Previously, a group of karaoke businesses in the provinces and cities of Hanoi, Ho Chi Minh City, Bac Ninh, Bac Giang, Hai Duong, Nghe An, Hai Phong, and Thanh Hoa jointly signed a petition to the Prime Minister, proposing a number of issues related to fire prevention, fire fighting (PCCC) and rescue.
Many karaoke bars closed due to fire prevention and fighting procedures.
Businesses said that most karaoke businesses were established before Decree 136 of 2020 of the Government and Circular 147 of the Ministry of Public Security took effect, and were fully licensed to ensure business conditions according to legal regulations, including conditions on fire prevention and rescue.
However, after the planned inspection by the Ministry of Public Security, all establishments were suspended because the interdisciplinary inspection team from provinces and cities across the country; PC07 of provinces and cities concluded that the karaoke establishments did not ensure fire safety.
After receiving the inspection report, the establishments hardly knew how to repair or what materials to use in accordance with the new regulations of the law. Therefore, the enterprises have sent their recommendations to resolve the difficulties to the authorities from districts to some provinces. However, it has been more than 6 months since the karaoke restaurants were closed and the recommendations to the authorities have not received a response according to the regulations of the law.
Recently, some provinces and cities have held meetings, discussions, and provided guidance on overcoming existing problems. However, the guidance from functional units in some localities is only to demolish and rebuild to comply with new regulations, but does not provide guidance on how to overcome existing karaoke establishments.
Therefore, businesses recommend that the Prime Minister promptly direct to remove difficulties and obstacles to reduce daily losses of those who have invested in karaoke business.
