Prime Minister: 8 task groups to promote key transport projects

On the afternoon of March 9, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 16th meeting of the Steering Committee, outlining 8 groups of important tasks and solutions, including a series of tasks that must be completed within March 2025.

The meeting was held in person and online between the Government headquarters and 44 provinces and centrally-run cities with important national and key transport projects in the area.

Attending the meeting at the bridge locations were Deputy Prime Ministers: Tran Hong Ha, Ho Duc Phoc; Minister, Head of the Government Office Tran Van Son; members of the Steering Committee, leaders of ministries, ministerial-level agencies, agencies under the Government; Chairmen of People's Committees of provinces and cities; representatives of corporations, general companies, project management boards, investors, contractors...

The meeting aims to review and urge the work after the 15th meeting and discuss solutions, continue to remove difficulties and obstacles, and speed up the progress of works and projects.

According to the report of the Ministry of Construction, opinions expressed at the meeting showed that after the 15th meeting of the Steering Committee on December 16, 2024, ministries, branches and localities have proactively and actively coordinated to implement assigned tasks to accelerate the progress of projects. The results achieved were positive, removing many difficulties and obstacles, promoting the progress of project implementation.

Ministries, branches and state management agencies have promptly guided and supported localities and investors in the process of implementing procedures to speed up investment preparation and implementation of investment projects.

The Ministry of Planning and Investment has completed the appraisal of the Tan Phu - Bao Loc project; has guided Tuyen Quang province on adjusting the investment policy of the Tuyen Quang - Ha Giang project.

The Ministry of Natural Resources and Environment has provided guidance on the use of sea sand as filling material for traffic works; provided guidance to An Giang province on stone mining and instructed other provinces on licensing procedures and increasing the capacity of filling material mines in the Mekong Delta region.

The Ministry of Transport has approved the adjustment of the investment policy for the Ben Luc - Long Thanh project; completed and submitted to the Prime Minister for approval the adjustment of the Long Thanh International Airport project phase 1 and the Bien Hoa - Vung Tau expressway project.

Local authorities at all levels have made efforts to implement the Prime Minister's instructions, carry out site clearance and infrastructure relocation; direct contractors to overcome difficulties and obstacles, and take advantage of favorable weather conditions to speed up construction of projects assigned to them as the managing agencies.

Many projects are being implemented closely following the schedule for completion in 2025, such as the North-South Expressway component project in the East, Cao Lanh - Lo Te, Lo Te - Rach Soi, Ben Luc - Long Thanh, Ho Chi Minh City Ring Road 3 section through Long An... contributing to achieving the goal of completing 3,000 km of expressway nationwide by 2025.

In addition, the investment preparation of projects is still slow, such as Tan Phu - Bao Loc, Bao Loc - Lien Khuong, Gia Nghia - Chon Thanh, Ninh Binh - Hai Phong projects through Nam Dinh, Thai Binh, Dong Dang - Tra Linh, etc. The members of the Project Appraisal Council also include unnecessary agencies and units, causing the appraisal time to be longer. The progress of site clearance in some localities has not met the required progress. The shortage of filling materials in projects in the Mekong Delta and Ho Chi Minh City has not been thoroughly resolved, affecting the progress of project implementation.

In the coming time, the whole country must carry out many important tasks, a large amount of work must be completed such as: Completing 3,000 km of expressway, 1,000 km of coastal road, Long Thanh international airport phase 1, Tan Son Nhat T3 terminal; starting construction of a number of important large-scale projects such as Lao Cai - Hanoi - Hai Phong railway, Ho Chi Minh City - Trung Luong - My Thuan expressway, Ho Chi Minh City - Long Thanh...

In his concluding remarks, Prime Minister Pham Minh Chinh requested to continue to urgently complete the Steering Committee according to the new organization and apparatus; welcomed the preparation of reports and monitoring of the situation by the Ministry of Construction.

The Prime Minister emphasized that promoting public investment and implementing key transport infrastructure projects will contribute to boosting growth, creating jobs, creating livelihoods for people and businesses, opening up new development space, increasing land value, and creating conditions for the development of new industrial, service, and urban areas.

The Prime Minister pointed out that, in addition to the achieved results, there are still limitations in the implementation of projects that need to be recognized and timely solutions must be found, such as slow investment preparation procedures for some projects.

The Prime Minister requested Deputy Prime Minister Tran Hong Ha to direct the adjustment of the composition of the project appraisal council; Deputy Prime Minister Ho Duc Phoc directed the Ministry of Finance to review the Law on Investment under the public-private partnership model, the Law on Public Investment, the Law on Bidding, etc. to propose to competent authorities at the upcoming National Assembly session, with the spirit of trusting and assigning work to enterprises, while at the same time inspecting, urging and having sanctions to handle violations, wrongdoings, preventing corruption, negativity and waste. The Government Office is in charge of reviewing and cutting 30% of administrative procedures in the first 6 months of 2025.

The Prime Minister pointed out 8 groups of key tasks and solutions in the coming time.

Firstly, the Prime Minister specified the deadline for completing investment preparation procedures for a number of expressway projects , especially the feasibility study report.

In particular, Ho Chi Minh City and Tay Ninh province will speed up the preparation and approval of the Feasibility Study Report for the Ho Chi Minh City - Moc Bai project, to be completed in March 2025.

With the Gia Nghia - Chon Thanh project, Binh Phuoc and Dak Nong provinces accelerated the approval of the Feasibility Study Report, the Ministry of Finance appraised and started construction on April 30, 2025.

The Ministry of Finance will soon complete the appraisal of the Feasibility Study Report of the Ho Chi Minh City Ring Road 4 project and adjust the investment policy of the Bien Hoa - Vung Tau project in March 2025.

