Speaking at the opening of the seminar, Mr. Nguyen Quoc Ha, Deputy Director of the Hanoi Department of Science and Technology, said that with the goal of striving to build Hanoi into a leading innovation center of the country and the region with the core being Hoa Lac High-Tech Park , research institutes, universities as the main subjects, and enterprises as the center, Hanoi has issued and synchronously implemented many specific programs and plans to encourage and support enterprises to participate in technological innovation activities, build a creative startup ecosystem and develop the science and technology market, attract and promote the intelligence of leading intellectuals, experts and scientists at home and abroad.
In particular, the newly-approved revised Law on the Capital will create a breakthrough, remove obstacles in the scientific management mechanism and promote innovation activities in research institutes, universities and enterprises.

Reviewing some outstanding results in promoting science, technology and innovation in recent times, Mr. Nguyen Quoc Ha shared: Innovation activities have spread strongly to production and business sectors, agencies, institutes and enterprises. Thereby, Hanoi is the leading locality in the country in terms of the local innovation index (PII) in 2023.
Hanoi is currently leading the country in the number of science and technology enterprises in the area with 168 out of a total of about 800 science and technology enterprises nationwide (accounting for 21%).

At the seminar, businesses were shared about innovation models. Experts from the Department of Technology Development and Innovation introduced an overview of policies and programs to support innovation from the Government. In particular, many recommendations for Hanoi on innovation in businesses include: building a technology incentive program to solve problems in technology innovation of businesses; supporting the establishment of a venture capital association to attract foreign capital for businesses; having preferential mechanisms for venture capital businesses; needing cooperation between research institutes, universities and businesses to solve large-scale, important problems of the country...
For businesses, the speakers recommended that although innovation is the lifeblood of businesses in the digital age, it needs to be applied appropriately to the potential and development level of the business. Innovation requires a lot of knowledge such as knowledge in schools, experiential knowledge, symbolic knowledge, etc., so each different industry has a combination of different schools, institutes and businesses.
