(NLDO) - On the afternoon of January 4, the Ho Chi Minh City People's Committee held a conference to announce the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050.


Attending the conference were Prime Minister Pham Minh Chinh, Permanent Deputy Prime Minister Nguyen Hoa Binh, and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen.

Speaking at the opening of the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that the conference was extremely meaningful, marking an important step in implementing tasks, strategies, and breakthrough solutions; creating a new driving force to promote development and affirm the leading role of Ho Chi Minh City, contributing significantly to the successful implementation of the Resolution of the 13th National Party Congress, creating a foundation for the city and the whole country to enter a new era, an era of national growth.

7 groups of solutions to implement planning

The Chairman of the Ho Chi Minh City People's Committee reviewed the main contents of Decision 1711/2024 approving the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050 by the Prime Minister.

Accordingly, the vision to 2050: Ho Chi Minh City is an attractive and sustainable global city; an economic, financial and service center of Asia; with distinctive economic and cultural development; people with high quality of life; the nucleus of the Ho Chi Minh City region and the Southeast region; the growth pole of the whole country.

Specific goals by 2030, in terms of economy, the city strives for an average GRDP growth rate of about 8.5-9.0%/year in the period 2021-2030.

By 2030, the average GRDP per capita at current prices will reach 385-405 million VND, equivalent to 14,800-15,400 USD; the average proportion in GRDP of the service sector will be over 60%, the industrial - construction sector will be about 27% (of which the manufacturing and processing industry will be about 22%), the agricultural, forestry and fishery sector will be about 0.4%; strive for the proportion of the digital economy to reach over 40% of GRDP; in the 2021-2030 period, the contribution of total factor productivity (TFP) to growth will be about 60%.

Socially, the social labor productivity growth rate is 7%; Human Development Index HDI is over 0.85...

Regarding the environment, the forest cover rate is about 16%...

Regarding infrastructure development, the average housing floor area per capita strives to reach 30-32 square meters. The ratio of total traffic land area to urban construction land reaches about 16-26%; the rate of households using clean water reaches 100%.

On defense and security,   Closely and harmoniously link economic, cultural and social development with strengthening national defense and security; ensure political security, social order and safety.

Ho Chi Minh City implements a series of key projects

According to the Chairman of the Ho Chi Minh City People's Committee, in the period of 2026 - 2030, the city is expected to mobilize over 4.4 million billion VND; of which capital from the budget is 1.1 million billion VND, needing to mobilize social capital sources of over 3.3 million billion VND.

The city has identified the construction of 70 key projects. The Chairman of the Ho Chi Minh City People's Committee said that the city will study and report to the competent authority to allow the establishment of a free trade zone (FTZ). The FTZ will have a scale of about 1,000-2,000 hectares in Can Gio, connected to the Can Gio International Transit Port and Ganh Rai Bay.

Five areas of driving force

Ho Chi Minh City plans to develop 7 industrial clusters with a total area of ​​about 421 hectares, of which 2 clusters are already in operation; 14 tourist areas; 4 research and training areas; sports and cultural projects and works...

Other functional areas: International financial center located in Thu Thiem New Urban Area; Concentrated agricultural production areas include: Northwest; Southwest and Southern area of ​​the city.

The area that needs to be protected, restored, rehabilitated and exploited properly is the Can Gio mangrove biosphere reserve.

5 areas with a dynamic role: Central urban area (districts); Thu Duc City; the South (District 7 and Nha Be District); Can Gio District; Binh Chanh, Hoc Mon, and Cu Chi Districts.
