On the afternoon of March 6, Prime Minister Pham Minh Chinh chaired a conference to remove difficulties and obstacles to promote the development of social housing. The conference was connected online to 63 provincial and municipal bridges nationwide.

According to the report of the Ministry of Construction, 1,309 locations with a scale of 9,737 hectares of land have been planned nationwide for social housing. Many localities have paid attention to and allocated social housing land in convenient locations, near urban centers and industrial parks, ensuring technical infrastructure and social infrastructure such as: Dong Nai (1,064 hectares), Quang Ninh (666 hectares), Hai Phong (336 hectares), Binh Duong (408 hectares),...
From 2021 to present, the whole country has 655 social housing projects implemented with a scale of 593,428 units, of which 103 projects have been completed with a scale of 66,755 units; 137 projects have started construction with a scale of 114,618 units; 415 projects have been approved for investment with a scale of 412,055 units. In 2024 alone, the whole country has 28 projects with a scale of 21,874 units completed.

Some localities have a high completion rate compared to the target of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" in 2025 such as: Khanh Hoa (3,364/3,400, reaching 98.9%), An Giang (1,809/2,500, reaching 72.4%), Binh Dinh (4,427/6,400, reaching 70%). Some localities have a large number of completed social housing such as: Hanoi (11,334 units), Hai Phong (5,242 units), Bac Ninh (7,020 units), Bac Giang (5,078 units).
In Thanh Hoa, according to the Project, by 2030 the province must complete at least 13,787 apartments. Of which, phase 1, from 2021-2025, will complete 6,287 apartments; phase 2, from 2026-2030, will complete 7,500 apartments. Currently, there are 13 projects being implemented and 14 projects selecting new investors; to date, about 2,197 apartments have been completed.
According to Deputy Minister of Construction Nguyen Van Sinh, the goal in 2025 is for the whole country to complete the construction of 100,000 social housing units.
However, in addition to the achieved results, there are still many difficulties and obstacles in the process of implementing the policy of developing social housing such as: Most localities have not paid attention to and have not included the target of developing social housing in the annual and 5-year socio-economic development plans of the locality. The planning of land for social housing in some localities is still far from the center, inconvenient for transportation, and does not ensure technical infrastructure and social infrastructure. The slow site clearance work has led to the failure to hand over the site to the investor, affecting the project progress.

The implementation of administrative procedures for social housing projects (approval of investment policies, selection of investors, land allocation, appraisal, licensing...) is still complicated, lacking synchronous and close coordination between relevant agencies, leading to slow administrative procedure settlement, prolonging project implementation time...
At the conference, representatives of ministries, branches, localities and enterprises focused on discussing and proposing many solutions to remove identified difficulties and obstacles with the goal of effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030".
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized the role, significance and importance of implementing the policy of building social housing. The Prime Minister stated: Social housing is a preferential policy of the State for low-income people, the disadvantaged, and the disadvantaged; priority must be given to social housing before commercial housing. Social housing must have full infrastructure conditions (transportation, health care, education, sports, society, environment...) like commercial housing, the only difference is that the State has support policies.

The Prime Minister affirmed that the demand for social housing is very large, therefore, agencies must put themselves in the position of those in need to solve and implement tasks according to their functions, tasks and powers. In particular, localities have been assigned specific targets for social housing construction, and must consider this a political task, with the viewpoint that people are the center, the subject, people are the decisive factor for development, all policies must be directed towards people.
The Prime Minister assigned specific tasks to ministries, branches and localities in implementing the policy of building social housing, especially in removing difficulties and obstacles in the process of performing assigned tasks. In particular, the Ministry of Construction continues to thoroughly grasp and seriously and effectively implement Directive No. 34-CT/TW, dated May 24, 2025 of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation and Decision No. 927/QD-TTg, dated August 30, 2024 of the Prime Minister. The Ministry of Finance studies the allocation of regular expenditure norms of the State Budget based on the needs and conditions of each locality to have preferential credit capital for the Vietnam Bank for Social Policies to lend for the purchase and hire-purchase of social housing to complete the objectives of the Project. The Government Office presides over and coordinates with ministries and branches to review the implementation of administrative procedures in investment in the construction of social housing...
The Prime Minister said that to complete the set goals, it requires the synchronous and drastic participation of the entire political system, from Party committees, authorities, functional branches, businesses to people.
