Speaking at the opening of the conference, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: The national border is sacred and inviolable; building, managing and protecting the national border is an important task of the entire Party, the entire army and the entire people, in which the Border Guard is the core and specialized force. Protecting sovereignty, territorial integrity and national border security is a condition to concentrate resources for socio-economic development, strengthening national defense and security in general and in border areas and sea areas in particular, contributing to the successful implementation of the two strategic tasks of building and protecting the Socialist Republic of Vietnam.

In the period of 2019-2024, under the leadership and direction of Party committees and authorities at all levels, the close coordination of sectors, organizations, armed forces, and the active participation of all classes of people in the province; the organization and implementation of the contents of the People's Border Defense Day have been deployed synchronously and effectively, associated with promoting programs and projects for socio-economic development, strengthening national defense and security in border areas and have achieved positive results. The material and spiritual life of people in border areas has been improved day by day, territorial sovereignty and national border security have always been maintained and stabilized, the movements of the masses have been clearly demonstrating the combined strength as a solid foundation in building the People's Border Defense posture. March 3rd every year has truly become a national festival and has motivated and encouraged all classes of people, especially ethnic minorities in border areas, to actively participate in building and protecting increasingly strong national sovereignty and border security.

The Chairman of the Provincial People's Committee requested the delegates to concentrate their intelligence, with the highest sense of responsibility, to speak and discuss to properly evaluate the results in the leadership and direction of all levels, sectors and organizations in implementing the contents of the National Border Defense Day in the past time. The preliminary report on the implementation of the 5-year implementation of the "National Border Defense Day" for the period of 2019-2024 clearly stated: In recent years, in order to build and protect the national border in the new situation, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, departments, branches, organizations and localities have fully grasped the Party's guidelines, the State's policies and laws on socio-economic development, strengthening national defense, security, foreign affairs and the task of managing and protecting territorial sovereignty and national border security. Thereby, the combined strength of the entire political system and all classes of people have actively and voluntarily participated effectively in the goals and tasks of economic, cultural and social development, ensuring national defense and security, typically: "The whole country joins hands to build new rural areas" for the period of 2021-2025; “All people unite to build new rural areas and civilized urban areas”, “All people unite to build cultural life in residential areas”; the movement “All people participate in protecting territorial sovereignty and national border security in the new situation”, “All people participate in preventing and fighting COVID-19 and illegal entry and exit in border areas”; “Great Solidarity” houses for poor households in border areas; “Warm homes for soldiers” program in border areas, activities of the “For the poor” peak month; implementing many programs and plans towards the border, islands, the rear line towards the front line, receiving sponsorship and twinning with border communes and Border Guard Stations.

The Provincial Border Guard proactively coordinates with other sectors to advise the Provincial Party Committee and the Provincial People's Committee to lead and direct the implementation of the task of building and protecting the border, including developing and implementing many important programs, projects and plans to ensure border security, associated with economic, cultural and social development in the area, typically: Project "Strengthening security on the western border of Thanh Hoa province"; Project "Resolving the complicated situation of crime and drug abuse in the border communes of Thanh Hoa province"; Project "Strengthening the protection of sovereignty, ensuring security, order and safety for people and economic activities on the sea and islands of Thanh Hoa province"; Project "Improving the capacity to respond to incidents, natural disasters and search and rescue in the border areas and sea areas of Thanh Hoa province in the period of 2021-2030"; Project "Strengthening Border Guard officers holding the position of Deputy Party Secretary of border communes", Project "Strengthening dissemination and education of law for officers and people in border and island areas"...

Identifying the important and strategic role and position in terms of national defense, security, socio-economics and foreign affairs of border and coastal areas, in recent years, together with the Central Government, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee have paid attention to leading and directing the mobilization of many resources towards the border to consolidate potential in all aspects. Notably: Prioritizing the allocation and investment of thousands of billions of VND from the central and local budgets to build infrastructure in border areas, especially electricity systems, roads, schools, stations, ports, etc., creating a clear change in socio-economic development. Currently, the infrastructure of the sea border is basically synchronous and modern; 100% of the land border communes have car roads to the commune center; national highways, provincial roads to the border, inter-district, commune, village, border patrol roads have been invested in construction, repair, upgrading and expansion; 100% of communes have national grid electricity; Mobile services have covered more than 92% of villages and residential areas, ensuring 100% of people's television viewing needs; 100% of communes have upgraded their grassroots broadcasting systems and installed the Internet; commune and district health centers and schools have been invested in and built solidly... Border trade and service infrastructure has been invested in and built to basically meet the material and spiritual needs of the people.

It can be affirmed that, after 5 years of implementing the People's Border Defense Day (2019-2024 period), the sectors, levels and localities in Thanh Hoa province have coordinated well in propaganda and education work, raising the sense of vigilance and sense of responsibility of cadres and people for the task of building and protecting national sovereignty, territory and border security; mobilizing resources towards the border, contributing to promoting socio-economic development associated with ensuring national defense and security, promptly encouraging and adding strength to cadres, soldiers of the armed forces and people to feel secure in their attachment to the border; the movements of all people participating in protecting territorial sovereignty associated with local revolutionary movements have been widely deployed and increasingly effective; the cooperative relationship with Laos has been strengthened, contributing to building a peaceful, friendly, cooperative and developing border.
