Inspecting the construction of VT22 pole in Quynh Trang commune, Hoang Mai town, Nghe An, Prime Minister Pham Minh Chinh highly appreciated the results of the forces' deployment, when they transported nearly 200 tons of steel on rugged and difficult mountainous terrain to erect the 88 m high electric pole.
Talking to the youth union members who are increasing their support for construction and transportation of materials and equipment to the foot of the project, the Prime Minister praised the spirit of "wherever needed, there are youth, wherever difficult, there are youth", emphasizing that participating in important projects of the country is the responsibility and also the pride and honor of the young generation. The Prime Minister asked the youth union to continue promoting the spirit of Truong Bon victory, actively supporting the project in the coming days, and moving towards participating in many other major projects of the locality and the country.
After inspecting the construction situation in Nghe An, Ha Tinh and Thanh Hoa provinces, the Prime Minister chaired a meeting with leaders of ministries, branches, 2 localities (Nghe An, Ha Tinh) and EVN about the project.
Thanh Hoa, Nghe An, Ha Tinh account for about 2/3 of the total number of poles on the entire route (Nghe An 202 poles, Ha Tinh 285 poles, Thanh Hoa 299 poles, a total of 786 poles).
Previously, on the afternoon of June 22, the Prime Minister inspected, urged, and gave gifts to encourage the forces constructing the Thanh Hoa 500 kV Transformer Station in Thieu Phuc commune, Thieu Hoa district and the construction force pulling the 109-117 anchorage wire of the Thanh Hoa component project - Nam Dinh 1 Thermal Power Plant in Cau Loc commune, Hau Loc district, Thanh Hoa province.
The 500 kV power transmission line project, circuit 3, from Pho Noi, Hung Yen province to Quang Trach, Quang Binh province has a total length of about 519 km; total investment of about 22,356 billion VND.
The project includes 4 component projects: Quang Trach – Quynh Luu; Quynh Luu – Thanh Hoa; Thanh Hoa – Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 – Pho Noi Thermal Power Plant.
The component projects will start construction in October 2023 and January 2024. The Prime Minister has directed to strive to complete the project before June 30, 2024.
Currently, the leaders of Vietnam Electricity Group and the National Power Transmission Corporation directly manage the construction work at the construction site, directing the Project Management Board, consultants and contractors to carry out the work according to the detailed progress milestones agreed upon by the parties.
Lightning fast project
According to the report, up to now, the handover of the site for all 1,177/1,177 column foundation positions has been completed; regarding the route corridor, 513/513 (100%) of the anchorage spaces have been handed over.
Regarding the supply of steel columns, 1,020/1,177 column positions have been handed over to date, reaching 87%. 157 column positions are being handed over, expected to be completed before June 25, 2024. The total volume of columns corresponds to 139,000 tons of steel.
Other equipment and materials of the projects have been basically completed and handed over. Some remaining insulators and accessories of the Quang Trach - Quynh Luu 500kV Transmission Line Project are being urgently transported and handed over to the construction site by EVNNPT and the Project Management Board by the contractor before June 25, 2024 for synchronous installation.
Regarding construction, EVN Chairman Dang Hoang An said that Thanh Hoa transformer station will be accepted on June 25, while Quang Trach and Pho Noi transformer stations have been completed. Up to now, the foundations for all 1,177/1,177 pole positions have been completed; 698/1,177 pole positions have been completed, and 400/1,177 pole positions are being erected; 87/513 anchorage spans have been completed, and 45/513 anchorage spans are being pulled.
Mr. Dang Hoang An emphasized that, as the Prime Minister pointed out, this is a project for the entire people, not just the electricity sector. The project is large in volume but was completed at lightning speed. The poles are much higher and heavier than other projects, and if multiplied, the volume is equivalent to 1,000 km of other projects.
For example, he gave the example of the 700 km Quang Trach – Pleiku project that previously took 4 years to complete. Meanwhile, with this project, on January 25, 2024, when the Prime Minister held a meeting in Thanh Hoa with 9 provinces about the 500 kV circuit 3 project, the site clearance had not yet been completed.
