Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 02/CD-TTg dated January 15, 2025 on continuing to promote domestic market development and stimulate consumption during the Lunar New Year 2025.
Telegrams sent to the Ministers of Industry and Trade, Planning and Investment, Finance, Agriculture and Rural Development, Construction, Culture, Sports and Tourism, Labor - Invalids and Social Affairs; Governor of the State Bank of Vietnam; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated: The Lunar New Year of At Ty 2025 is approaching, people's consumption demand is increasing, in order to promote domestic market development, stimulate consumption during the Lunar New Year as well as the first months of 2025, contribute to promoting growth, ensuring social security, stabilizing people's lives, the Prime Minister requested:
1. Ministers, Heads of ministerial-level agencies, relevant agencies, Chairmen of People's Committees of provinces and centrally-run cities:
a) Proactively organize and resolutely and effectively implement the tasks and solutions assigned by the Government and the Prime Minister in the Decisions, Directives, Official Dispatches and guiding documents of the Prime Minister on promoting economic growth, developing the domestic market, stimulating consumption and organizing the Lunar New Year 2025;
b) Accelerate disbursement of public investment capital from the beginning of 2025, taking public investment as the leading factor, activating social investment, promoting public-private partnership; promptly review and remove difficulties and obstacles for each project, especially important national projects and works, and national target programs.
c) Strengthening solutions to connect supply and demand, promoting production and business to meet domestic consumption needs; developing e-commerce and new effective business models; linking production, distribution and consumption.
d) Focus on leadership, direction, and implementation, resolutely, synchronously, and effectively, determined to complete the Program to eliminate temporary and dilapidated houses nationwide by 2025.
2. Minister of Industry and Trade
a) Further promote solutions to stimulate domestic consumption; promote production, ensure adequate supply of demand, avoid shortages and supply disruptions, especially for essential goods; support businesses in trade promotion, finding distribution systems, expanding market share through programs to bring Vietnamese goods to rural areas, domestic fairs and exhibitions; strengthen the organization of large-scale supply-demand connection activities in all three regions, regional fairs to create conditions for local suppliers and manufacturers to participate, have practical promotion programs for consumers, promote the development of logistics services and domestic goods consumption; promote modern distribution forms on e-commerce infrastructure.
b) Develop and diversify distribution channels for goods and services; promote and encourage enterprises and production and business units to increase the application of information technology and digital transformation in providing goods and services to meet people's needs and save production and business costs.
c) Actively implement programs and events to support people and businesses in purchasing, selling and consuming domestically produced products and goods on digital platforms and e-commerce; organize activities to promote regional linkages in e-commerce, cross-border e-commerce promotion activities with countries in the region and major import markets; make the most of opportunities from signed free trade agreements; expand and effectively exploit new markets; support businesses to meet new standards of export markets; improve trade defense capacity, prevent and combat fraud of goods origin.
3. Minister of Finance
a) Operate a reasonable, focused, and flexible expansionary fiscal policy, in synchronous, harmonious, and flexible coordination with monetary policy and other macroeconomic policies to promote growth, stabilize the macroeconomy, control inflation, and ensure major balances of the economy. Continue to urgently study policies to reduce taxes, fees, and charges for people and businesses and submit them to competent authorities in February 2025.
b) Directing the acceleration of procedures for disbursing funds to implement trade promotion and consumption stimulus programs of ministries, branches and localities to promote the consumption of domestically produced goods.
c) Closely monitor price and market developments, especially essential consumer goods and services, and items subject to price stabilization; promptly direct and take strict measures to handle violations of price laws according to authority and legal regulations.
4. Governor of the State Bank of Vietnam
a) Actively, flexibly, promptly and effectively manage monetary policy, in close and harmonious coordination with fiscal policy and other macroeconomic policies.
b) Direct credit institutions to continue to reduce costs, simplify administrative procedures, increase the application of information technology, digital transformation, etc., and strive to reduce lending interest rates to contribute to promoting production and business, creating jobs and livelihoods for people, especially reducing interest rates for consumer loans, investment, and exports in emerging sectors.
