Prime Minister: Developing science and technology in depth to meet the requirements and tasks of the army | Gia Lai Electronic Newspaper

(GLO)- The Prime Minister requested to focus on developing science and technology in depth and sustainably, well meeting the requirements and tasks of our army in the new situation; strengthen close coordination with ministries, branches, agencies, organizations of the Central and local levels, scientists inside and outside the army to improve the quality of military science work.

On May 18, Prime Minister Pham Minh Chinh attended the 23rd "Creative Youth in the Army" Award Ceremony to celebrate the 133rd birthday of beloved President Ho Chi Minh (May 19, 1890 - May 19, 2023) and Vietnam Science and Technology Day (May 18), towards the 75th anniversary of Uncle Ho's call for patriotic emulation (June 11, 1948 - June 11, 2023).

Also attending the event were comrades: Truong Thi Mai - Member of the Politburo, Standing member of the Secretariat, Head of the Central Organization Committee; General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Luong Cuong - Member of the Politburo, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; leaders of central departments, ministries, branches and the Vietnam People's Army. In particular, there were authors and representatives of the collective authors of 321 works awarded the "Creative Youth in the Army" award.

In recent years, the work of the Youth Union and the youth movement in general, and the youth creativity movement in the army in particular, have developed comprehensively, steadily, and spread widely in all fields, successfully completing key tasks, and many tasks have been excellently completed.

The "Young Creativity" movement and the "Creative Youth in the Army" award have been held since 2000. After 22 years of serious, strict and effective implementation, the entire army has had hundreds of thousands of works and initiatives at the grassroots level, of which the entire army has 6,186 works and initiatives from over 10,000 authors.

The vast majority of projects and initiatives have been applied in practice, hundreds of projects and initiatives participating in national awards have won high prizes at the National Innovation Festival, the "Golden Globe" award, "Vietnam Golden Star", "Vietnam Science and Technology Innovation VIFOTEC" award... recognized by the Party, State, Government, Central Military Commission, Ministry of National Defense. Over the years, the number of projects and initiatives has increased with a trend of being more diverse, more unique and more applicable, contributing to improving the quality of completing political tasks, benefiting agencies, units and the army with hundreds of billions of VND each year.

In 2023, with the theme "The year of digital transformation of the Union's activities", the army's youth have clearly defined their roles and responsibilities, strived to overcome all difficulties and obstacles, to continue researching and creating many excellent projects and initiatives to participate in the 23rd "Creative Youth in the Army" award. Accordingly, the army's youth had 616 basic research projects, an increase of 65 projects compared to the previous year.

The projects and initiatives participating in the 23rd award are all of good quality, with practical effects on national defense-security, socio-economics; the research content is closely linked to the actual tasks of the unit, with the ability to develop and apply in practice. Many projects and initiatives are especially important with elements of military and national secrets; many projects and initiatives have proposed new and advanced technical solutions, applying digital transformation, biotechnology, new material technology, proposing solutions on revolutionary ideal education, training of ethics, lifestyle, courage and belief, ideological and theoretical struggle, preventing "peaceful evolution", "self-evolution", "self-transformation" within the organization.

The Minister of National Defense decided to award Certificates of Merit to 20 collectives with outstanding achievements in organizing and participating in the award; the Director of the General Department of Politics certified 321 excellent works, with 10 first prizes, 53 second prizes, 121 third prizes, 137 consolation prizes; the Central Youth Union awarded the "Creative Youth" Badge to authors and groups of authors whose works won first prize. The directors of works winning third prize or higher were considered and proposed for military rank promotion, salary increase, early achievement retention, and consideration of wishes upon graduation...

At the conference, many authors and typical scientific works of military youth were introduced, showing more diversity, richness, high applicability, and practicality, contributing to serving military work and socio-economic development.

Speaking at the Conference, Prime Minister Pham Minh Chinh said that, imbued with the teachings of President Ho Chi Minh, our Party and State always identify science and technology development as the top national policy, the driving force for national development, and a necessary condition to maintain national independence and successfully build socialism.

The 13th National Party Congress affirmed: "Promoting innovation, strongly applying science and technology, especially the achievements of the fourth industrial revolution, creating a strong driving force for rapid and sustainable development", and pointed out: "Creating motivation for young people to be proactive in studying, working creatively, starting a business, and establishing a career; mastering modern scientific and technological knowledge, promoting an important role in the cause of building and defending the Fatherland". The Party and State always appreciate the Central Military Commission and the Ministry of National Defense for regularly thoroughly grasping and seriously and effectively implementing the Party's guidelines and viewpoints, the State's policies and laws on science and technology development; considering this one of the important political tasks; regularly paying attention to, leading and directing the entire army and young people in the army to participate in research, development and effective application of science and technology in military and defense activities.

