“The chairman is at the top, followed by the vice chairmen, then the head of the economic infrastructure department. Everyone must be dedicated and devoted.” That was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi at the Conference on implementing the tasks of the Steering Committee for implementing national target programs (MTQG) and promoting the disbursement of public investment capital in 2025 on the afternoon of February 19.
The Chairman of the Provincial People's Committee emphasized that we must focus on the human factor, starting with the cadres. Any individual who does not perform must be resolutely transferred and replaced with the right responsibilities, functions, and tasks.
Directors of departments, branches and localities must promote their role and responsibility as leaders. Any leader who is dedicated and closely concerned with his/her tasks will be successful.
Because reality has proven that there are districts that, despite difficulties, still complete their tasks very well. For units and groups that do well, the Provincial People's Committee will promptly reward and encourage them.
At the conference, departments, branches and localities focused on discussing solutions to accelerate disbursement of capital for national target programs in 2025.
Regarding the National Target Program on New Rural Development, Director of the Department of Agriculture and Rural Development Pham Tuan Anh affirmed that compared to other programs, the implementation of this program has many advantages. However, to speed up the progress, localities need to proactively and actively arrange counterpart funds.
“For the capital transferred from 2024, localities have fully prepared the procedures so they should focus on implementation. Some districts registered to complete the new rural area in 2025 must focus on completing the targets,” Mr. Pham Tuan Anh proposed.
Regarding the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Head of the Provincial Ethnic Minorities Committee Bui Ngoc Son said that localities, departments and branches need to take more drastic action. Because the current capital source is very large, if not fully implemented, the poor people in the area will be disadvantaged.
Regarding the National Target Program on Sustainable Poverty Reduction, Deputy Director of the Department of Labor, Invalids and Social Affairs Hoang Viet Nam said that the current slow disbursement situation partly stems from the fear of making mistakes and taking responsibility.
In particular, it is necessary to mention the staff, especially the commune-level staff directly involved in the project. For the two districts with large programs and projects, Tuy Duc and Dak Glong, it is necessary to proactively transfer project resources.
“The difficulties and obstacles in implementing the national target programs have been resolved. The important thing now is whether all units and localities dare to think and act or not?”, Mr. Nam emphasized.
Regarding the progress of implementing national target programs, Chairman of Dak Glong District People's Committee Tran Nam Thuan affirmed that, up to now, the locality has basically resolved difficulties in district and commune planning.
Now, there are only problems related to the Program for developing medicinal economic resources in ethnic minority and mountainous areas. “We are looking for ways to gradually resolve this difficulty. As for other projects, the district strives to disburse all capital by 2025,” Mr. Thuan pledged.
Chairman of Dak R'lap District People's Committee Nguyen Quang Tu informed that up to now, the locality has disbursed 162/271 billion VND of capital from national target programs, reaching 68% of the plan. Of this, the new rural program accounts for a large amount of capital.
“We are focusing resources on completing the targets to strive for the new rural district by 2025. Some other programs have low disbursement rates, the district will have instructions to overcome them to focus on disbursement,” Mr. Tu affirmed.
Regarding the disbursement of public investment in general and national target programs in particular, Vice Chairman of the Provincial People's Council Mai Thi Xuan Trung emphasized that 2025 is the last year of the period, and the province does not have much time left.
There are still some career capital sources that cannot be disbursed or have low disbursement. Departments, branches and localities urgently review and promptly submit to the Provincial People's Council to transfer to projects with good disbursement.
The Provincial People's Committee strengthens inspection and examination to improve the effectiveness of implementation of projects under the programs.
Concluding the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that there is no way back in 2025. There are even gaps that cannot be retreated, and Dak Nong must overcome them at all costs.
Projects and constructions must be accelerated 5-6 times. To do this, immediately after the conference, districts and investors must send to the Provincial People's Committee a list of projects to be invested in under the 3 National Target Programs.

On the investor side, actively invite contractors, especially contractors of key projects to work and have commitments with the locality. For contractors still having legal problems, the investor must strictly manage their financial resources, avoiding favoritism in handling work.
During the implementation of projects, investors must promptly propose and make recommendations on any issues that can or cannot be resolved. The Provincial People's Committee promises to resolve them thoroughly, avoiding the situation where every issue is discussed at a meeting, leading to delays and wasting time.
In the period of 2022-2025, the capital source for the development of 3 national target programs in Dak Nong is 3,813 billion VND . By January 31, 2025, the whole province disbursed nearly 2,180 billion VND, reaching 70.7% of the plan. Of which, the national target program for socio-economic development in ethnic minority and mountainous areas is 670 billion VND, reaching 79.1%; the national target program for sustainable poverty reduction is 416 billion VND, reaching 78.2% ; the national target program for new rural construction disbursed nearly 65.8 billion VND, reaching 80.6%.
