Prime Minister directs the development of a project to restore and promote traditional culture of ethnic minorities

On the morning of March 24, in Hanoi, Prime Minister Pham Minh Chinh chaired the Conference "Ensuring security and order to serve socio-economic development in the Northwest and neighboring regions".

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh affirmed that the Northwest and its vicinity are areas of special strategic importance in terms of politics, socio-economics, national defense, security, ecological environment, and foreign affairs. They are the "fence" and "gateway" to the North of the country and are closely associated with the cause of building and protecting the territorial sovereignty of the Fatherland.

The Party and State have always paid great attention and have issued many policies, resolutions, directives and conclusions on socio-economic development, ensuring security and national defense in the Northwest and surrounding areas, such as: Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on "Orientations for socio-economic development and ensuring national defense and security in the midland and mountainous areas of the North to 2030, with a vision to 2045"; Resolution No. 96/NQ-CP dated August 1, 2022 of the Government promulgating the Action Program to implement Resolution No. 11-NQ/TW...

Besides the basic achievements, the implementation of ethnic and religious policies and socio-economic development in the Northwest region still has shortcomings and limitations...

To thoroughly overcome the shortcomings and limitations and have specific tasks and solutions to create a solid foundation for developing the Northwest commensurate with its potential and advantages, consolidate cultural identity, improve the material and spiritual life of the people, and contribute to firmly ensuring security and national defense in the Northwest and its vicinity, the Prime Minister requested ministries, branches, and localities to identify ensuring security and order as an important, urgent, regular, and long-term political task under the direct, absolute, and comprehensive leadership of the Party, the management and administration of the State, mobilizing the combined strength of the entire political system from the central to local levels and the strength of the entire people, in which the heads of local Party committees and authorities bear the primary, comprehensive, and first responsibility.

In the spirit of "clear thinking, high determination, great efforts, drastic actions, focused work, finishing each task, only discussing and not discussing back, clearly assigning people, tasks, responsibilities, time, results and authority; regularly urging and inspecting implementation, reporting, summarizing and evaluating", the Prime Minister requested ministries, branches and localities to focus on implementing 5 key, continuous and central tasks, in which it is necessary to closely combine socio-economic development with ensuring national defense and security and implement right from the grassroots level according to the "4 on-site" motto, under the unified leadership and direction of the heads of local Party committees and authorities, and the smooth coordination of functional agencies.

The Prime Minister delivered a concluding speech at the Conference.

The Prime Minister emphasized that ministries, sectors and localities should focus on effectively implementing ethnic and religious policies; implementing economic, cultural and social development programs, creating jobs, resolving conflicts and grievances among the people; promoting the positivity and self-reliance of the people in socio-economic development and preserving and promoting the good values ​​of traditional culture and beliefs, contributing to improving the material and spiritual life of ethnic minorities in the area, creating a solid foundation for social prevention work, eliminating and eliminating causes, conditions and factors that hostile and reactionary forces can exploit.

In the immediate future, in 2025, the Prime Minister assigned ministries, branches and localities to complete 9 major tasks, mainly focusing on caring for and developing the economy, culture and education of the Northwest region and neighboring areas.

Accordingly, the Ministry of Home Affairs will arrange to ensure the structure and number of specialized staff to do ethnic and religious work, especially at the grassroots level (to be completed by June 2025).

Ministries, branches and localities focus on responding to and effectively implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", with the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has much helps much" (to be completed in 2025).

The Ministry of Agriculture and Environment focuses on guiding the People's Committees of the Northwestern and neighboring provinces on land allocation, land documents, and land use for people (to be completed in 2025).

The People's Committees of the Northwestern and neighboring provinces continue to focus on investing in and developing OCOP product ranges (One Commune One Product program), ensuring compliance with the criteria directed by the Prime Minister.

The Ministry of Health is in charge of developing a project on health care for ethnic minorities (to be completed in June 2025).

The Ministry of Education and Training is in charge of developing a Project to improve the quality of education and training for children of ethnic minorities (construction period of 3 years, starting from March 2025).

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Ministry of Ethnic Minorities and Religions and relevant ministries, branches and localities to develop a Project to restore and promote the traditional culture of ethnic minorities (to be completed in 2025).

VNPT, Viettel, and EVN corporations have a project to eliminate "depression" in electricity and telephone signals (to be completed in September 2025).

The People's Committees of the Northwestern provinces and neighboring areas proactively invest in and build local transportation systems to ensure that all people have clean water to use.
