According to the report of the Project Management Board of Agricultural and Rural Development Works, up to now, the project has started and implemented 5/7 packages (2, 3, 4, 5, 6); package 1 has not yet had a construction site; package 7 dredging will be implemented after the embankment is built. The construction value reached 114.4/656.823 billion VND, reaching 17.42% of the contract value.
During the implementation process, the project encountered many difficulties in site clearance. Up to now, Dien Bien district has only approved and paid money to 119/285 households; Dien Bien Phu city has not approved. Especially, the work of verifying the origin of land in Thanh Truong, Muong Thanh and Nam Thanh wards has been very slow; the government has not strictly managed the riverside land, people have reclaimed the land for cultivation and farming on the land; there is an overlap between previously implemented projects.
In Dien Bien district, the People's Committees of Thanh Chan, Thanh Xuong and Thanh Hung communes are slow in verifying the origin of land, the time of asset creation, verifying the population; households and individuals directly involved in agricultural production and the area of agricultural land in use. Thanh Chan commune has 1 household, Thanh Xuong commune has 28 households and individuals who have received full compensation but have not yet handed over the land, 8 households have not yet conducted an inventory, 30 households are cultivating on industrial crop land managed by the District People's Committee; Thanh Hung commune is still verifying 6 households and individuals directly involved in agricultural production and 1 organization.
To speed up the project progress, Vice Chairman of the Provincial People's Committee Lo Van Tien directed: In the coming time, the investor and local authorities will seriously implement the conclusion announcement of the Chairman of the Provincial People's Committee at previous meetings. The investor will continue to proactively coordinate with the People's Committee of Dien Bien Phu City and Dien Bien District in site clearance work, striving to speed up the progress as quickly as possible. Dien Bien District People's Committee needs to resolutely implement and thoroughly resolve site clearance problems. In cases where there is still no consensus despite meeting, propagandizing and mobilizing many times, coercive measures must be taken in accordance with the provisions of law.
