On the morning of October 29, Prime Minister Pham Minh Chinh chaired an online conference to review the Covid-19 prevention and control work of the National Steering Committee for Covid-19 Prevention and Control.
In his opening speech, Prime Minister Pham Minh Chinh affirmed that with the spirit of putting people's health and lives above all else, Vietnam has overcome the Covid-19 pandemic .

Prime Minister Pham Minh Chinh re-emphasized Vietnam's achievements in fighting the Covid-19 pandemic.

Vietnam has become one of the countries that "followed behind but came first" in epidemic prevention, opening up domestic socio-economic activities from October 11, 2021 and opening up to the international community from March 15, 2022. Although there are many different opinions in epidemic prevention, under the leadership of the Party, the participation of people, businesses, the support of friends and international partners, and importantly, we have united, united to do things that seemed impossible, bringing the country to continue developing. The Prime Minister also emotionally recalled the difficult and arduous moments in epidemic prevention and control, going through the most difficult times with many worries and concerns in an unprecedented epidemic situation, unable to predict the situation, the ability to spread and the virulence of the virus, as well as the consequences of infection. At that time, epidemic prevention was extremely difficult when there was no vaccine, no test kit... in addition to the health system established under normal conditions and unable to respond in abnormal, emergency medical conditions. Looking back on more than 3 years of epidemic prevention, the Prime Minister also recalled important milestones in Vietnam's epidemic prevention process. With nearly 100 million people, the application of technology is necessary. In particular, we have launched a vaccine strategy with 3 important components: the Vaccine Fund, vaccine diplomacy and the largest vaccination campaign ever, free of charge for all people. According to Deputy Minister of Public Security Le Van Tuyen, representative of the Security and Order Subcommittee, in the fourth wave of the epidemic alone, the police force mobilized over 3.3 million officers and soldiers to perform duties, playing a core role. The police force has set up 10,300 teams, quarantine stations and field hospitals with over 560,000 officers and soldiers participating in tracing, zoning and epidemic prevention; mobilizing thousands of scouts from the ministry to the grassroots.
Over 6,000 police officers and soldiers have been infected with Covid-19, 11 soldiers have died from Covid-19, including 6 comrades who sacrificed their lives while performing their duties in epidemic prevention. In addition to the tasks of protecting political security and handling violations in epidemic prevention, the Ministry of Public Security has also deployed the National Population Database platform in vaccination, health declaration and vaccine passports...

Mobilized nearly 18,000 billion VND in contributions from the people

According to Ms. Nguyen Thi Thu Ha, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, the campaign calling on all people to contribute to the fight against the epidemic has mobilized cash and goods worth about 2,900 billion VND at the central level. At the local level, about 15,000 billion VND has been mobilized.

Most of the money received by the Central Government is transferred to the Vaccine Fund managed by the Ministry of Finance (about 79%), the rest is transferred to localities to support frontline medical forces. The organization of calling, mobilizing, receiving, managing, allocating and using is carried out strictly, publicly, transparently, and to the right subjects, without loss or waste. "However, in the context of the pandemic appearing for the first time on a very large scale and with unpredictable and unprecedented developments, the requirement to fight the pandemic must be rapid, therefore, the process of mobilizing, managing and allocating resources also encountered some difficulties, especially the legal basis", Ms. Ha stated and said that after the pandemic subsided, the inspection and auditing agencies discovered some places with errors, stemming from the difficulties as mentioned. Based on the above reality, Ms. Ha also made 2 recommendations: first, with the funds mobilized by localities and implemented on the spot according to the regulations on "4 on-site", the Prime Minister is requested not to request the recovery to be paid to the Vaccine Fund. Second, the remaining epidemic prevention and control funds, of which the Central Government has a surplus of 118 billion VND, and localities have a surplus of 814 billion VND. Ms. Ha suggested that if there is no more support content, all of this funding should be transferred to the Central Government according to the provisions of Decree No. 93/2021/ND-CP, for use in natural disasters, incidents, and epidemics, and for direct use in localities.
