Chairman of the Provincial People's Committee Le Thanh Do emphasized: This is the first conference to meet and dialogue between the Chairman of the Provincial People's Committee and representatives of farmers in the province. It is an opportunity for the Provincial People's Committee, all levels, sectors and localities to listen to opinions, recommendations and reflect on issues that farmers are concerned about. From there, there will be solutions to support and remove difficulties and obstacles.
Delegates, officials and farmer members had 14 recommendations to the Chairman of the Provincial People's Committee. They focused on the following contents: Solving the employment needs of rural workers; solutions to speed up the implementation of macadamia planting projects; land consolidation in communes in the Dien Bien basin; payment to households contributing land and wages to workers in the macadamia planting project between Dien Bien Macadamia Company and people of Tuan Giao district from 2015, 2016, 2017; solutions to promote and introduce products to develop the population of ancient Shan Tuyet tea trees in Tua Chua; adjusting the policy of payment for forest environmental services between the Da and Ma river basins; creating conditions for farmers to borrow capital to develop production; requesting competent authorities to pay attention to allowances for the positions of Farmers' Association Branch Heads in villages, hamlets and residential groups.
Chairman of the Provincial People's Committee Le Thanh Do directly responded, clarified and assigned leaders of relevant departments, agencies and branches to respond to farmers at the conference. For opinions and recommendations that require time to be examined and clarified, the Provincial People's Committee assigned relevant agencies and units to study and will have written responses and notifications. The Chairman of the Provincial People's Committee directed departments, branches, sectors and localities to continue to thoroughly grasp and seriously and effectively implement Plan No. 3099/KH-UBND dated July 21, 2023 of the Provincial People's Committee on implementing Resolution No. 26/NQ-CP dated February 27, 2023 of the Government and Action Program No. 04-CTrHD/TU dated February 16, 2023 of the Provincial Party Standing Committee to implement Resolution No. 19-NQ/TW of the 13th Party Central Committee on agriculture, farmers and rural areas by 2030, with a vision to 2045.
Based on the conditions and practical situation, relevant levels and sectors continue to pay attention, regularly follow the grassroots, listen to the aspirations of farmers to have solutions to propagate, disseminate, mobilize, and guide production increase and economic development. Timely propose and advise competent authorities to promulgate, adjust, and supplement mechanisms and policies to encourage and support farmer members to actively participate in production development, improve output and quality of agricultural products, contributing to increasing income and improving the lives of farmers in the area. Farmers' Associations at all levels in the province and all cadres and farmer members continue to promote the tradition of patriotism, solidarity, self-reliance, overcome all difficulties, enthusiastically compete in labor production, actively participate in building new rural areas to contribute to the cause of building and developing Dien Bien province to become increasingly rich, civilized, and modern.
