The Government Office has just sent a document to Ho Chi Minh City and related ministries and branches to focus on removing obstacles for the 10,000 billion VND flood prevention project in Ho Chi Minh City.
On December 17, the Government Office sent a document to the Ho Chi Minh City Party Committee and People's Committee; the Ministry of Planning and Investment; and the Governor of the State Bank of Vietnam on focusing on removing obstacles in implementing the project to solve tidal flooding in Ho Chi Minh City, taking into account climate change.

The Prime Minister requested the Minister of Planning and Investment, the Governor of the State Bank, and the Chairman of the Ho Chi Minh City People's Committee to seriously implement previous instructions on resolving difficulties for the project. All tasks must be reported to the Prime Minister before December 20.
Specifically, the Prime Minister assigned the Chairman of the Ho Chi Minh City People's Committee to proactively work with the Ministry of Planning and Investment on solutions to the project's problems. On that basis, the Ministry of Planning and Investment will preside over and coordinate with relevant agencies to urgently propose solutions to the project's problems and report to the Prime Minister before December 20, 2024.
At the same time, the Prime Minister requested the Standing Committee of the Ho Chi Minh City Party Committee to direct and urge the Ho Chi Minh City People's Committee and the City's functional agencies to: Focus on thoroughly resolving project problems under the city's authority.
For issues beyond the authority of the City, it is necessary to proactively coordinate with the Ministry of Planning and Investment and relevant agencies to urgently propose to the Government and the Prime Minister feasible and effective solutions to remove difficulties and obstacles of the project.
In case of legal problems, it is necessary to report specifically and propose the Government to report to the competent authority to handle them to remove difficulties and obstacles for the project, avoid prolonged delays, loss, waste of assets, state budget and damage to investors.
The project to solve tidal flooding in Ho Chi Minh City area taking into account climate change factors, phase 1, is invested by Trung Nam Construction Investment Joint Stock Company.
The enterprise implementing the project is Trung Nam BT 1547 Company Limited. The project belongs to group A; the investment form is public-private partnership (PPP); build-transfer (BT) contract, payment is by land fund and Ho Chi Minh City budget.
Previously, at the end of September 2024, the Chairman of the Ho Chi Minh City People's Committee submitted to the Prime Minister a plan to remove obstacles for the project.
Ho Chi Minh City People's Committee said that the project currently has three main difficulties including: No capital to complete the project; unclear authority and implementation procedures for the project in the process of implementation have changed, and the changed content leads to the project falling under the criteria of a national important project and there is no basis for payment of the BT contract.
