(NLDO) - Emphasizing that the Ministry of Finance is the "core" ministry - the "blood vessel" of the economy, Deputy Prime Minister Ho Duc Phoc requested that "once the arrangements are completed, the work must run".
On February 7, Deputy Prime Minister Ho Duc Phoc chaired a meeting on the draft Decree regulating the functions, tasks, powers and organizational structure of Vietnam Television (VTV) and the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Finance (after merging, rearranging and streamlining the organizational apparatus).

Reporting at the meeting, Mr. Nguyen Thanh Lam, General Director of VTV, said that according to the latest plan, after the arrangement, VTV will reduce from 27 units to 22 units belonging to the blocks assisting the General Director, specialized units, ensuring streamlining according to the correct ratio (18.5%).
At the meeting, representatives of the Government Office, the Ministry of Home Affairs, the Ministry of Justice, the Ministry of Information and Communications, and the Ministry of Finance discussed and highly agreed with VTV's explanation, especially regarding its tasks and organizational structure; stating that VTV had performed very methodically, in accordance with the Party's policies and legal regulations.
Deputy Prime Minister Ho Duc Phoc gave his opinion on the number of units under VTV, including VTV Times; the implementation of foreign television tasks, VTV's financial mechanism; and the handling of assets after taking over the functions and tasks of television stations. Concluding on this content, the Deputy Prime Minister requested VTV to absorb and complete the draft Decree and submit it to the Government as planned.
Regarding the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Finance (after consolidation and merger), Deputy Minister of Finance Nguyen Duc Chi said that the draft inherits and restructures the functions, tasks and powers of the current Ministry of Finance and Ministry of Planning and Investment, ensuring coverage of the entire field of state management and other related fields.
Arrange and merge organizations and units of the Ministry of Finance and the Ministry of Planning and Investment to ensure the principle that one organization performs many tasks, and one task is assigned to only one unit with primary responsibility; merge Vietnam Social Security into a focal point under the Ministry of Finance; and at the same time, restructure internal organizations.
According to preliminary calculations, after merging the two ministries and merging Vietnam Social Security into the Ministry of Finance, the number of focal points will decrease by about 3,600, equivalent to 37.7% compared to the current number of focal points of units and organizations of the Ministry of Finance, Ministry of Planning and Investment, and Vietnam Social Security.
Of which, 2 focal points at the ministerial level and government agencies; 6 focal points at the general department level; 98 focal points at the department, bureau and equivalent levels under the ministry; 336 focal points at the department, bureau and equivalent levels under the general department; about 3,100 focal points from the department, branch and equivalent levels under the department, bureau and equivalent levels under the ministry and below...
At the meeting, Minister of Planning and Investment Nguyen Chi Dung emphasized that streamlining the organizational apparatus is a very big and important issue, especially in the new context, we are preparing a new mindset to enter a new era.
In response to that request, the Minister said that there must be a strong apparatus that operates effectively, efficiently, and smoothly from top to bottom, horizontally and vertically to successfully achieve the set goals. In the past, the Minister assessed that the two ministries have closely coordinated in this matter.
The leaders of the Ministry of Planning and Investment also proposed that the arrangement and organization of the new Ministry of Finance should inherit the functions and tasks of the two ministries and related agencies, ensuring no omissions, no overlap, and smooth and effective operation.
Concluding the meeting, Deputy Prime Minister Ho Duc Phoc gave his opinions on the contents related to the merger of Vietnam Social Security; organization of departments in some special cases; organization of the system of statistical agencies, specialized inspection; public service units; reception, arrangement of personnel, ensuring facilities... for the operation of the new Ministry of Finance.
The Government leader requested the two ministries and relevant agencies to continue reviewing and ensuring that no functions, tasks, or scope of work are left out so that the new apparatus can operate smoothly and effectively. According to the Deputy Prime Minister, the Ministry of Finance is the "core" ministry - the "blood vessel" of the economy, so once the arrangement is complete, the work must run.
According to the report at the meeting, the arrangement and consolidation of organizations and units of the Ministry of Finance and the Ministry of Planning and Investment must ensure the principle that one organization performs many tasks, and one task is assigned to only one unit with primary responsibility; the merger of Vietnam Social Security into a focal point under the Ministry of Finance; and at the same time, the internal organizational structure of Vietnam Social Security must be implemented to ensure streamlining, effective and efficient operations.
End the general department model at general departments and equivalents, convert them into department-level units under the Ministry; build a streamlined internal apparatus, reduce staff units, internal management, reduce intermediate levels, and ensure sufficient authority to perform assigned functions and tasks.
