The highlight in building a cultural environment in residential areas in Ninh Binh city is that the movements "All people unite to build a cultural life", "All people unite to build new rural areas and smart cities" are increasingly developing, creating a strong spread, arousing the sense of responsibility and dedication of all people, promoting the positivity, proactiveness, creativity and internal strength of the people.
At the same time, the National Target Program on New Rural Development for the 2021-2025 period implemented by the city has attracted high consensus from the people. The city has mobilized resources to invest in building cultural and sports institutions according to the motto of socialization.
Mobilizing resources to build cultural and sports facilities has been promoted. 100% of cultural villages and residential groups have been planned by the People's Committees of communes and wards for land to build entertainment and sports areas.
In the past 10 years (from 2014 to 2024), 5 communal cultural houses, 4 ward and commune stadiums have been newly invested in, and 25 village and town cultural houses have been newly built. In addition to the State's investment resources, localities have also proactively promoted people's resources, actively exploited and found solutions to create funding sources to build grassroots cultural and sports institutions. Along with contributing labor and money, many households have also voluntarily donated land to clear the ground to build grassroots cultural institutions. Thanks to that, many grassroots institutions have been built from socialized sources.
Every afternoon at the Cultural House of Binh Khang Street (Ninh Khanh Ward) there are always many people coming to play and exercise after a day of work and study. This is a residential area where people used to mainly produce agriculture and then switched to other occupations when urbanized, so the lives of some people are not well-off. However, people in the street always support the contribution of funds to build cultural institutions.
Since 2019, the people of the city have repeatedly supported working days and funds to repair, upgrade, and invest in purchasing equipment for the cultural house with a budget of hundreds of millions of VND. Currently, the area of the cultural house has become a place for people to participate in outdoor exercise, play table tennis, practice folk dance, and participate in club activities...
Mr. Hoang Quang Vinh, Head of Binh Khang Residential Group, said: The grassroots cultural and sports institutions that have been gradually invested in and built have truly played their role, meeting the needs of cultural enjoyment, improving spiritual life, promoting cultural, artistic and sports movements in residential areas. All residents agree with the policy of mobilizing resources from the people to complete cultural and sports institutions, to improve the cultural life of the people.
The results from the investment in building grassroots cultural and sports institutions in the area have promoted the development of cultural, artistic and sports movements in the city, strengthening the spirit of solidarity among the people; encouraging everyone to join hands and unite in building new rural areas and building cultural life at the grassroots level.
Currently, the city has the City Culture, Sports and Broadcasting Center; 14/14 Cultural and Sports Centers of communes and wards; more than 20 art clubs; 193 mass art teams with a total of 3,676 members participating. The mass sports movement has become an indispensable need for local people.
Every year, communes and wards organize 10-15 sports competitions and friendly matches. The city organizes an average of 22-27 sports competitions and friendly matches. Up to now, the number of people participating in regular sports training has reached 47.1%; high-performance sports have achieved 334 medals of all kinds in the past 10 years.
Comrade Dinh Thanh Son, Head of the Department of Culture and Information of Ninh Binh city, said: Promoting the effectiveness of the movement "All people unite to build a cultural life", in which building a cultural environment in residential areas has been directed by Party committees and authorities from the city to the grassroots level, actively deployed and effectively coordinated by the Vietnam Fatherland Front, sectors and organizations, attracting over 99% of households to participate.
The implementation of civilized lifestyle in weddings, funerals and festivals has been seriously promoted and implemented by all levels, sectors and localities. Backward customs, superstitions, commercial manifestations and profiteering have been condemned and eliminated, while cultural beauty in weddings, funerals and festivals is gradually being affirmed. On average, each year, the whole city has over 95% of weddings and 98% of funerals organized to ensure the implementation of civilized lifestyle.
The development and implementation of village covenants and conventions are regularly deployed in community life. 183/183 villages and towns have village covenants and conventions recognized by competent authorities and effectively implemented in association with the life of each residential community, contributing to the implementation of grassroots democracy. 100% of village covenants and conventions in the area have content on implementing civilized lifestyles in weddings, funerals and festivals.
In addition, the movement to build a clean and beautiful landscape environment has been actively responded to by the people; the people's awareness of compliance, the responsibility of residential groups, villages and organizations towards regulations on urban order and environmental sanitation has been raised to a new level.
With the motto "The State and the people work together", in recent years, along with the investment of the State, the people have voluntarily donated thousands of square meters of land and contributed working days, construction materials for roads, sidewalks, drainage systems, and cultural houses worth billions of VND, contributing to making the appearance of villages, streets, and cities have clear changes, becoming brighter, greener, cleaner, and more beautiful. Many wards and communes have proactively installed security camera systems to ensure security and order in residential areas.
Over the past 10 years, the implementation of socio-economic development tasks in Ninh Binh city has achieved positive results. The cultural and social fields have made much progress, social security has been ensured, and people's lives have been constantly improved. In particular, investment in the city's cultural and sports sectors has increased day by day. This result has significantly contributed to building a healthy, safe, and civilized cultural environment in residential areas, increasing the rate of cultural families in the whole city from 86% (in 2014) to 97.4% (in 2023).