Hoa Binh province urgently submits for approval the investment policy of Hoa Lac - Hoa Binh, to be completed in March 2025.

Thai Binh province speeds up the selection of investors to soon start the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh. Hai Phong proactively builds the Ninh Binh - Hai Phong expressway section through Hai Phong city.

Hanoi proactively adjusts capital between component projects of Hanoi Ring Road 4, ensuring that the total capital does not increase.

Second, regarding site clearance, localities are responsible for this work, implementing it according to commitments, and the entire local political system must participate.

Localities (Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Da Nang, Ho Chi Minh City, Long An, Thai Nguyen, Kien Giang, Bac Lieu) need to make more efforts and determination to hand over the entire remaining land of projects scheduled to be completed in 2025 in March 2025.

The localities of Lang Son, Hanoi, Hung Yen, Bac Ninh, and Can Tho reviewed the remaining site clearance volume, coordinated with investors to resolutely carry out site clearance work, meeting the progress of the implementation of the Ring Road 4 project of the Hanoi Capital Region, Huu Nghi - Chi Lang, Chau Doc - Can Tho - Soc Trang, to be completed in March 2025.

The Ministry of Agriculture and Environment urgently guides localities to implement the provisions of Article 103 of the 2024 Land Law (compensation for crops and livestock), to be completed by March 2025; synthesize reports for competent authorities to consider in cases beyond their authority.

Third, regarding capital allocation for a number of projects, the Prime Minister requested investors to review and report to allocate sufficient capital for projects to be completed in 2025. The Ministry of Finance urgently submits to competent authorities to allocate capital from increased revenue and expenditure savings, including considering a number of projects such as the Tuyen Quang - Ha Giang expressway, the Quang Binh coastal road, etc.; for public-private partnership projects, select the fastest projects to be implemented.

Absolutely no corruption or negativity in granting licenses for mining materials.

Fourthly, regarding construction materials, the Prime Minister directed the Ministry of Public Security to investigate and strictly handle violations of the law; the leaders of the Ministry of Agriculture and Environment continued to directly survey the situation, guide localities to handle and remove obstacles, and at the same time review, synthesize, and submit to competent authorities to amend and perfect the legal framework, in the spirit of directly assigning mines to projects, ensuring publicity and transparency, not allowing the situation of "hoarding goods and raising prices" to slow down projects, harmonizing the interests of the State, people and businesses.

The provinces of Tien Giang, Ben Tre, An Giang, Kien Giang, and Dong Nai (with raw material mines) strictly implement the direction of the Prime Minister and Deputy Prime Minister Tran Hong Ha regarding the exploitation and supply of materials for the construction of transport projects, prioritizing materials for projects scheduled to be completed by 2025.

The Prime Minister requested that localities with mines must seriously implement their commitments, "resources are the common property of the country and the people, so they must not be kept for their own localities, and there must be absolutely no corruption or negativity in granting licenses for mining materials."

Fifth, regarding the goal of completing 3,000 km of expressway, the Prime Minister requested to promote the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway", while increasing information and propaganda about places that have done well and are typical examples. Secretaries and Chairmen of People's Committees at all levels must regularly urge and encourage, not leaving contractors alone on the construction site.

Sixth, the Prime Minister decided to establish 7 Inspection Teams to review and remove difficulties and obstacles related to key transport projects scheduled to be completed in 2025, requesting relevant ministries, branches and localities to proactively coordinate and honestly report during the Inspection Team's performance of tasks, identify existing problems and obstacles, and have solutions to remove them based on the principle of "clear people, clear work, clear progress, clear results, clear responsibilities" as a basis for monitoring and reviewing in subsequent inspections.

The Prime Minister noted that main contractors and large corporations need to support small and local businesses, share and transfer technology so that these businesses can develop. Contractors continue to promote the construction spirit of "braving the sun and rain", "working overtime", "eating quickly and sleeping urgently", "working at night when there is not enough work during the day", "working in 3 shifts, 4 shifts, through holidays and Tet".

Seventh, regarding railway projects, the Prime Minister assigned the Ministry of Construction to proactively work with partners and enterprises, coordinate with ministries, branches and localities to promote railway projects connecting with China, especially the Lao Cai - Hanoi - Hai Phong project to start construction in 2025. Deputy Prime Minister Tran Hong Ha urgently issued a document assigning tasks to localities where the project passes through, especially site clearance.

Also related to railway projects, a number of enterprises have been assigned specific tasks (Vietnam Railway Corporation, Hoa Phat Group to produce rails, Truong Hai Group to produce train cars, Vingroup Group to deploy a metro line from Ho Chi Minh City to Can Gio), the Prime Minister requested Ho Chi Minh City to urgently study and assign tasks to enterprises to deploy a railway (subway or elevated train) connecting Ho Chi Minh City to Long Thanh airport, in the spirit of harmonious benefits, shared risks, and harmonious interests between the State, people and enterprises.

Eighth, regarding Long Thanh International Airport and connecting infrastructure, the Prime Minister requested the Ministry of Agriculture and Environment to review, strictly handle, and impose sanctions on tasks that are slow to complete. Ministries, localities, and relevant agencies thoroughly grasp and promptly carry out the tasks assigned by the Prime Minister in Notice No. 545/TB-VPCP dated December 4, 2024. At the same time, immediately adjust Decision No. 1777/QD-TTg approving the Long Thanh International Airport Construction Investment Project Phase 1 (so that the Airports Corporation of Vietnam (ACV) can immediately start construction of runway No. 2), to be completed before March 20, 2025.

The Prime Minister assigned the Government Office to coordinate with the Ministry of Construction to draft the contents of the Steering Committee's conclusion notice, assigning specific tasks in accordance with the "5 clear" including clear people, clear work, clear time, clear responsibility, and clear products.
