More motivation for border economic development

Socio-economic development in border localities, border gates in general, and border economic zones in particular has always been of interest to Quang Ninh province with many preferential policies to increase state budget revenue, help border localities develop more strongly, as well as improve the quality of life of people in border areas.

As recently at the 19th Session, the 14th Provincial People's Council passed Resolution No. 218/NQ-HDND dated July 10, 2024 on approving the Master Plan for the construction of Bac Phong Sinh Border Gate Economic Zone, Quang Ninh Province to 2045.

Bac Phong Sinh Border Gate Economic Zone was established on September 13, 2002 under Decision No. 115/2002/QD-TTg of the Prime Minister. This is one of three border gate economic zones in Quang Ninh province, along with Mong Cai and Hoanh Mo - Dong Van. The planning scope according to the boundary of the establishment of Bac Phong Sinh Border Gate Economic Zone includes the entire administrative boundary of Quang Duc commune, Hai Ha district, Quang Ninh province, limited to: The East borders Hai Son commune, Mong Cai city; The West borders Quang Son commune, Hai Ha district; The South borders Quang Thanh commune and Mong Cai city; The North borders the border with China. The planning scale covers an area of about 9,373.43 hectares. Planning period: Short-term planning until 2030, long-term planning until 2045.

The objective of the planning is to develop Bac Phong Sinh Border Gate Economic Zone according to the model of a comprehensive, multi-sector, multi-sector economic zone, with a focus on developing trade, services, tourism, and processing industries; closely linked with Hai Ha Industrial Park - Seaport to form a hub for gathering, transiting, and importing and exporting goods and services; together with Hoanh Mo - Dong Van Border Gate Economic Zone, supporting Mong Cai Border Gate Economic Zone to ensure continuity and maintain continuous operations, promoting the development of border gate economic zones.

Building a northern border urban area of Hai Ha district with a harmonious urban space, synchronous technical infrastructure and its own identity; solving social problems, redistributing labor and population of a border, mountainous and ethnic minority area to improve the material and spiritual life of the people. Building an economic zone with guaranteed national defense, strong security and order, social safety, consolidating national defense, protecting national sovereignty and territorial integrity, and border security.

Developing the Bac Phong Sinh Border Gate Economic Zone with a focus on trade, services, tourism, small-scale industry, high-value agriculture and forestry; Traffic gateway, important national and international trade transit point of the Bac Bo Gulf Economic Belt; A place to attract and promote investment and business activities based on the system of national border gates and interconnected secondary border gates; An area with an important position in terms of national security and defense...

Previously, in order to improve the import-export capacity in the area, Quang Ninh province (Vietnam) coordinated with Guangxi Zhuang Autonomous Region (China) to officially announce the opening of the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate pair, including the Bac Phong Sinh (Vietnam) - Ly Hoa (China) customs clearance. This is a step to concretize the viewpoints, goals, orientations and solutions to implement the development plan of the Hoanh Mo - Dong Van Border Gate Economic Zone and Bac Phong Sinh Border Gate Economic Zone approved by the Government, Prime Minister, central ministries, branches and Quang Ninh province, and directed for implementation.

The event is also one of the contents that concretizes the results of the official visit to the Guangxi Zhuang Autonomous Region (China) by the high-ranking delegation of Quang Ninh province in February 2024, contributing to strengthening the friendly exchange relationship and comprehensive cooperation in all fields between Quang Ninh province and the Guangxi Zhuang Autonomous Region.

In recent years, import-export activities and border economic zones have contributed to the socio-economic development and economic growth of Quang Ninh province.