5. Minister of Construction
a) Continue to research and develop mechanisms and policies to promote and encourage the consumption of domestically produced construction materials, especially cement.
b) Take the lead and coordinate with ministries and branches to continue urging and guiding localities to have appropriate policies to remove difficulties and obstacles in implementing real estate and social housing projects and promote the safe and sustainable development of the real estate market to stimulate consumption of domestically produced construction materials; coordinate with the State Bank of Vietnam to effectively implement the VND 145 trillion credit package for social housing.
6. Minister of Culture, Sports and Tourism
a) Directing the acceleration of the implementation of Directive No. 08/CT-TTg dated February 23, 2024 on comprehensive, rapid and sustainable tourism development in the coming time, including strengthening and promoting tourism activities, implementing domestic tourism stimulus activities in localities with advantages; developing tourism in a professional, modern and effective direction, enhancing promotion to attract international and domestic tourists.
b) Proactively coordinate with relevant ministries, branches, agencies and organizations to propose policies and solutions to perfect the smart tourism ecosystem associated with digital transformation, green transformation and circular economy.
c) Have solutions to promote cultural and entertainment industries, especially during festivals, to organize them in a healthy and safe manner with positive and effective effects.
7. Minister of Agriculture and Rural Development
a) Continue to direct the promotion of green and clean production activities, ensuring quality and food hygiene and safety; direct localities to focus on production according to plan to ensure the supply of agricultural products and food to serve people's needs during the Lunar New Year and have a production plan for 2025 in line with market demand and developments, limiting impacts on prices in the domestic market.
b) Coordinate with the Ministry of Industry and Trade and People's Committees of provinces and cities to effectively implement trade promotion programs, build and develop brands, and connect to support the consumption of agricultural products in concentrated production areas.
8. Minister of Planning and Investment: Continue to direct the implementation of solutions to improve the investment and business environment, simplify investment processes and administrative procedures to facilitate investment and business activities of people and enterprises; immediately amend regulations that hinder production and business.
9. Minister of Labor, War Invalids and Social Affairs
a) Take the lead and coordinate with relevant ministries, agencies and localities to urge, monitor, inspect and guide localities and agencies to implement tasks of caring for people's lives and ensuring social security for people and workers; strengthen inspection, monitoring and guidance on salary and bonus regimes, ensure that workers are paid full salaries and bonuses and arranged Tet holidays in accordance with regulations; proactively grasp the situation and promptly handle arising issues according to authority and regulations.
b) Closely monitor, regularly urge and request localities to review and complete plans to achieve the goal of eliminating temporary and dilapidated houses in the area; update daily the situation and results of program implementation nationwide.
10. Chairman of People's Committees of provinces and centrally-run cities
a) Coordinate with relevant ministries, branches and agencies to implement trade promotion programs, stimulate consumption, increase consumption of domestic products, promote domestic consumption and domestic production, continue to propagate, mobilize and encourage businesses and goods distribution units in the province to organize the campaign "Vietnamese people prioritize using Vietnamese goods" through organizing activities to display and promote products with Vietnamese brands, local strengths, connect businesses with people; bring Vietnamese goods to rural areas; build identification points, sell Vietnamese goods...
b) Closely monitor market developments in the assigned management area, direct production according to plan to ensure goods meet consumer demand in the domestic market; regulate supply and demand of goods and stabilize the market, stabilize prices, strictly handle speculation and hoarding of goods to increase prices according to regulations; promptly have solutions to remove difficulties, create favorable conditions for businesses and entities participating in business in the market according to authority.
c) Direct labor agencies to request units and enterprises to actively take care of workers' lives, pay salaries and bonuses to workers promptly and in accordance with regulations, ensure that all workers have Tet and continue to be attached to the enterprise; arrange Tet holidays in accordance with regulations; fully implement policies and regimes on social insurance, health insurance, and unemployment insurance.
11. Assign Deputy Prime Ministers in their assigned fields to directly direct the implementation, urge, and handle difficulties in the process of implementing this Official Dispatch.
12. The Government Office, according to its assigned functions and tasks, shall monitor, urge, synthesize the situation, and promptly report to the Prime Minister on issues arising during the implementation of the Official Dispatch./.
