DNVN - Prime Minister Pham Minh Chinh has just issued an official dispatch requesting drastic and synchronous implementation of solutions to ensure electricity supply during peak times, including a mechanism to encourage rooftop solar power.
On April 15, Prime Minister Pham Minh Chinh issued Official Dispatch No. 38 on drastic, synchronous and effective implementation of solutions to ensure electricity supply during peak periods in 2024 and the following years.
According to the telegram, there is still a potential risk of power shortages in 2024, and electricity consumption during the dry season (May to July) is forecast to grow very high (up to 13%, much higher than the plan of about 9.6%). In particular, the North is expected to increase by a record 17% compared to the same period in 2023.
In order to promptly meet the electricity demand in the coming time, ensuring that there is no power shortage in any case, the Prime Minister requested that the Minister of Industry and Trade strengthen state management, step up inspection and supervision of the management and operation of the national power system in a safe, scientific and effective manner, and operate power plants safely and effectively. Minimize incidents and ensure adequate electricity supply in 2024 and the following years.
The Prime Minister requested a mechanism to encourage the development of rooftop solar power.
Urgently complete and submit to competent authorities for promulgation before April 30 the mechanism and policies for direct electricity purchase and sale between power generation units and large electricity users; the mechanism to encourage the development of rooftop solar power installed in private homes, offices, and self-produced and self-consumed industrial parks; the mechanism and policies for the development of offshore and coastal gas and wind power.
Regarding the progress of power source projects in the Power Plan and Plan VIII, focus on directing the selection of investors and quickly implementing power source projects in the Power Plan and Plan VIII. Ensure timely addition of new power sources to meet the annual load growth demand.
In particular, the Prime Minister noted to urgently report to competent authorities for consideration and strict handling according to the law for the Cong Thanh and Nam Dinh 1 coal-fired thermal power plants before July 1 to ensure the goals of the 8th Power Plan and supply electricity to the North.
Regarding the progress of power transmission projects, urgently coordinate closely with the State Capital Management Committee at enterprises to direct EVN to speed up the implementation of the 500 kV line 3 circuit projects from Quang Trach to Pho Noi to put into use before June 30, and power transmission projects from Laos to promptly ensure power supply to the North.
Direct the synchronous implementation of electricity saving solutions according to Prime Minister's Directive No. 20 on enhancing electricity saving in the period of 2023 - 2025 and the following years. Guide and encourage creativity in implementing electricity saving work to achieve the highest efficiency.
The Minister of Agriculture and Rural Development shall strengthen inspection, supervision, and guidance for localities to quickly implement procedures related to conversion of forest land use purposes and temporary forest use to speed up the implementation of power source and grid projects.
The Minister of Natural Resources and Environment shall strengthen guidance and inspection of the implementation of land quotas of the provinces that have been allocated, change land use purposes for power source and transmission development, and accurately forecast meteorological and hydrological situations to proactively deal with possible bad situations.
Meanwhile, the Chairman of the State Capital Management Committee at Enterprises is required to direct and supervise EVN, TKV, and PVN to strengthen effective coordination, organize and implement well the contracts for electricity purchase and sale, coal supply, and gas supply; be responsible for leading and directing the stable, safe, reliable operation and quickly resolving incidents (if any) for the power sources of EVN, PVN, and TKV.
The Prime Minister requested the Chairman and General Director of EVN to focus on quickly and drastically implementing the power source and grid projects assigned to them as investors to ensure progress, quality, efficiency and environmental protection.
