, promote digital transformation for rural industrial establishments, etc.

Many cooperatives supported by the industrial promotion project have boldly invested in machinery for production and improved product quality.

Supporting rural industrial establishments which are cooperatives in the agricultural sector, the Center has supported 11 cooperatives in the province to apply advanced equipment and science and technology in production to improve productivity, product quality, and increase product value with a total budget from national and local industrial promotion sources of over 1.5 billion VND.

Supported industries include: tea processing, black bean tea bag production, Tuyen Quang branded wine production, honey production, dried bananas, dried noodles, safe food processing, bamboo handicraft production. The center also provided financial support for packaging design consulting and product packaging for 2 cooperatives: Phong Tho Beekeeping Cooperative, Tuyen Quang city and Hung Hau Agricultural Production Service Cooperative (Yen Son) with 60 million VND.

Not only supporting cooperatives in applying advanced equipment and science and technology in production, the Center also organizes and coordinates training conferences and seminars on digital transformation for rural industrial establishments; in which over 50 cooperatives participate.

Mr. Nguyen Van Thuat, Director of Thuat Yen Agricultural Cooperative, Kim Phu Commune (Tuyen Quang City) said that through the conference and workshop on digital transformation, the basic contents of the industrial promotion policy were provided; helping the unit access information on digital technology, grasp opportunities and understand the challenges in the digital transformation process. After being consulted and supported, the cooperative has managed its business well through digital platforms, increased sales and expanded its customer base. The Industrial Promotion Center also facilitated and connected the cooperative to participate in trade promotion activities, participate in exhibitions and fairs, and supply-demand connection conferences to promote, introduce and consume products...

However, the implementation of industrial promotion projects also faces difficulties such as: Investing in the application of science and technology in production, especially high-tech agriculture and product processing, requires large initial investment capital, leading to the fear of investment and risk of many cooperatives.

While accessing capital from support policies requires cooperatives to have counterpart capital (the counterpart rate of industrial promotion funds is up to 60%), many cooperatives are not interested, or even unable to do so. Not to mention the limitation of human resources, making it impossible to carry out procedures for bidding, investment, and preparation of settlement documents for project disbursement. Therefore, many cooperatives are not bold enough to participate in projects...

In the coming time, to overcome difficulties and promote the effectiveness of the industrial promotion program for cooperatives, the provincial Industrial Promotion and Industrial Development Consulting Center will step up propaganda, encourage production establishments to boldly invest counterpart capital, innovate machinery, equipment, technology, and improve production and business capacity. Thereby, contributing to the economic restructuring of the province, making an important contribution to the industrialization and modernization of rural areas.
