The meeting was held directly at EVN's headquarters in Hanoi and online to 778 points at member units of the Group.
Also attending were: Minister, Head of the Government Office Tran Van Son, Minister of Industry and Trade Nguyen Hong Dien, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; leaders of ministries, branches and Vietnam Electricity Group.
Ensuring energy security
In 2023, despite many difficulties and challenges, thanks to the close, drastic, timely and wise direction of the Government, the Prime Minister, relevant ministries and branches, especially in removing difficulties and obstacles, the Group has achieved quite comprehensive results.
During the year, EVN's entire system produced 280.63 billion kWh, up 4.56% compared to 2022; commercial electricity reached 251.25 billion kWh, up 3.52%. To date, the total power capacity of the entire system is 80,555MW, ranking first in the ASEAN region.

The total investment value of the Group in 2023 reached VND90,997 billion, equal to 95.9% of the plan. The Group has started 146 projects and completed 163 110-500kV power grid projects. Of which, the construction of the 500kV line 3 from Quang Trach - Pho Noi is being actively implemented.
EVN continues to promote the application of information technology and digital transformation to improve the quality and diversify electricity services, meeting the increasing demands of customers; reform administration, simplify procedures to shorten the time to supply electricity to new customers.
Also in 2023, EVN and the Power Corporations have proactively arranged capital sources to invest in power supply in rural, mountainous and island areas. To date, the percentage of rural communes meeting criterion No. 4 on electricity under the National Target Program for New Rural Areas is 94.5%.
The Group's total revenue in 2023 is estimated at VND 497,000 billion; budget contribution is about VND 21,000 billion; the total consolidated asset value of EVN is estimated at VND 630,537 billion by the end of 2023, of which equity is VND 201,535 billion.

In 2024, the Group will focus on ensuring sufficient electricity supply for the country's socio-economic development with the goal of economic growth; accelerating construction investment, while at the same time thoroughly innovating management to improve labor productivity and increase operational efficiency.
EVN strives to ensure electricity supply with commercial electricity output in 2024 of 262.26 kWh and is ready with a high plan of 269.3 billion kWh; continue to improve the reliability of electricity supply; labor productivity increases by over 8%; the Group's total investment reaches VND 101,911 billion; ensure financial balance, preserve and develop state capital.
To achieve the above goals and help EVN continue to develop to best serve the country's socio-economic development, the Group proposes that the Government, the Prime Minister, ministries and branches address a number of recommendations related to electricity saving; mechanisms for adjusting retail electricity prices; amending the Electricity Law and a number of investment-related laws; researching and developing the Renewable Energy Law; promptly promulgating mechanisms to encourage the development of self-produced and self-consumed rooftop solar power... and resolving a number of difficulties and obstacles in specific projects.
After the relevant ministries, branches and units gave their comments; concluding the working session, Prime Minister Pham Minh Chinh affirmed that the Electricity sector plays an extremely important and indispensable role in the process of protecting, building and developing the country. The Electricity sector is comprehensive, influential and impacts all sectors, all levels and the entire population. Electricity has 5 stages (including power source, power load, power distribution, power use and electricity price) and depends on 6 inputs (including coal, oil, gas, water, sun and wind).
Therefore, the Electricity industry must coordinate with ministries, branches, agencies, and units to operate scientifically, in accordance with the conditions of the country and the people of Vietnam, especially in the context of the world situation changing rapidly, unpredictably, beyond all forecasts, Vietnam is a developing country, the economy is in transition, modest in scale, limited resilience, and large openness.
According to the Prime Minister, after 70 years of construction and development; under the leadership of the Party and the support of the People, the Electricity sector has "turned nothing into something, turned difficult into easy, turned impossible into possible", built many seemingly impossible projects, including century-old projects in each period such as the 500 kV North-South transmission line, Hoa Binh Hydropower Plant...; the Electricity sector has been recognized by the Party, the State and the People, and given many noble and proud awards. The Government believes that the Electricity sector will be calm, confident, and overcome the current difficulties, challenges and seasonal incidents.
Reviewing the country's outstanding achievements in 2023, Prime Minister Pham Minh Chinh emphasized that the Electricity sector actively contributes to ensuring energy security, supplying electricity for daily life, production, and socio-economic development.

