The 500 kV power transmission line project, circuit 3, from Pho Noi, Hung Yen province to Quang Trach, Quang Binh province has a total length of about 519 km; the total investment is about 22,356 billion VND. The project consists of 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 - Pho Noi Thermal Power Plant. The component projects will start construction in October 2023 and January 2024.
The Prime Minister has directed to strive to complete the project before June 30, 2024. Currently, the leaders of Vietnam Electricity Group and the National Power Transmission Corporation are directly managing the construction work at the site, directing the Project Management Board, consultants and contractors to carry out the work according to the detailed progress milestones agreed upon by the parties.
However, up to now, there are still some difficulties affecting the project progress. Of which, 158 column positions are still being handed over to steel columns; the projects need to mobilize a large number of highly skilled, experienced and technical personnel; especially, due to the impact of extremely hot weather, some days with heavy rain, thunderstorms causing construction interruptions...
The Prime Minister inspected, urged and gave gifts to encourage the forces constructing the Thanh Hoa 500 kV transformer station in Thieu Phuc commune, Thieu Hoa district and the construction force pulling the 109-117 anchorage wire of the Thanh Hoa component project - Nam Dinh 1 Thermal Power Plant in Cau Loc commune, Hau Loc district, Thanh Hoa province.
At the 500kV transformer station, the largest power transmission station in Thanh Hoa province, Prime Minister Pham Minh Chinh expressed his joy and emotion at the current achievements, when just a few months ago it was still a muddy area.
Delighted by the bustling atmosphere at the construction site, Prime Minister Pham Minh Chinh requested the completion of the Thanh Hoa 500 kV Transformer Station project by June 28 and the Thanh Hoa component project - Nam Dinh 1 Thermal Power Plant before June 30, 2024.
On behalf of the Government, the Prime Minister highly appreciated the progress of the 500kV circuit 3 project, the proactive spirit, the highest determination, and the determination to complete the assigned tasks of the localities and forces participating in the project. Previously, no one thought that the 519 km long project, with 1,138 km of lines, would be completed in about 6 months.
The Prime Minister respectfully commended and thanked the team of 15,000 cadres, engineers and workers from electricity units across the country who came to support the project implementation, working enthusiastically and selflessly in the hot weather of the Central region; thanked the people who gave up land for the project; the people, women's forces, veterans and especially the youth union who supported the construction forces and participated in all possible tasks.
Emphasizing the significance and importance of the 500 kV power transmission line project, circuit 3, especially in supplying and coordinating electricity to regions during peak season, the Prime Minister presented 5 lessons learned to achieve success in project implementation in terms of leadership, direction, management, organization and implementation... to apply to other and future projects.
In particular, the Prime Minister stated that there must be high determination, great effort, drastic action, clear people, clear work, clear time, clear products, thereby making it easy to inspect, monitor, and evaluate; arrange capital sources, focus resources on the project; when implementing, it is necessary to mobilize the entire local political system to participate, complete site clearance work in advance and mobilize local forces and means for the project.
The project is more than 500 km long with 1,177 pole locations, but the site clearance work did not take long, there was absolutely no forced eviction, people voluntarily gave up their land for the project, the Prime Minister emotionally expressed.
Once the site is available, it is necessary to promptly and synchronously deploy the project in a coordinated, coordinated and rhythmic manner with the spirit of "the foundation does not wait for the column, the column does not wait for the wire" and "resources originate from thinking; motivation originates from innovation; strength originates from the people", "turning nothing into something, turning difficult into easy, turning impossible into possible".
The Prime Minister said that through this project, people will understand and be more impressed with the image of cadres and workers in the electricity industry working day and night on the project. At the same time, we will continue to strongly promote the heroic tradition of "barefoot and steel-willed" of our ancestors during the resistance war to quickly construct and soon complete the project with the best quality.
Praising the relevant ministries, branches, agencies and local Party Committees and authorities in implementing the project, the Prime Minister requested contractors to concentrate highly, mobilize human resources, equipment and machinery; continue to promote the spirit of "overcoming the sun, overcoming the rain", "working in 3 shifts, 4 shifts; "through holidays, through holidays, through Tet", "only work, no backtracking", synchronous construction in all locations, stages and tasks within the scope of the project...
Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to coordinate to overcome difficulties, promptly handle any arising problems if any; pay attention to taking care of and ensuring the health of construction workers at the construction site, supervise construction to ensure progress, quality and labor safety, especially in locations with difficult and complicated terrain and at times of unfavorable weather and heat like now, with the spirit of doing everything for the benefit of the nation, for the benefit of the people, for the development of the country.
On this occasion, the Prime Minister commended EVN and relevant agencies and units for ensuring electricity supply in the context of no increase in power sources and sudden increase in demand; and emphasized the need to be ready to prepare for the next key power grid projects.
