On the afternoon of August 11, Prime Minister Pham Minh Chinh conducted a field survey and had a meeting on the coastal erosion situation in Soc Trang, Bac Lieu, and Ca Mau provinces.
Traveling by helicopter and car, the Prime Minister and his delegation inspected the coastal erosion situation in many areas such as Vinh Chau town of Soc Trang province; Nha Mat sea area and Ganh Hao river mouth of Bac Lieu province; sea areas: Hoc Nang, Vam Xoay, Rach Goc of Ngoc Hien district, Dam Doi district; Dat Mui area of Ca Mau province.
Afterwards, at the Ca Mau Provincial Party Committee Hall, the Prime Minister had a working session with leaders of ministries, branches and leaders of the provinces: Ca Mau, Bac Lieu, Soc Trang.
The Prime Minister surveyed the coastal erosion situation in Soc Trang, Ca Mau and Bac Lieu provinces by helicopter.
Secretary of the Ca Mau Provincial Party Committee - Nguyen Tien Hai said that in the period of 2011 - 2021, coastal erosion has caused the loss of land and protective forests with an area of about 5,250 hectares (equivalent to the average area of a commune in Ca Mau province). Currently, the total length of eroded riverbanks and those at risk of erosion is about 425/8,118km of rivers and canals, of which the riverbanks with particularly dangerous erosion are about 120km. Riverbank erosion has damaged nearly 28km of roads and hundreds of houses, with the risk of affecting an area of more than 3,700 hectares.

In Bac Lieu, Provincial Party Secretary - Lu Van Hung said that from 2015 to now, there have been 35 landslides in the area. The landslides damaged 71 houses, affecting 119 houses (cracks appeared); the length of the landslides was nearly 1,700m. The estimated damage caused by the landslides was nearly 23 billion VND.
In 2022, Bac Lieu had 6 landslides. However, in the first 7 months of 2023, Bac Lieu had 8 landslides on riverbanks and seashores, nearly double the number in the same period in 2022 and previous years. The landslides caused 119 houses to collapse and be affected, causing damage to thousands of hectares of aquaculture and causing collapse and damage to other structures.
In Soc Trang, Provincial Party Secretary Lam Van Man said that since the beginning of the year, there have been over 80 riverbank landslides with a length of nearly 1,800m. The sea dike landslides are mainly in Vinh Chau town. In many places, the protective forest belt no longer exists, and waves directly hit the dike body, causing a high risk of the dike breaking during high tides. In addition, the high tides of the Hau River have caused many dike sections in Cu Lao Dung district to overflow.
In the face of the above situation, in recent times, with the active support of the Government, ministries and central branches in implementing the Plan to prevent and combat riverbank and coastal erosion; along with the efforts of localities, coastal erosion prevention projects with adequate funding and investment have been effectively implemented.
According to preliminary statistics from 2016 to present, the Government has supported localities in the Mekong Delta with VND 11,453 billion to overcome 190 landslide locations that directly affect people's safety. From 2015 to present, 10,042 hectares of mangrove forests have been planted and restored with a total cost of VND 1,931 billion; it is expected that in the period of 2022 - 2025, 2,631 hectares of mangrove forests will be planted. 21,696 households have been relocated from landslide areas with a total support cost of VND 1,773 billion.
Concluding the meeting, Prime Minister Pham Minh Chinh stated that since the beginning of the year, the situation of climate change and natural disasters has been very complicated in the world and in Vietnam, causing great damage to people and property. Therefore, urgent and long-term solutions are needed.
After the inspection trip, the Prime Minister had a working session with leaders of ministries, branches and leaders of the provinces: Ca Mau, Bac Lieu, Soc Trang.
Assessing the serious situation of landslides, riverbank and coastal erosion, and impacts on mangrove forests in the Mekong Delta, especially in coastal provinces, the Prime Minister requested that, in the immediate future, localities must proactively support the stabilization of the lives of households in areas affected by landslides (temporary accommodation, resettlement).
At the same time, proactively evacuate households in areas at high risk of landslides to avoid being passive and surprised, leading to loss of life when landslides occur. Continue to handle and repair especially dangerous landslide areas to ensure the safety of people and important infrastructure.
The Prime Minister requested that provinces coordinate with relevant agencies to review and synthesize especially dangerous landslide areas.
The Prime Minister requested that provinces coordinate with relevant agencies to review and synthesize especially dangerous and urgent landslide areas that affect people's lives and property, develop specific projects, research, balance and allocate resources, and propose to competent authorities for consideration and decision to implement projects that need to be done immediately.
The Prime Minister requested relevant agencies to study fundamental, systematic, and long-term strategic solutions such as building dykes to reclaim land in places with suitable conditions (to develop transportation, block waves, prevent landslides and erosion, and retain alluvium for reclaiming land).
It is expected that tomorrow, the Prime Minister will continue to conduct field surveys and work with localities in the Mekong Delta on this content.
