Prime Minister proposes to strive to achieve the highest results target in 2023

Also attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Government members, leaders of ministries, ministerial-level agencies, and Government agencies; Comrade Dinh Van An, Assistant to the General Secretary; leaders of the Central Economic Commission, the Economic Committee, the Finance and Budget Committee of the National Assembly, and the National Assembly Office.

According to the program, the meeting focused on discussing: Socio-economic situation in October and 10 months of 2023, implementation of the socio-economic recovery and development program, allocation and disbursement of public investment capital, and implementation of 3 national target programs.

In his opening speech, Prime Minister Pham Minh Chinh stated that in October, there were many important economic, political, social and foreign affairs events, especially the successful 8th Central Conference, the ongoing 6th Session of the 15th National Assembly, and vibrant foreign affairs activities...

"Through the vote of confidence, the National Assembly and voters expect and expect more from the Government. Therefore, we have made a determination and must be even more determined. We have made an effort and must make even more effort. We have made an effort and must make even more effort. We must focus on solving key and central tasks, completing them thoroughly and effectively, and improving the material and spiritual lives of the people," the Prime Minister said.

According to the Prime Minister, in October, the world situation continued to change rapidly, complicatedly, with more difficulties and challenges than opportunities and advantages, with increasing risk factors in terms of economy, politics, and society, having a great impact on a global scale.

The consequences of the Covid-19 pandemic are prolonged; geostrategic and geoeconomic competition is increasing; the conflict in Ukraine is unpredictable, and there is another conflict in the Gaza Strip.

Inflation in many countries, although cooling down, remains high; food and energy prices fluctuate widely. Oil prices in September and October fluctuated between 81-90 USD/barrel, while in the first 8 months of the year they were between 67-83 USD/barrel.

Many major economies maintain tight monetary policies and high interest rates; the operating interest rates in the US and EU are at 5.25-5.5% and 4.5% respectively, currently at their highest levels in the past 22 years; in the recent meeting, the US Federal Reserve (Fed) did not raise interest rates but left this issue open.

Global supply chains are partially disrupted; global trade and investment are declining. Some major economies have shown positive signs, but overall the world economy continues to be unstable, with slow and uneven recovery. Europe's GDP growth over the same period continued to decline in the third quarter of 2023, with the German economy falling by 0.3%.

Climate change, extreme weather events are becoming more complex, and the El Nino phenomenon is causing record heat in many places.

Domestically, Vietnam is a developing country with an economy in transition, starting from a low base, with a modest scale, high openness, limited resilience to external shocks and limited competitiveness. Vietnam is carrying out its tasks in a context where the economy is subject to a "double impact" from external unfavorable factors and limitations that have existed for many years.

In that context, thanks to the high determination, great efforts, and drastic actions of the entire Party, people, and army, the socio-economic situation in October continued to achieve positive results in many areas, maintaining the trend of each month being better than the previous month, basically achieving the general target.

The macro economy is stable, inflation is controlled, growth is promoted, major balances are ensured; public debt, government debt, national foreign debt, and state budget deficit are well controlled. Social security and people's lives are guaranteed.

The fight against corruption and negativity has been stepped up. Politics and society have been stable; national defense and security have been strengthened; social order and safety have been ensured; foreign affairs and international integration have been promoted; our country's prestige and international position have continued to be raised.

However, there are still some difficulties and problems, such as growth has not reached the target, production, business and enterprise operations still have many difficulties, administrative procedures are still cumbersome, some officials are still afraid of making mistakes, afraid of responsibility, avoiding and pushing work, overcoming some shortcomings is still difficult, some long-standing problems have not been completely resolved.

The Prime Minister pointed out that there are only nearly 2 months left to make every effort to best complete the tasks and goals of 2023. Therefore, the Prime Minister asked the delegates to focus on discussing, carefully analyzing, objectively and practically assessing the socio-economic situation in October and 10 months, what has been done and what has not been done, objective and subjective causes, lessons learned, identifying breakthrough and key tasks to better complete the tasks in November and December, striving to achieve the highest goal: The results in 2023 must be better than in 2022 as directed by General Secretary Nguyen Phu Trong.

The Prime Minister also asked delegates to give their opinions directly on the draft Resolution of the Government on the meeting, especially on the appendix of key tasks and solutions of ministries, branches and localities in the last months of 2023.
