Speaking at the conference, Deputy General Director of Vietnam Social Security Nguyen Duc Hoa emphasized: In the 30 years of implementing health insurance policy, Vietnam has achieved remarkable results, coverage has increased gradually over the years and ensured the goal of universal coverage, the Health Insurance Fund has contributed to effectively replacing the health financing mechanism.

Along with that, ensuring the right to medical examination and treatment for people with health insurance cards has achieved many progressive results. However, according to Deputy General Director Nguyen Duc Hoa, the implementation of health insurance policy in Vietnam still faces many challenges: Although coverage is wide, development lacks sustainability; health insurance premiums in terms of ratio/income are high, but still quite low compared to practical requirements, while benefits are continuously expanded and improved for patients; the balance between the capacity of medical examination and treatment facilities has not been ensured, especially there is still a large number of people going for medical examination and treatment outside;... Arising from practice, it shows that there are still many shortcomings in the Law on Health Insurance, so it is necessary to quickly amend it to overcome these shortcomings and limitations.

“The implementation of the Law on Health Insurance has revealed many shortcomings; health insurance policies need to be adjusted to address current difficulties, in line with the current context. In addition, some issues arising from the implementation of both the policy framework and the management of social insurance activities need to be considered as points that need to be discussed and discussed thoroughly to be institutionalized in the law to ensure the operating principles of the Health Insurance Fund while still ensuring the rights and obligations of the parties participating in the health insurance policy,” Deputy General Director Nguyen Duc Hoa emphasized.

Appreciating the great progress in implementing Vietnam's health insurance policy, Dr. Angela Pratt - Chief Representative of the World Health Organization (WHO) in Vietnam emphasized: "In the coming time, Vietnam will strive to achieve health insurance coverage of 95% of the population by 2025. Achieving this rate, Vietnam will be the country with the highest rate of health insurance participants in the Western Pacific region".

According to Dr. Angela Pratt, Vietnam is under great pressure to mobilize health insurance resources and ensure the sustainability of the Health Insurance Fund, as well as to strengthen services at all levels of the health system. “We once again emphasize the resilience and adaptability of the health system in a constantly changing world.

From the experience of the recent Covid-19 pandemic, we hope that we will not have to face similar difficulties when the complexity and difficulties have been clearly revealed: climate change, population aging... To solve these problems, larger resources are required, and Vietnam needs to consider the resources to meet these requirements in amending the Law on Health Insurance".

Ms. Angela Pratt, Chief Representative of the World Health Organization (WHO) spoke at the workshop.

"The World Health Organization is committed to working with the Vietnam Social Security, the Ministry of Health and other key partners towards the goal of improving the health of the Vietnamese people. To do so, the Ministry of Health and the Vietnam Social Security need to work together and be empowered."

At the workshop, experts focused on assessing the implementation of the Law amending and supplementing a number of articles of the Law on Health Insurance and the role of the fund management agency in participating in the development and implementation of health insurance policies; the expected contents of the amendments to the Law on Health Insurance this time; as well as international experience on the role and authority of the Health Insurance Fund management agency (Selecting and signing contracts with health service providers.

Controlling medical service costs; Appraising and controlling medical examination and treatment costs under health insurance; Recommendations for Vietnam); criteria and roadmap for adjusting/supplementing or expanding health insurance benefit packages (payment for screening services, early diagnosis of some diseases, nutritional products in treatment, etc.), benefits compared to health insurance contribution levels and recommendations for Vietnam.