The "Creative Youth in the Army" Award has affirmed itself as a prestigious, serious, methodical, scientific and rigorous event; over the years, the works participating in the award have developed in terms of quantity, quality and effectiveness. The award has created a widespread influence, contributing to awakening potential, creativity, realizing enthusiasm and aspiration to conquer scientific heights, and at the same time, it is a worthy recognition of the efforts and intelligence of the army's youth.

The works participating in the award have developed in terms of quantity, quality and effectiveness; contributing to providing important scientific arguments for the Party, State, Central Military Commission, Ministry of National Defense to have policies and solutions to build a revolutionary, disciplined, elite, gradually modern People's Army, an army that fights, works and produces; consolidates national defense, builds and firmly protects the socialist Fatherland of Vietnam.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh warmly congratulated and commended the efforts, endeavors and results of the authors, the collective of authors and the youth of the entire army; acknowledged and highly appreciated the leadership, direction, management and operation of the Central Military Commission, the Ministry of National Defense, the General Department of Politics of the Vietnam People's Army and the coordination and support of the Central committees, ministries, branches and organizations for military science work as well as the "Creative Youth in the Army" award in recent years.

The Prime Minister said that, forecasting and analyzing the situation in the coming time, the task of building the army is posing new requirements, focusing on building a revolutionary, disciplined, elite, modern People's Army; strong in politics, ideology, ethics, organization and cadres.

To effectively carry out military tasks, enhance national defense potential; promote potential and enhance the position of the army in the country's science and technology work; and contribute to national development, the Prime Minister requested the Central Military Commission and the Ministry of National Defense to continue to lead and direct the implementation of military science work.

"We must develop both science and technology, social sciences and humanities, military science and protect the Party's ideological foundation, under the comprehensive and direct leadership of the Party," the Prime Minister pointed out.

The Prime Minister requested to continue to thoroughly grasp and seriously implement the Party's guidelines and policies, the State's policies and laws on science and technology and youth work; consider the development of military science as one of the driving forces and inevitable requirements for building a modern army; strengthen leadership and direction, promote scientific research movements, and innovation movements of military youth; focus on promoting the role of Party committees, political commissars, political officers, commanders, political agencies, military science agencies, and youth organizations at all levels; pay attention to and create the best conditions in all aspects for military youth to actively and proactively research, innovate and apply research results into practice, towards implementing the political tasks of units and the entire army; build and replicate models of youth scientific research.

Prime Minister Pham Minh Chinh requested to continue to innovate the organization, further improve the quality of research, consulting, and guidance on the implementation of military science work throughout the army; focus on developing science and technology in depth and sustainably, well meeting the requirements and tasks of our army in the new situation; strengthen close coordination with ministries, branches, agencies, organizations of the Central and localities, scientists inside and outside the army to improve the quality of military science work.

Along with that, strengthen the training and development of human resources in science and technology; invest in facilities and favorable conditions for scientific research in the army; focus on dual-use projects to improve the effectiveness of military research products; promptly commend, reward and have appropriate preferential policies and regimes for collectives and individuals with outstanding achievements in research and application of science and technology.

The Head of Government directed and continued to innovate the organization of the "Creative Youth in the Army" award to have more and more high-quality works, high scientific content and rich practical value, more practical and effective. Thereby creating motivation, inspiration, spreading the desire for creative research; creating a movement, environment, honoring, nurturing, and incubating scientific research ideas of military youth.

For the awardees, the Prime Minister requested them to continue to research, explore, create, maintain and nurture their passion for scientific research, develop and apply research results to the practice of their agencies and units; share experiences, encourage comrades and teammates to participate in scientific research, and further promote the youth innovation movement in each agency, unit and the entire army.

Prime Minister Pham Minh Chinh affirmed that the Party and State leaders always hope and believe that today's young generation, with their enthusiasm, dynamism, passion, ambition and aspiration, will increasingly make important contributions to building a strong and prosperous Vietnam. The youth of the entire army will continue to promote their talents and youth, achieve more achievements, and contribute more to the cause of building and defending the socialist Vietnamese Fatherland; so that the army and the youth of the army will always be worthy of the trust of the Party, State and people; and forever be worthy of the title of heroic "Uncle Ho's soldiers".
