(PLVN) - Faced with a decline in rice exports in the first months of 2025 due to excess global supply and falling export prices, the Prime Minister issued an urgent dispatch to stabilize the domestic rice market.
Continue to develop the project of 1 million hectares of high-quality rice
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 21/CD-TTg dated March 4, 2025 on management to ensure balance between rice supply and demand in the face of developments in the world and domestic markets.
The dispatch stated: In recent years, rice production and export have always maintained stable development and achieved remarkable results. However, in the first months of 2025, global rice trade has been complicated, and world supply has become surplus. Import demand from countries around the world has decreased, with no signs of recovery in the short term, and major import markets are cautious in stockpiling and purchasing rice.
Due to the impact of global supply and demand, Vietnam's rice exports in the first two months of 2025 tended to decline due to the continuous decrease in export prices. Domestically, the provinces in the Mekong Delta are currently harvesting the winter-spring rice crop, so the rice purchase price has decreased significantly compared to the same period in 2024.
To ensure the balanced management of domestic rice supply and demand and promote sustainable rice production, business and export activities, improve efficiency, increase farmers' income, seize export opportunities and ensure the harmony of interests between producers and businesses, the Prime Minister directed:
The Minister of Agriculture and Environment directed localities in the Mekong Delta to ensure production output and area according to the set plan, focusing on producing and harvesting winter-spring rice on time; closely monitoring the crop calendar and the drought and salinity situation to limit impacts on rice production.
The Ministry of Agriculture and Environment needs to continue to focus on directing the effective implementation of the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030", especially promoting the replication of emission-reducing rice production processes to reduce production costs and increase selling prices for farmers.
In the long term, the Ministry of Agriculture and Environment focuses on research, improving production structure and product quality, focusing on high-quality and high-value rice varieties, specialty rice varieties; applying modern technology, investing in research and breeding, developing rice varieties that are drought-resistant, salinity-resistant, and resistant to pests and diseases to cope with climate change and natural disasters.
Expand capital quota, early export tax refund
The Prime Minister requested the Minister of Industry and Trade to study and propose additional criteria and conditions for rice trading, exporting and importing enterprises, in the direction of giving priority and incentives to units with production and product consumption chains with synchronous and modern warehouse and logistics systems to overcome the situation of traders buying at low prices from farmers; Propose to develop criteria to assess the level of trust for rice exporting and importing enterprises towards reducing intermediaries and making information transparent.
The Governor of the State Bank directed research and calculation to expand the quota and loan term for capable enterprises with warehouse systems to purchase rice for temporary storage during periods of market fluctuations and low purchase prices; Directed commercial banks to create favorable conditions for people and enterprises to access credit capital with preferential interest rates, meeting enough credit needs to serve the purchase and export of rice, especially the purchase of commercial rice in the Winter-Spring crop.
The Minister of Finance directed and facilitated early export tax refunds to facilitate rice trading and exporting enterprises; created a quick and convenient customs clearance mechanism for exporting enterprises; strengthened inspection of rice import and export activities to create transparency and fairness for the market.
For the Minister of Foreign Affairs, the Prime Minister directed to strengthen the grasp and dissemination of information on demand, tastes and market regulations as well as economic diplomacy policies to inform associations and enterprises producing and trading rice products; preside over the research of countries' policies on imported and exported food and agricultural products; advise on solutions and economic diplomacy activities to enhance and facilitate Vietnam's rice exports to international markets.
Chairmen of People's Committees of provinces and centrally run cities shall, according to each crop season, direct local authorities to monitor and grasp information and developments in rice purchasing to promptly have solutions and provide timely information to relevant ministries and branches to serve production and export management. Propagate and mobilize farmers to continue to produce the Summer-Autumn crop according to plan, to ensure stable output according to plan.
Chairman of Vietnam Food Association, Chairman of Vietnam Rice Industry Association, Chairman and General Director of Northern Food Corporation, Southern Food Corporation and rice exporting enterprises: proactively seek markets, especially traditional partners with the Associations; strengthen production, processing and consumption chains to overcome the situation of price pressure for farmers;
Actively purchase and temporarily store rice for farmers and register and provide information on temporary storage capacity with the Provincial People's Committee, report to the Ministry of Agriculture and Environment to serve the direction of production and consumption;
Strengthen updating, monitoring, forecasting, and providing information on developments in domestic and international rice production and markets; encourage enterprises of the Association to actively participate in implementing the Project "Sustainable development of one million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030";
At the same time, mobilize and encourage members to participate in implementing production, supply and consumption chains of rice and tasks and solutions to develop agricultural logistics systems associated with raw material areas.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly monitor and direct the implementation of this Official Dispatch; the Government Office monitors and urges the implementation of this Official Dispatch according to its assigned functions and tasks.