“The electricity industry itself never thought it would be possible to complete a project so quickly,” said Mr. An, affirming his determination to basically complete the project by the end of June and complete the acceptance procedures and inaugurate the entire project in July.
However, up to now, there are still some difficulties affecting the project progress. Of which, 157 column positions are still being handed over to steel columns; the projects need to mobilize a large number of highly skilled, experienced and technical personnel; especially, due to the impact of extremely hot weather, some days with heavy rain, thunderstorms causing construction interruptions...
Opening a special peak competition period, "sprint", "lightning speed"
Concluding the meeting, Prime Minister Pham Minh Chinh stated that this project has a very large volume and high goals, but with high determination, great efforts, drastic actions, focused leadership and direction, inheriting the achievements and experiences of previous lines, with appropriate thinking, methodology and methods, we have shortened the time, accelerated the progress, ensured the quality, technique, aesthetics, safety and environmental sanitation of the project, and at the same time ensured the lives of the people who gave up their land for the project.
On behalf of the Government, the Prime Minister highly appreciated the progress of the 500 kV circuit 3 project, the proactive spirit, the highest determination, and the resolute completion of the assigned tasks of the localities and forces participating in the project, "working hard on the construction site, even sending people abroad, searching through each container to bring equipment back to the country".
The Prime Minister respectfully commended and thanked the team of cadres, engineers and workers from units of the electricity sector across the country who came to support the project implementation, working enthusiastically and selflessly in the hot weather of the Central region; thanked the people who gave up land for the project; people, organizations such as women, veterans and especially the youth union who supported the construction forces and participated in all possible tasks.
According to the Prime Minister, in harsh weather conditions, when the sun was blazing hot and when it was pouring rain, all the forces participating in the project made tireless efforts, overcoming all challenges and achieving very good progress.
The Prime Minister reiterated the lessons learned to achieve success in project implementation in terms of leadership, direction, management, organization, implementation, etc. to apply to other and future projects.
In particular, the Prime Minister stated that there must be high determination, great effort, drastic action, clear people, clear work, clear time, clear products, thereby making it easy to inspect, monitor, and evaluate; arrange capital sources, focus resources on the project; when implementing, it is necessary to mobilize the entire local political system to participate, complete site clearance work in advance and mobilize local forces and means for the project, with the spirit of "unanimity, determination, all people, comprehensiveness, overallness" and efficiency.
After having the site, it is necessary to urgently and synchronously deploy the project in a coordinated, synchronized and rhythmic manner with the spirit of "the foundation does not wait for the column, the column does not wait for the wire" and "resources come from thinking; motivation comes from innovation; strength comes from the people", "turning nothing into something, turning difficult into easy, turning impossible into possible", promoting the spirit of "overcoming the sun, overcoming the rain", "working in 3 shifts, 4 shifts", "eating quickly, sleeping urgently", "going through holidays, holidays, Tet", "only working, no back-and-forth", synchronous construction in all locations, stages, and jobs within the scope of the project...
In the coming time, the Prime Minister requested to launch a special peak emulation period, "sprint", "lightning speed" to strive to basically complete the work of erecting poles, pulling wires, and testing by June; in July, to conduct inspections, carry out technical operation procedures, accept, restore the environment and inaugurate the project.
In particular, EVN focused on erecting poles, pulling wires, operating transformer stations, and implementing necessary procedures... Localities coordinated to hand over the route corridor, mobilized youth, women, veterans... to support the implementation of other tasks such as transporting raw materials, equipment, logistics, accommodation... so that workers could focus on work; reviewed and ensured that people who had given up land for the project had a better life or the same as their old place of residence.
Ministries and branches review and continue to deploy work and handle issues according to their functions, tasks and powers, including problems related to forests.
The Prime Minister praised the press agencies for actively participating, "creating motivation and inspiration" to promote the project's implementation and asked the press agencies to continue to focus on communicating good experiences and valuable lessons in implementing this project.
On this occasion, the Prime Minister commended EVN and relevant agencies and units for ensuring electricity supply in the context of no increase in power sources and sudden increase in demand; and emphasized the need to be ready to prepare for the next key power grid projects.
