The Ministry of Construction has just sent a document to the Vietnam Road Administration and Phuong Thanh Transport Investment and Construction Joint Stock Company (investor) regarding investment in expanding the Phap Van - Cau Gie expressway under the public-private partnership (PPP) method.
It is necessary to expand the Phap Van-Cau Gie expressway.
Accordingly, the Ministry of Construction agrees with the proposal of the investor and project enterprise on the necessity of studying investment in expanding the Phap Van - Cau Gie expressway under the PPP method.
The expansion aims to meet transportation needs, reduce traffic congestion, promote regional socio-economic development, and gradually complete the road network planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister.
"The Vietnam Road Administration shall coordinate with the project investor/enterprise and relevant agencies to implement the next steps to ensure compliance with legal regulations," the Ministry of Construction directed.
Previously, on March 7, Phuong Thanh Transport Investment and Construction Joint Stock Company sent a document to the Ministry of Construction proposing to expand the Phap Van - Cau Gie expressway to 10 - 12 lanes under the PPP method.
This enterprise said that currently, the traffic volume on the Phap Van - Cau Gie route is very large. According to calculations from toll collection data, the average converted car volume in 2024 for both directions is about 85,000 xcqđ/day and night. This volume exceeds the volume according to the design documents (about 55,400 xcqđ/day and night).
Therefore, expanding the Phap Van - Cau Gie expressway to 10 - 12 lanes is extremely necessary, in line with the road network planning for the 2021-2030 period, with a vision to 2050.
3 options for highway expansion
Through preliminary research, Phuong Thanh Transport Investment and Construction Joint Stock Company also proposed 3 options for expanding the expressway.
Option 1, expanding from Phap Van intersection to Phu Thu intersection. To limit the volume of land clearance and limit the impact on the lives of people on both sides of the road, the expanded route will be arranged on the viaduct running along the route, the viaduct part will be arranged on the strip of land between the expressway and the service road.
Option 2, expanding from Phap Van intersection to Dai Xuyen intersection, the expanded route will be arranged on the viaduct running along the route, the viaduct part will be arranged on the strip of land between the highway and the service road.
Option 3, expanding from Phap Van intersection to Dai Xuyen intersection. In particular, the section from Phap Van intersection to Khe Hoi intersection passing through many residential areas is proposed to be arranged as an overpass running along the route to limit the volume of land clearance and limit the impact on the lives of people on both sides of the road.
The Phap Van - Cau Gie Expressway Project is approximately 29km long. The starting point is at Km 182+300 (Phap Van Intersection). The end point is at Km 211+256 (Dai Xuyen Intersection). The cross-section is 33.5m wide, including 6 lanes for motor vehicles.
The project is invested in two phases. Phase 1 was completed and toll collection began in October 2013. Phase 2 was completed and put into operation on July 5, 2019.