Acknowledging, praising and congratulating the achievements of the Electricity industry, thanking the important contribution of the Electricity industry to the overall comprehensive results of the whole country in 2023, the Prime Minister also pointed out a number of limitations that need to be learned from such as: local power shortages still occur; some power source and grid projects are slow in implementation progress; some party members, cadres and employees of units in the Group are disciplined and handled...
Pointing out the causes and lessons learned from both successes and limitations, the Prime Minister requested the leaders and all officers and employees of Vietnam Electricity Group in each of their positions to self-review and evaluate to draw lessons and proactively and drastically implement solutions to promote advantages, overcome difficulties and limitations to achieve better results in 2024 and the following years.
Restructuring for EVN Group to operate according to market rules
In the coming time, the Prime Minister requires the Electricity sector not to let power shortages occur under any circumstances; to organize management and operation according to the laws of competition, supply and demand, but must have priority policies, ensuring social security; to restructure the Group to operate according to market rules, in the direction of balancing finances, promoting production and business, overcoming limitations and weaknesses, associated with preventing and combating negativity and protecting and encouraging people who dare to think and dare to do.
Agreeing with the goals, tasks and solutions of the Electricity Group in 2024, the Prime Minister requested the Electricity Group to proactively coordinate with the sectors to ensure the highest availability of generators, ensure stable and reliable operation; calculate electricity imports to serve domestic needs; safely and reliably operate the power transmission system, especially the 500kV North-South line system.

The Prime Minister directed that in 2024, EVN must ensure the completion of 110 - 500kV power grid projects, focusing all resources on construction and striving to complete the 500kV line 3 circuit from Quang Trach - Pho Noi.
Regarding the development and implementation of medium and long-term strategies, the Prime Minister requested that on the basis of the approved national energy strategies and Power Plan VIII, Vietnam Electricity must focus on completing the development and implementation of medium and long-term strategies on energy development, strategies and plans for power development in line with new trends, and at the same time develop scenarios and solutions to deal with sudden and unexpected problems; Vietnam Electricity must take the lead in implementing the strategy for green, clean and sustainable energy transition...
The Prime Minister pointed out the main groups of solutions that EVN needs to effectively implement regarding: tasks according to the Resolutions and Conclusions of the Party, the National Assembly, the Government, and the Prime Minister in implementing socio-economic development tasks in 2024 and specific tasks assigned to Vietnam Electricity Group in 2024; Party building, apparatus building and improving human resource quality; the Group's governance; financial and investment solutions; solutions on science and technology, innovation and digital transformation, etc.
"EVN must ensure appropriate system operation, ensure harmonious benefits and shared risks; ensure system balance; ensure a streamlined, effective and efficient apparatus; reduce staffing but improve the quality of cadres, civil servants and public employees. Focus on increasing labor productivity, promoting human resource training, and not wasting human resources," the Prime Minister emphasized.
The Prime Minister requested that governance must be smart, promote digital transformation, fight negativity, and reduce the size of the apparatus; in governance, it is necessary to continue to renew old driving forces, add new driving forces for development such as some issues related to clean energy conversion; what is the current world trend must be implemented; ensure the good operation of the National Power System Control Center, avoid dependence on one focal point, strengthen supervision and inspection, increase proactiveness and positivity.
Regarding the Group's proposals and recommendations, the Prime Minister said that these are all issues arising from practical requirements; agreed to consider and resolve; assigned the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises to coordinate with relevant ministries, branches and EVN to resolve according to their authority and legal regulations; issues beyond their authority will be summarized and reported to competent authorities for consideration.

Prime Minister Pham Minh Chinh said that 2024 is forecasted to continue to have advantages and difficulties, challenges intertwined, but difficulties and challenges will be more; Vietnam Electricity Group faces difficulties and challenges, but also many new opportunities and advantages to break through and develop.
The Prime Minister believes that with the 70-year tradition of solidarity, the Vietnam Electricity industry will continue to "Light up trust", seek new driving forces for the industry and will excellently complete the tasks assigned by the Party, State and people; the results in 2024 will be higher than in 2023.
