On March 25th, the Party Cell of the Provincial People's Committee Party Committee held its first Congress for the 2025-2030 term. This is one of three units under the Provincial People's Committee Party Committee selected to hold a pilot congress, serving as a model to be replicated in other grassroots party cells and committees.
Attending the congress were comrades: Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, Standing Deputy Secretary of the Party Committee of the Provincial People's Committee; Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, Member of the Standing Committee of the Party Committee of the Provincial People's Committee.
The Party Cell of the Provincial People's Committee Party Committee Office was established in February 2025 with 5 party groups and a total of 28 party members. This is the core political party cell, directly under the Provincial People's Committee Party Committee, directly participating in leading the implementation of the Party's guidelines and policies, the State's laws and regulations; building and implementing the work plans and tasks of the entire Party Committee...
Despite being newly established, with the decisive leadership of the collective, the Party branch has continuously strived to overcome difficulties in the initial stages of organization, implementing directives from specialized agencies and advisory bodies of the Party Committee, as well as political and social organizations under the Party Committee, to consolidate organizational structure and personnel, and to operate in an orderly manner. The ideological situation of cadres, Party members, civil servants, and workers is stable, and the branch has initially successfully fulfilled the political tasks of the Party Committee and the Party building work of the Party branch.
The Party cell has strictly adhered to the regulations of the Party and the State, implemented the principles of democratic centralism, collective leadership, and individual responsibility, followed working regulations, and proactively led, directed, and concretized the policies and directives of the Central Committee, the Provincial Party Committee, and the Party Committee in accordance with its tasks and powers; it has fostered intelligence, dynamism, and creativity, leading Party members to overcome difficulties and strive to successfully fulfill their assigned responsibilities and tasks.
The Party Committee has actively reformed its leadership and guidance, identifying key tasks to focus on, ensuring that the Party Branch's leadership and guidance are not interrupted or neglected. Cadres and Party members in all departments have demonstrated a high sense of responsibility, proactiveness, and creativity in advising on and implementing political tasks, thereby improving operational efficiency.
At the congress, delegates focused on discussing and contributing to the Political Report and the action program for implementing the Congress Resolution for the 2025-2030 term. They also discussed and contributed many insightful opinions to the draft documents of the higher-level congresses.
Delivering a guiding speech at the Congress, Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee and Standing Deputy Secretary of the Party Committee of the Provincial People's Committee, acknowledged and highly appreciated the early organization of the Congress, which was conducted promptly, seriously, and in accordance with the principles, Charter, and regulations of the Party. This demonstrates the unity and determination to further enhance the leadership capacity and fighting strength of the Party Branch of the Party Committee of the Provincial People's Committee.
Since its establishment, with a spirit of urgency, without interruption or neglect of tasks, the Party Branch has proactively overcome all difficulties and led the implementation of the agency's political tasks according to its assigned functions and duties. Through this, it has contributed to the leadership and implementation of tasks by the Provincial People's Committee Party Committee. The achievements of the Party Branch have contributed to the results of the implementation of tasks by the Provincial People's Committee Party Committee. These are fundamental and extremely important prerequisites and favorable conditions for the Party Branch of the Provincial People's Committee Party Committee to continue to develop strongly and steadily in the 2025-2030 term.
In the coming period, along with the rest of the country, Quang Ninh province will continue to implement the policy of reforming and streamlining the organizational structure of the political system to ensure efficient and effective operation; at the same time, it will urgently and decisively implement socio -economic development tasks with a very large volume of work... The comrade suggested that the Party branch focus its intellect on setting feasible goals, directions, tasks, and solutions, concretizing them into programs and plans, and contributing opinions to the draft documents of the higher-level Party congress.
Simultaneously, immediately begin building and implementing the action program to carry out the Congress Resolution. Implementation measures need to be thoroughly researched, ensuring scientific accuracy and effectiveness; develop and promulgate regulations and rules; build a work program and a comprehensive inspection and supervision program for the entire term; innovate the form of meetings and increase the proportion of thematic meetings. Particular attention should be paid to innovating and improving the quality of resolutions and the methods of formulating them, focusing on achievable issues and demonstrating determination to implement them; Party building work should be closely linked to the fulfillment of the agency's political tasks...
With a sense of urgency and seriousness, adhering closely to the Party's regulations and principles, especially the principle of democratic centralism, and fully utilizing the authority and responsibility of the Party committee, Party organizations, and the head of the Party committee, the Party Branch Congress of the Provincial People's Committee Party Committee Office completed all its contents and programs, ensuring safety, practicality, and effectiveness. It serves as a model to be replicated in other grassroots Party branches and committees, aiming towards the successful organization of the Provincial People's Committee Party Congress for the 2025-2030 term.
