In his opening speech, Prime Minister Pham Minh Chinh said the meeting aimed to review and evaluate the work done since the 6th meeting on July 13.
After the 6th meeting, ministries, branches and localities have proactively coordinated and made efforts to implement assigned tasks; focused on overcoming difficulties, especially in compensation, support, resettlement, the work of providing common construction material mines, speeding up investment preparation and project implementation. The situation has many positive changes, many obstacles have been resolved.
For example, the Long Thanh airport project has selected a contractor for the terminal according to regulations; this August the project must start construction, as long as it is implemented publicly, transparently, and in accordance with regulations, and there must be no negativity or group interests in bidding and auction.
The Prime Minister requested the members of the Steering Committee, provinces and centrally-run cities to carry out their assigned tasks with a spirit of speed, even faster for the development as required by the 13th National Party Congress, meeting the people's demands. Investors, contractors and consultants must uphold their sense of responsibility at this time to speed up the progress of project implementation.

According to the Prime Minister, the three strategic breakthroughs are being carried out in the right direction and must be "taken advantage of the victory" to continue implementation, in the context of the requirement to quickly have connecting infrastructure for development. The Politburo has also issued resolutions on six socio-economic regions, emphasizing the need to develop transport infrastructure. On the other hand, in the context of many difficulties and challenges, it is necessary to promote public investment to contribute to promoting growth.
According to the Prime Minister, this is an important historical moment, and we need to strive so that by the end of the 13th Party Congress, we will complete the expressway system from North to South, from East to West, and connect regions across the country.
The Prime Minister requested members of the Steering Committee, leaders of ministries, branches and localities to focus on discussing and assessing the situation, especially pointing out difficulties, obstacles and shortcomings; proposing tasks and solutions, especially regarding site clearance, meeting the demand for common construction materials...
The spirit is to be even faster, "only discuss action, no retreat"; resolve any problems where they arise, resolve them at that level; talk goes hand in hand with action, must have results when done, "weigh, measure, count"; ensure progress, quality, safety of projects, create new development space, new urban areas, service areas, industrial parks, create jobs and livelihoods for people.
The Prime Minister also requested to quickly carry out site clearance work, quickly stabilize the material and spiritual life of the people; take advantage of this opportunity to restructure the population.

The Prime Minister cited the experience of Hanoi and Ho Chi Minh City, which had difficulties in site clearance, but with great determination, these two large cities have basically cleared the site for the projects of Ring Road 4 in the Hanoi Capital Region and Ring Road 3 in Ho Chi Minh City.
The important thing is to have a clear mind, high determination, and great effort to "turn nothing into something, turn difficult into easy, and turn impossible into possible".
The Prime Minister affirmed that with high determination, all for the benefit of the nation and people, there is no problem that cannot be solved, no difficulty that cannot be overcome; in the process, it is necessary to cut down on cumbersome and unnecessary procedures.
