On the afternoon of June 10, comrade Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a conference to evaluate the progress of disbursement of career capital for national target programs (NTPs) and the situation of investment capital settlement in the province in 2024.
Attending the conference were comrade Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Trong Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Giang Thi Dung, Vice Chairman of the Provincial People's Committee; leaders and representatives of departments, branches and localities in the province.
In 2024, the total central budget to support the implementation of national target programs in the province is 1,367.2 billion VND (534.3 billion VND of transferred funds in 2023 and 832.9 billion VND of newly allocated funds). The total budget allocated to the district-level People's Committees, provincial-level agencies and units for implementation is 1,192.4 billion VND; the remaining 174.8 billion VND has not been allocated.
According to the aggregated data of the standing agencies of the national target programs, by the end of June 9, 2024, the 3 national target programs in 2024 had disbursed 58.4/1,367.2 billion VND, equal to 4.3% of the central budget (the poverty reduction program disbursed 24.4/418 billion VND; the ethnic minority program disbursed 31.9/895.2 billion VND; the new rural program disbursed 2/53.9 billion VND).
At the conference, representatives of departments, branches, sectors and localities discussed and clarified difficulties and obstacles and proposed solutions to remove difficulties and speed up the disbursement of capital for national target programs.
Concluding the conference, Mr. Trinh Xuan Truong, Chairman of the Provincial People's Committee, emphasized: Implementing national target programs is a key task, requiring the attention and direction of all levels and sectors, in which the role of the presiding agencies is very important. Recently, although the National Assembly issued Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs, the Lao Cai Provincial People's Council immediately implemented them, but the disbursement results were still low, not meeting the requirements set out.
The Chairman of the Provincial People's Committee said that the coordination between the presiding agencies and localities was not good, so the synthesis, data, causes of difficulties, problems and proposed solutions were not clear, leading to untimely and ineffective direction and management.
Therefore, in the coming time, Lao Cai province must effectively implement Resolution 111/2024/QH15 of the National Assembly. In particular, for unallocated capital (VND 174.8 billion), it is necessary to allocate all of it in July 2024. Review, study, and propose adjustment plans for unusable capital sources (component projects that are no longer supported or do not meet the conditions for disbursement of funds according to regulations or have low disbursement rates) to supplement the implementation estimates for other component projects in the same national target program.
The Department of Planning and Investment advises and submits to the Provincial People's Committee a draft on assigning goals and tasks to Muong Khuong and Bac Ha districts to pilot the decentralization mechanism in management and organization of implementation of national target programs for the period 2024 - 2025 in Lao Cai province.
Regarding production development projects, it is recommended that districts focus on resolving difficulties and obstacles, actively seek out key stakeholders; urge communes to strengthen inspections, strictly implement discipline and order related to budget spending; District Steering Committees maintain meeting and reporting regimes, promptly grasp difficulties and obstacles at the grassroots level to find solutions.
The Chairman of the Provincial People's Committee requested all levels and sectors to proactively implement the contents, review and report in detail and specifically the remaining contents, propose solutions to remove them, contributing to speeding up the disbursement progress of budget capital under the National Target Programs.
